Hancock City Manager John F. Boyle City Attorney Shirley Armstrong City Secretary ; ' CALL TO ORDER Mayor Tate called the meeting to order. INVOCATION The Invocation was delivered by Commission Member Dr. Jerry Burgess. PUBLIC HEARING ZONING APPLICATION Z 78-6 The first order of business was for the City Council and Plann- ing & Zoning Commission to conduct a public hearing for the purpose of considering Zoning Application Z78-6 submitted by Mr. J. R. Armstrong. Mayor Tate declared open the public hearing. The City Secretary explained that the applicant was requesting that the aoning of lots 7A and 8 of the A. F. Leonard Survey be rezoned from "SP" Specific Use Permit District for on premise consumption of alcoholic beverages, incidental to the operation of a restaurant, to "C-2" Community Business District Zoning. Mr. Armstrong then advised the Council that a steel and masonry building would be constructed for rental to prospective tenants. There was little discussion. Mayor Tate asked if there were guests present to speak for or against the application. There were none. The City Secretary reported that she had not received any letters or petitions relative to the zoning request. There being no further business, Commission Member Harlen Joyce made a motion to close their portion of the public hearing. The motion was seconded by Member Bob Stewart and prevailed by the following vote: Ayes: Ware, Kennedy, Joyce, Burgess and Stewart Nays: None Absent: Crabtree . � � � ;. ; � �' There being no further discussion from the Council, Council- i; man Dunn made a motion to close the Council 's portion of � the public hearing. The City � Secretary explained that the applicant was requesting that k; a 2.56 acre tract of land southwest and adjacent to the � Grapevine High School property be rezoned from "R-1" � Single Family Dwelling to "C-2" Community Business District � Zoning. Mr. Bill Hudson, realtor explained that the appli- � cant planned to relocate his Nursery�Landscaping business ° on the site. There was no discussion. � �` Mayor Tate asked if there were guests present who wished �' to speak for or against the app�ication. The motion was seconded by �' Councilman Oliver a►nd prevailed by the following vote: � � Ayes: Tate, Dalton, Gideon, Oliver, Dunn and Florence , Nays: None � Absent: Pirkle � � PUBLIC HEARING ZONING APPLICATION Z78-8 g � The next order of business was for the City Council and �: Planning & Zoning Commission to conduct a public hearing � on Zoning Application Z78-8 submitted by Mr. Robert Banta. g r Mayor Tate declared open the public hearing. The City Secre- � tary explained that the property in question was approximately � ten acres located on the southeast corner of Park Boulevard and Dove Road. She advised that the applicant was request- ing that the tract be rezoned from "R-1" Single Family Dwell- ing District to "R-3" Multi-family Dwelling District. ` The applicant, Mr. Robert J. Banta advised that plans were - � to construct between 250 to 275 apartment units consisting � of one and two bedrooms. He stated that the complex would � be built to appeal to the adult market and plans were not ` to include tenants with children. F � There was little discussion. Mayor Tate asked if there were � guests present to speak for or against the application. Mr. � Phil Parker advised that he was owner trustee for the pro- � perty in question and felt that the complex would be most � attractive and in the best interest of the city. � The City Secretary advised that she had not received any � letters or petitions in regard to the zoning request. �' � � � � 1 d fJ I � !i i i ', There being no further discussion, Commission Member Bob � Stewart made a motion to close their portion of the public i hearing. The motion was seconded by Councilman Dunn and prevailed by the following vote: Ayes: Tate, Dalton, Dunn, Gideon, Florence and Oliver , Nays: None Absent: Pirkle i PUBLIC HEARING ZANING APPLICATION Z78-9 � The next order of business was for the City Council and Planning & Zoning Commission to hold a public hearing for the � purpose of considering zoning application Z78-9 submitted by Mr. Scott Tarwater. Mayor Tate declared open the public hearing. The City Secre- tary explained that Mr. Tarwater was not in attendance be- cause of a death in his family and recommended that the public hearing be recessed until the next meeting. i Commission Chairman Ted Ware made a motion that the Planning & Zoning Commission�s portion of the public hearing relative � to Zoning Application Z78-9 be recessed until April 4, 1978. Councilman Dalton made a motion to accept the recommendation of the Planning & Zoning Commission and adopt the ordinance. REPLAT LOTS 13 & 14 STARR ADDITION The next order of business was for the City Council to consider a replat of Lots 13 & 14 of the Starr Addition to the City of Grapevine. The City Manager advised that lot 13 fronted onto West N.W. Hwy. with lot 14 being adjacent to the south with no street frontage or access. The replat was an effort to com- bine the two lots into one. Mr. Hancock acknowledged that the Planning & Zoning Commission had unanimously recommended approval. Councilman Florence made a motion to approve the requested re- plat. The motion was seconded by Councilman Dunn and prevailed by the following vote: Ayes: Tate, Gideon, Florence, Oliver and Dunn Nays: None Absent: Pirkle Abstain: Dalton There being no further business to come before the Council, Councilman Oliver made a motion to adjourn.
