Florence Mayor Pro-Tem � Aulton Mullendore Councilman William Shafer Councilman � C. L. Oliver Counci�man Ted Ware Councilman constituting a quorum with Mayor Tate and Councilman Dunn absent , with the following City Staff inembers in attendance : James L. Hancock City Manager Bill Eisen Assistant City Manager t John Boyle, Jr. City Attorney Shirley Armstrong City Secretary CALL TO ORDER The meeting was called to order by Mayor Pro-Tem David Florence. INVOCATION The Invocation was delivered by Councilman Ted Ware. PUBLIC HEARING Mayor Pro-Tem Florence advised that the sole purpose of the meeting was to hold a Public Hearing to consider a proposed increase in the effective Tax Rate in accordance with Article 7244c, V.A.T. C. S . He then announced that a Public Meeting to consider the proposed increase would be heJ.d on September 11, 1979 at 7 : 30 P .M. in the Council Chambers , 413 Main Street , Grapevine , Texas . Mayor Pro-Tem Florence then declared the Public Hearing open. City Manager Jim Hancock gave a brief h�story explaining the requirements set out by Article 7244c and its effect on the City of Grapevine. ; Mayor Pro-Tem Florence asked if there were guests present to speak in regard to the matter. Mr. Joe Kennedy, 1.855 Anglers Plaza, Grapevine, voiced his opposition to a tax increase. , There being no other guests present who were desirous to speak, Councilman Mullendore made a motion to close the Pub].ic Hearing. The motion was seconded by Councilman Ware and prevailed by ;: the following vote : Ayes : Florence, Ware , Oliver, Shafer and Mullendore Nays : None Absent : Tate and Dunn Councilman Oliver then made a motion to hold a Public Meeting to vote on the proposed increase on September 11 , 1979 at 7 :3Q �.M. in the Council Chambers , 413 Main Street , Grapevine , Texas . The motion was seconded by Councilman Shafer and prevailed by the following vote: �i � � � 08/28/�79 � 1 � � � � Ayes : Florence , Ware , Oliver, Shafer and Mullendore � Nays : None � Absent: Tate and Dunn � ' ADJOURNMENT ' There being no further business to come before the Council , Councilman Shafer made a motion to adjourn.
