SUBJECT: APPROVAL OF ANNUAL CONTRACTS FOR THE PURCHASE OF
TREES AND LARGE SHRUBS
RECOMMENDATION: City Council to consider approval of annual contracts for trees and large
shrubs with Southwest Wholesale Nursery and Unique Landscaping
Design & Construction for the Parks and Recreation Department.
FUNDINGSOURCE: Funds are available in the General 100, PCMF 174 and Lake Parks 119
funds for an annual estimated amount as budgeted in departmental or
capital project budgets.
BACKGROUND: The purpose of this contract is to establish fixed annual pricing for trees
and large shrubs on an as -needed basis.
Bids were taken in accordance with Local Government Code Chapter 252,
Subchapter B, Section 252.021 (a) and Section 252.041 (a).The bid
advertisement was posted in the Fort Worth Star Telegram on September
24, 2020 and October 1, 2020. RFB 499-2020 was issued through the
City eBid system with 742 invitations sent out. 24 vendors viewed and
downloaded the RFB and 2 bids were received.The bid was opened
electronically and publicly on October 15, 2020 at 2 pm. The contract will
be for an initial one-year period, with four one-year renewal options
available.
Based on the evaluation of the bid by the Parks and Recreation
Department and Purchasing staff, it was determined that multiple contracts
be awarded to the lowest responsible and responsive bids meeting
specifications. Awarding contracts to two vendors will help mitigate issues
that may occur due to quality and supply fluctuation of plants and trees
