City Council to recess to the Conference Room to discuss the �urchase of real estate pursuant to Article 6252-17, V.A.T.C.S. , subsection (f) , Texas Civil Statutes . B. City Council to reconvene in the Council Chambers and take any necessary action relative to the purchase of real estate. V. ADJOURNMENT The above emergency agenda item was prepared because immediate action is necessary to insure the health, ,�. � safety and general welfare of the citizens of the City of Grapevine, Texas . � IN ACCORDANCE WITH ARTICLE 6252-17, V.A.T.C.S. , AS AMENDED BY CHAPTER 227, ACTS OF THE 61ST LEGISLATURE, REGULAR SESSION, THE EMERGENCY AGENDA WAS PREPARED AND POSTED ON THIS THE 21ST DAY OF JANUARY, 1980 AT 2 :00 P.M. City Se t�ry ,m,�.....,. � MINUTES AND CERTIFICATION PERTAINING TO PASSAGE OF AN ORDINANCE CANVASSING RETURNS AND DECLARING THE RESULTS OF A BOND ELECTION HELD IN THE CITY OF GRAPEVINE , TEXAS , ON THE 19TH DAY OF JL�NUARY, 1980 ; AND DECLARING AN EMERGENCY THE STATE OF TEXAS � COUNTY OF TARRANT � CITY OF GRAPEVINE X �•� On this the 21st day of January, 1980 , the City Council of the City of Grapevine, Texas , convened in Special Meeting at the regular meeting place thereof, the meeting being open to the '�""" public and notice of said meeting, giving the date , place and subject thereof, having been posted as prescribed by Article 6252-17 , V.A.T. C. S. , and the roll was called of the duly constituted members and officers of said City Council , which members and officers are as follows , to-wit : William D. Tate, Mayor David A. Florence ) Shirley Armstrong, City Secretary C. L. Oliver ) Ted Ware ) William Shafer ) Charles Dunn ) Aulton Mullendore ) and all of said persons were present , except the following absentees : None , thus constituting a quorum. Whereupon, among other business , the following was transacted, to-wit : A written ordinance bearing the following caption was introduced: ORDINANCE N0. 80-2 �� �� AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS , CANVASSING RETURNS AND DECLARING THE RESULTS OF A BOND ELECTION HELD IN SAID CITY ON THE 19TH DAY OF JANUARY, 1980 ; DECLARING AN EMERGENCY. The Ordinance, a full, true and correct copy of which is attached hereto, was read and reviewed by the City Council. Thereupon, Councilmember Dunn made a motion that such Ordinance be declared an emergency measure and that the rule prohibiting the passage of ordinances on the same day on which introduced be suspended. The motion that such Ordinance be declared an emergency measure and that such charter rule be suspended was duly seconded by Councilmember Shafer . The Mayor put the motion to a vote of the members of the City Council and the motion was carried by the following vote : Ayes : All members present Nays : Non� The Mayor announced that the charter rule had been suspended and that the Ordinance had been declared an emergency measure. �-� Thereupon, it was moved by Councilmember Dunn and seconded by Councilmember Shafer that the Ordinance be finally passed and adopted. STATE OF TEXAS � COUNTY OF TARRAN�'; � � CITY OF GRAPEVINE � The City Council of the City of Grapevine, Texas met in Special Session on this the 21st day of January, 1980 at 4:30 p.m. with ,,,�, the following persons present to-wit : William D. Tate Mayor David A. Florence Mayor Pro Tem "�""` Charles Dunn Councilman William Shafer Councilman Ted R. Ware Councilman Aulton Mullendore Councilman C. L. Oliver Councilman constituting a quorum with the following members of the City Staff in attendance : James L. Hancock City Manager John F. Boyle, Jr. City Attorney Shirley Armstrong City Secretary CALL TO ORDER Mayor Tate called to meeting to order. INVOCATION The Invocation was delivered by Councilman Mullendore. � ORDINANCE CANVASSING BOND ELECTION � The first order of business to come before the Council was consideration of an Ordinance canvassing returns and declaring the results of the January 19 , 1980 City Bond Election. The City Secretary read the caption of the Ordinance and reviewed its contents in detail. There being little discussion Councilman Dunn made a motion to adopt the Ordinance. The motion was seconded by Councilman Shafer and prevailed by the following vote : Ayes : Tate, Florence, Oliver, Dunn, Shafer, Mullendore , & Ware Nays : None ORDINANCE N0. 80-2 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS , CANVASSING RE- TURNS AND DECLARING THE RESULTS OF A BOND ELECTION HELD IN SAID CITY ON THE 19TH DAY OF JANUARY, 1980 ; DECLARING AN EMERGENCY „�„ EXECUTIVE SESSION - REAL ESTATE The City Council then entered into Executive Session to discuss ' the purchase of real estate pursuant to Article 6252-17 , �""'"�" V.A.T..C. S . , Stibsection (f) , Texas Civil Statutes . Upon reconvening into open session, Councilman Mullendore made the following motion: To authorize the City Manager to negotiate for the purchase of Lot 1, Block 1 , Parra Linda Estates , in the amount of $15 ,000 for the purpose of acquiring 0l/21�80 a site for a sub fire station and to further authorize the City Manager to execute the necessary documents . The motion was seconded by Councilman Dunn and prevailed by the following vote : Ayes . Florence, Oliver , Dunn, Mullendore, Shafer & Ware Nays . None � Abstain: Mayor Tate ADJOURNMENT �...:;� There being no further business to come before the Council , Councilman Oliver made a motion to adjourn.
