SYC. � � � The first order of business was for the City Council and Planning & Zoning Commission to hold a Public Hearing on Zoning Application �. Z79-25 submitted by Benjamin and Marlene Syc. � � Mayor Tate declared the Public Hearing open and called upon the � City Secretary to explain the zoning request. b Mrs. Armstrong advised that the applicants , Mr. & Mrs . Ben b Syc were requesting that 327 East College be rezoned from ' "R-3" Multi-Family Dwelling District to "SP" Specific Use � � Permit incidental to the operation of a studio of dance and ¢ ' for the purchase and resale of secondhand goods , specifically � aluminum cans . � ; i � s , � � � 3 � 9 � # ! -1 �. � � � � i a , 09/18/79 Mrs . The proposed ; change would be a detriment to this investment . ; Allowing this change would destroy an � ; old, respectable area which was zoned residential in the beginning. Himes reside and hold title ; to the property at 322 E. College St. , Grapevine , � Texas. Our residence is directly across the street � from the property being considered for this zoning change, namely, 327 E. College St. We would like to go on record as being against this zoning change for the following reasons : � � 1. We now have a nice quiet residential neighborhood � and feel that the handling of Aluminum cans will ' be a nois detriment to thi.s area. � 2. Livin�ectly across the street from 327 E. �� College , we can see from our front door &/or windows , A four wheel trailer partially to fully loaded with aluninum cans . Also , a " considerable amount of noise is generated in the handling and dumping of these cans . � 3. Should this zoning change be granted, and should this aluminum can business prosper, there would ? in time be a need for a crusher or shredder to handle these cans . This would be extremely noisy. We can attest to this fact , by being on Main St. across from the Fire Station when they are purchasing cans at that location. 4. We feel it an injustice to allow this zoning ��. change for the benefit of one family, at the � expense and inconvenience of the many other € families who chose this neighborhood as their fl' place of residence. : 5 . There are plenty of places in this city which .' are already zoned to accomodate businesses of � this type. So, why should it be necessary to skip over into a nice and quiet neighborhood, � where there are residences on all four sides �: which will have to absorb the noise and traffic � generated from this operation. a We will appreciate your thoughtful consideration of � denying this zoning change. � Respectfully � Bart H. Armstrong reported that Mr. Duncan had requested to change , the zoning of a . 84 acre tract of land located on the Northeast � corner of Shadybrook and Meadowbrook from "SP" Specific Use Zoning to "R-3" Multi-Family Dwelling District. Mr. Dunkin then advised the Council that his proposed project consisted of single story four-plex apartment buildings for � ; =� a total of sixteen (16) units . , � � There was little discussion from the Planning & Zoning Commission � and Council. �; � � - Mayor Tate asked if there were guests present to speak for or • against the application. Mr. & Mrs . Mervin Smoot , 1008 Shadybrook, Grapevine advised that they as neighboring property owners were in opposition to the requested zoning. ,; � There being no further discussion, Planning & Zoning Commission � Member Harlen Joyce made a motion to close their portion of the � Public Hearing. None PUBLIC HEARING - ZONING APPLICATION Z79-28 , BOB TAYLOR The next order of business was for the Planning & Zoning Commission and the City Council to hold a Public Hearing on Zoning Application Z79-28 submitted by Mr. Bob Taylor. � � Mayor Tate declared the Public Hearing open and asked the � City Secretary to explain the request of the applicant. � r k Using a transparency map , Mrs . Armstrong advised that the M property in question was slightly over twenty acres out of c ' the J. Doss Survey in the extreme southern section of the � � City. She further stated that the present zoning was "C-2" ! � Community Business District with the request being for "I-1" ; Light Industrial District Zoning. ; :I f The Applicant, Bob Taylor made a short presentation advising ' that the Council had recently approved "I-1" zoning on an adjacent tract of land which had been purchased as a site for The Rucker Construction Company facility. He further advised , that the same firm was proposing to purchase the twenty acre tract for future expansion of their business . Mr. Hu.bert Crouch, representative af Metra Znns made a short presentation explaining �hat the proposed project was the DFW Hilton Inn and related facilities . He advised �hat the initial � project would contain three-hundred and seventy uni�s . � � � The question was raised by bath members of the Planning & Zoning � ' Commission and the Council as to why Industrial Zoning was ; , requested within the Specific Use Permit when a hotel facility r could be constructed in a lesser zoni.ng category. City Engineer �: Jim Baddaker, advised that the reason. was to allow �he applicants � the abiliCy to utilize the less restrictive height requirements � ' permi�ted in �he industrial categor�, with �he u.nderstanding � ° that �he overall height would be governed by the airpor� flight ; � pattern. i Mayor Tate asked if there were guests present to speak �or or �! � against the application. None � PUBLIC HEARING - ZONING APPLICATION Z79-30 , JAMES THOMAS � � � The next order of business was for the City Council and Planning � & Zoning Commission to hold a Public Hearing on Zoning Application � Z79-30 submitted by James Thomas . € x Mayor Tate declared the Public Hearing open and called upon the �' City Secretary to explain the request of the applicant. � Mrs. Armstrong noted that the property in question contained � approximately eleven (11) acres located on the Southwest corner of Ruth Wall and Wildwood. She further advised that the present zoning was "C-2" Community Business District Zoning with the x applicant requesting "R-3" Multi-Family Dwelling. � � Mr. Bob Taylor, Realtor, presented the application on behalf of Mr. Thomas . € Concern was expressed by both members of the Council and Planning '� i and Zoning Commission that the ratio of apartment dwellings was �;; � �, becoming higher than that of single family residences . Mr. � / Millard Dilg, Chairman of the Grapevine Industrial Committee �' ' stated that an effort was being made to attract industry to Grapevine, but that the unavailability of housing space was presenting a problem. He sited an example that the Harris Corporation, recently located in Grapevine , had expressed concern that many of their employees were having to commute ' from Arlington because they could not find housing in Grapevine. � t �. Mayor Tate asked if there were other guests to speak in regard to the application. Mr. Mervin Smoot, 1008 Shadybrook stated that many local residents do not wish to see Grapevine develop in the same manner as Arlington in relation to the number of � apartment units constructed. �'; � There being no further discussion, Planning & Zoning Commission � member Ron Cook made a motion to close their portion of the � Public Hearing. None � � � � � � � � � � `� � � � ; � 09/18/79 � � � � CALL TO ORDER � � Mayor Tate called the Council to order in the Conference Room �,; following the recess with all membFrs in attendance. �, i � � � CITIZENS REQUEST AND/OR REPORTS � � Report - Economic Development Team � i �t i Councilman Mullendore reported that representatives of Texas � Power & Light Company, Lone Star Gas Company and Republic " �: National Bank of Dallas conducted a Seminar on September llth � with twenty-nine persons attending. He added that the Seminar � � had resulted in a view of the overall perspective of the = i � Economic Development Team. He further advised that he had � since met with several members of the Chamber of Commerce and ' � � discussed future plans to continue training sessions dealing � with the specific aspects of each proposed committee. Council- man Mullendore then commented that it was possible a Fortune �? Five-Hundred Company would locate in Grapevine in the near � future as a basic result of team efforts . � � Report - Cable Television Connnittee � :i Councilman Ted Ware, Chairman of the Cable Television Committee � � advised that Councilman Shafer, Mullendore and he had attended ` a Seminar sponsored by the Council of Governments in relation g ' to Cable Television Franchises . He reported that during the � Seminar the Committee became aware of many technical complications � that could arise in awarding a cable franchise , and, as a result, would probably recommend outside assistance. He noted that he ' and the Committee felt it would be in the best interest of the � City to take their time and be extremely care�ul in awarding a � ' franchise. CONSIDERATION OF THE MINUTES � x The next order of business was consideration of the Minutes of September 4, 1979 . Councilman Oliver advised th.at the Chairman of the �lanning and Zoning Commission was incorrectly shown to be Ron Cook. The City Secretary acknowledged the error. Mayor Pro Tem Florence made a motion to waive the reading of the Minutes and approve them as corrected. The motion was seconded � by Councilman Dunn and prevailed by the follewing vote : � Ayes . Tate, Florence , Oliver, Dunn, Shafer, Mullendore � and Ware Nays . None � � , � ' WORKMAN' S COMPENSATION CLAIMS ORDINANCE � i � The next order of business was for the City Council to consider ; � an ordinance pertaining to salaries as related to Workman' s � � Compensation Claims . � The City Manager advised that the City Sta�f would like to rev�.ew the matter further and asked thG.t the item be tabled.
