THEREOF RELATING TO THE SIZE OF THE COMMITTEE AND THE VOTING RIGHTS � • OF COMMITTEE MEMBERS; BY AMENDING SEC- TION 3 .E. RELATING TO QUORUM REQUIREMENTS AND PROVIDING AN EFFECTIVE DATE .�:.� WHEREAS, the City Council of the City of Grapevine, Texas (the "City") , has heretofore pursuant to Resolution No. 84-08, established a Main Street Committee for the purposes set forth in the said resolution, which resolution has subsequently been amended by Resolutions No. 85-16, 85-28 , 86-16 and 87-04; and WHEREAS, the Main Street Committee members have now requested that the City Council amend Resolution No. 84-08, as amended, by removing the voting rights of the City Council representative and the Main Street Director and granting the right to vote to the Downtown Grapevine Association President, by reducing the number of Committee members and by reducing the size of the quorum necessary to conduct business; and WHEREAS, the City Council hereby finds that such an amendment to Resolution No. 84-08 would enable the Committee to operate more effectively and to achieve the goals and purposes for which it was established. ,�...�. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TH CITY OF GRAPEVINE, TEXAS: � Section 1 . That the matters stated in the above and foregoing preamble are true and correct and are incorporated herein as if copied herein in their entirety. Section 2 . That Section 3 .A, of Resolution No. 84-08 , as amended, by Resolution No. 86-16 , is hereby amended so that it shall hereafter read as follows: "1 . Committee size. The Committee shall consist of seventeen (17) members, fourteen (14) of whom shall be voting and three (3) of whom shall be non-voting, who shall be residents of the City of Grapevine; provided however, that if no Grapevine resident may be found who falls within the categories listed hereinafter, a non-resident of the City may be appointed to and serve on the Committee. 2 . Committee members. (a) The voting members of the Committee shall consist of fourteen (14) persons from the following categories: � i. Representatives of financial insti- tutions located in the City of Grapevine; ii. Owners of businesses located in the Central Business District of the City; iii. Architect knowledgeable in the field of historic preservation; iv. Representative of the local or county historical society or commission; v. Accountant; vi. Real estate broker licensed in the State of Texas; vii. Insurance agent licensed in the State �� °� of Texas; viii. Owner and landlord of a building; ix. Representative of a local public utility; x. Representative from the Grapevine/ Colleyville Independent School District; xi. Representative from a local media operating within the City of Grapevine; xii. Representative of the Grapevine Convention & Visitors Bureau Advisory Board; xiii. President of the Downtown Grapevine Association; xiv. Concerned citizens of the City of Grapevine. ' (b) Non-voting members. The three (3) non-voting members shall include one (1) member of the �.,.., Grapevine City Council or City Staff, one (1) member of the Grapevine Chamber of Commerce, and the Grapevine Main Street Project Director. " Section 3 . That Section 3 .E. of Resolution No. 84-08, as amended, by Resolution No. 85-16 , is hereby amended so that it shall hereafter read as follows: "E. Seven (7) members whether voting or non-voting, of the Committee shall constitute a quorum. The Committee shall act on a majority vote of the voting members present. " Section 4 . The provision of Section 2 .A. of Resolution No. 84-08 , as amended, in Section 2 hereof which provides for a reduction in the number of voting members of the Committee from nineteen (19) to fourteen (14) shall be employed by the City Council at the time of the next regular appointments of Committee members, or June, 1990 , and from that time thereafter. Between the effective date of this resolution and such time, however, the �, representative of the Grapevine City Council or City Staff and the Main Street Project Director serving on the Committee shall be and are hereby made non-voting members of the Committee, except that they may be counted toward the Committee ' s quorum "'�" requirement. Additionally, during this period of time, the President of the Downtown Grapevine Association shall be and is hereby appointed as a voting member of the Committee. Section 5 . That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the llth day of July , 1989.
