STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The City Council of the City of Grapevine, Texas met in Special Session on this the 23rd day of July, 1981 at 6 : 30 P.M. at the Grapevine Concourse Center, 3800 Fairway Drive, with the following persons present to-wit: William D. Tate Mayor Ted R. Ware Mayor Pro Tem � Charles Dunn Council Member William Shafer Council Member Marion Brekken Council Member Ron Dyer Council Member constituting a quorum with Council Member Larry Oliver absent, with the following members of the City Staff: James L. Hancock City Manager Bill Eisen Assistant City Manager Lee Maness Finance Director Shirley Armstrong City Secretary CALL TO ORDER Mayor Tate called the meeting to order. INVOCATION The Invocation was delivered by Councilman Dunn. � ' DINNER Dinner was then served to members of the Council and Admin- `�``� istrative City Staff. 1981-82 BUDGET WORKSHOP Mayor Tate advised that the purpose of the meeting was to conduct a workshop relative to the 1981-82 City budget. City Manager Jim Hancock began the meeting by presenting the Estimated Changes in Working Capital, the Ad Valorem Tax Revenue and Proposed Distribution, and the Revenue Summary for Fiscal Year Ending September 30, 1982. Assistant City Manager Bill Eisen then presented the expend- iture budget proposals for the following departments : Admin- istration, Mayor and Council, City Secretary, Finance, Muni- ' cipal Court, Police, Fire, Parks and Recreation, Library, and Public Works. In reviewing the Fire Department budget, it was suggested by Councilman Dunn that consideration be given to delaying the opening of the new sub-fire station, in the southern portion �* of the City, until the 1982-83 budget rather than funding the project for three months at the end of the 1981-82 budget. Upon conside�ation of the Parks and Recreation budget, it was the general concensus of the entire Council that the City Staff be instructed to review the development of the future park site south of the Oak Creek area. It was recommended that a reserve fund be established in the 1981-82 budget for at least some development of the park site. � 07/21/81 During the discussion relative to the Library budget, the City Staff was instructed to survey area libraries to deter- mine the number of employees and the amount of circulation. It was also noted that the survey should include the custom- ary length of time a book is checked out and whether or not any volunteer library help is accepted. ' No formal action was taken in regard to the budget. It was �,,, announced that the remainder of the proposed budget would be presented during a meeting scheduled for July 30 . � ADJOURNMENT There being no further business to come before the Council, Council Member Dunn made a motion to adjourn. The motion was seconded by Mayor Pro Tem Ware and prevailed by the fol- lowing vote: Ayes . Tate, Ware, Shafer, Dunn, Brekken, & Dyer Nays .
