An Ordinance authorizing and directing the giving of notice of intent to issue $3, 100, 000 City of Grapevine, Texas , Water Works and Sewer System Revenue Refunding and Improvement Bonds Series 1980. The above emergency agenda item was prepared because � immediate action is necessary to insure the health, safety and general welfare of the citizens of the City of Grapevine, Texas. � IN ACCORDANCE WITH ARTICLE 6252-17 , V.A.T.C . S . , AS AMENDED BY CHAPTER 227 , ACTS OF THE 61ST LEGISLATURE , REGULAR SESSION, THE EMERGENCY AGENDA ITEM WAS PREPARED AND POSTED ON THIS THE 22ND DAY OF APRIL, 1980 AT 9 :00 A.M. � � Acting City Secretary � ,�,,,, MINUTES AND CERTIFICATION PERTAINING TO PASSAGE OF AN ORDINANCE BY THE CITY ' COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, �,._;. AUTHORIZING AND DIRECTING THE GIVING OF NOTICE OF INTENT TO ISSUE $3,100,000 CITY OF GRAPEVINE, TEXAS, WATERWORKS AND SEWER SYSTEM REVENUE AND IMPROVEMENT BONDS, SERIES 1980; DECLARING AN EMERGENCY THE STATE OF TEXAS § COUNTY OF TARRANT § CITY OF GRAPEVINE § On this the 22nd day of April, 198Q, the City Council of the City of Grapevine, Texas, convened in Special Meeting at the regular meeting place thereof, the meeting being open to the public and notice of said meeting, giving the date, place and subject thereof, having been posted as prescribed by Article 6252-17, V.A.T.C.S., and the roll was called of the duly constituted officers and members of said City Council, which officers and members are as follows, to- wit: William D. Tate, Mayor Marion Brekken ) Shirley Armstrong, City Secretary C. L. Oliver ) Ted Ware ) William Shafer ) Couneilmembers �� Charles Dunn ) Aulton NIullendore ) �� and all of said persons were present, except the following absentees: N� T � thus constituting a quorum. Whereupon, among other business, the following was transacted, to-wit: A written Ordinance bearing the following caption was introduced: An Ordinance of the City Council of the City of Grapevine, Texas, Authorizing and Directing the , Giving of Notice of Intent to Issue $3,100,000 City of Grapevine, Texas, Waterworks and Sewer System Revenue Refunding and Improvement Bonds, Series 1980; and Declaring an Emergency The Ordinance, a full, true and correct copy of which is attached hereto, was read and reviewed by the City Council. Thereupon, Councilmember Dunn made a motion that such Ordinance be declared an emergency measure and that the rule prohibiting the passa�e of ordinances on the same day on which introduced be suspended. The motion that such Ordinance be declared an emergency measure and that such charter rule be suspended was duly seconded by Councilmember aliver - �,�# The Mayor put the motion to a vote of the members of the City Council and j the motion was carried by the following vote: � AYES: All members shown present voted "Aye." NOES: None. . . , _ The Mayor announced that the charter rule had been suspended and that �-�, the Ordinance had been declared an emergency measure. and seconded b Thereupon, it was moved by Councilmember Y +r.� Councilmember Oliver that the Ordinance be ina y passed and adopted. The Mayor put the motion to a vote of the members of the City Council, and the Ordinance was finally passed and adopted by the following vote: AYES: All members shown present voted "Aye." NOES: None. Oliver Councilman William Shafer Councilman Aulton Mullendore Councilman Marion Brekken Councilwoman constituting a quorum with City Attorney John Boyle absent, with the following members of the City Staff: James L. Hancock City Manager Bill Eisen Assistant City Manager Bobbie Phillippe Acting City Secretary CALL TO ORDER Mayor Tate called the meeting to order and welcomed those in attendance. NEW BUSINESS � ' The first order of business to come before the Council was ;� consideration of an ordinance authorizing and directing the giving of notice of intent to issue $3 , 100, 000 City of Grapevine, Texas , Waterworks and Sewer System Revenue Refunding and Improvement Bonds , Series 1980. City Manager Jim Hancock briefly explained the bond issue ordinance to those in attendance. Mayor Tate then asked Acting City Secretary, Bobbie Phillippe to read the caption of the proposed ordinance. Following a short discussion Councilman Charles Dunn made a motion the ordinance be adopted. The motion was seconded by Councilman Larry Oliver and prevailed by the following vote: Ayes : Tate, Ware, Brekken, Oliver, Dunn, Shafer , Mullendore Nays : None ORDINANCE N0. 80-25 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS , AUTHORIZING AND DIRECTING ,.�, THE GIVING OF NOTICE OF INTENT TO ISSUE $3 , 100, 000 CITY OF GRAPEVINE, TEXAS , WATER- WORKS AND SEWER SYSTEM REVENUE REFUNDING AND �, IMPROVEMENT BONDS, SERIES 1980 AND DECLARING AN EMERGENCY. EXECUTIVE SESSION The next order of business was for the City Council to recess to the Conference Room to discuss personnel matters pursuant to Article 6252-17 , V.A.T.C. S . , Subsection (g) . I�, 04/22/80 , Following the Executive Session the Council reconvened in �'�, the Council Chambers and took the following action in II regard to personnel. �, City Manager, Jim Hancock explained the purpose of the ', Executive Session was the replacement of a Municipal Court ', Judge since the death of Judge Dave Austin. � �, Councilman Aulton Mullendore made a motion to appoint II David Florence as Municipal Court Judge for the City of .� , Grapevine. Councilwoman Marion Brekken seconded the motion '� and it prevailed by the following vote: Ayes : Tate, Ware, Brekken, Mullendore, Shafer, Oliver, Dunn Nays : None ' Mayor Tate then announced the retirement of Police Chief Bill ', McLain effective June 30, 1980. Captain Houston Deggans was ' appointed Acting Chief of Police to serve until such time that '�� a replacement is announced. ' OLD BUSINESS The next order of business was the City Council ' s consideration I of appointments to various Boards and Committees . I'� The Council members heard comments from all the applicants present ', and after a short recess and reception Mayor Tate advised that I� no appointments would be made during this meeting and appoint- I ments will be considered at the meeting on May 6, 1980. ADJOURNMENT '"'"" There being no further business to come before the City Council , I Councilman Ware made a motion to adjourn.
