INVOC�TION The 'Invocation was delivered by Mayor Fro-tem Daltan. , MINUTES � The first order of business was consideration af the minutes of February 28, 1978. Councilman Pirkle made a motion to approve the minutes as printed. The mation was seconded by Councilman Oliver and prevailed by �he foll.owing vote: Ayes: Tate, Dalton, 4liver, Pirkle, Gideon & Flarence Nays: None Absent: Counci2�nan Dunn PULICE-LIBRARY BUILDING The next order af business was far the City Council to consider an ordinance relative to Change Order Number Two for canstruc- tion af the Police-L3.brary facility. City Manager Jim Hancock explained the a.tems outlined in the change order and advised that it a►maunted to a tc�tal of $3,883.74. The City Secretary read the captian af the proposed ordinance. There was little discussion. Councilman Dalton made a motion to approve the ordinance. The motion was seconded by Cauncilman Pirkle and prevailed by the following vote: • r Ayes: Tate, Daltan, Gidean, Flarence, Oliver aand Pirkle Nays: Nane Absent: Gaunci.3man Dunn ORDINANCE NO. 78-13 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, APPROVING A CHANGE ORDER TO A CERTAIN CONSTRUCTION CONTRACT; AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE SUCH CHANGE ORDER; DECL.ARING AN EMERGfiNCY. POLICE/LIBRARY BLDG. - CONSTRUCTION PAYMENT #3 The next order of business was for the City Council to consider an ordinance authorizing payment to Cardinal Builders of request for payment number three with Certificates of Obligation for construction of the Police�Library facility. The City Manager explained that construction was more than three- fourths complete and that a construction payment of $99,971.50 was in order. The City Secretary read the caption of the proposed ordinance. Councilman Dalton made a motion to approve the ordinance. The motion �as seconded by Councilman Florence and prevailed by the following vate: Ayes: Tate, Dalton, Oliver, Pirkle, Florence and Gideon Na�s: None Absent; Councilman Dunn ORDINANCE NO. 78-14 AN ORDINANCE OR THE CITY CAUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING AND DIRECTING DELIVERY OF A PORTION OR CITY OF GRAPEVINE, TEXAS, GENERAL OBLIGATION CERTIRICATES OF OBLIGATION, SERIES 1977, AND OTHER RELATED MATTERS; AND DE- CLARING AN EMERGENCY. EXECUTIVE SESSION The next order of business was for the City Council to recess to the Conference Room to discuss pending litigation pursuant to Article 6252-17, Section 2, Subsection (e) . The Council reconvened in the Council Chambers following the executive session. No formal action was taken. There being no further business to come before the Council, Councilman Pirkle made a motion to adjourn. Whereupon, amQng ofi er business, t e fol owing was transacted, to-wif: A wrifiten Ordinance bearing the follawing caption was introduced: An Or�dinance of the Ci ty Counci l of the City of Grapevi ne, Texas, Approving a Change Ot,der to a Certain Construction Contract; Authorizing and Directing the Mayor ta Execute such Change Order; Declaring an Emergency The Ordinance, a fu1i, true and carrect copy of which is attached hereta, was read and reviewed by the City Cauncil. Thereupon, it was moved by Dalton and secanded by Pirkie that said 4rclinance be taken up and declared to be and considered as an emergency measure, to take effect immediately, as recited therein. 7�he Mayor pvfi fihe mofiion to a vote af the members af the City Council pnd fhe motion carried unanimausly. The Mayar then declared the Clrclinance to be an emergency. Thereupon, it was moved by _ Dalton and seconded by Florence that said Ordinance be taken up and dec ared to be and considered as an emergency measure, to take effect immediafiely, as recited therein.
