The meeting was called to order by Mayor Tate .
Councilman Dalton delivered the Invocation.
The City Council then recessed to the Conference Room to discuss pending ':
litigation pursuant to Article 6252-17, Section 2(e), Texas Civil Statutes. ;

The Council reconvened in the Council Chambers at 8:00 P.M, with all ',
members present. No action was taken. ',
Councilman Dunn made a motion to adjourn. The motion was seconded by
Councilman Pirkle and prevailed by the follawing vote:
Ayes : Tate, Dalton, Gideon, Florence, Oliver, Pirkle & Dunn
Nays : None

The City Council of the City of Grapevine, Texas convened in °
special workshop session on this the 2nd day of June, 1977,
8:05 P.M, with the following members present to-wit:
William D. Tate Mayor
Doil Dalton Mayor Pro-tem
Charles Dunn Councilman
David A, Florence Councilman
Willis Pirkle Councilman
Larry Oliver Councilman
Charles Gideon Councilman
constituting a quorum with:
Floy T, Ezel1 City Manager
Shirley Armstrong City Secretary
with John F, Boyle, City Attorney and James L. Hancock, Assistant
City Manager absent.
Mayor Tate called the meeting to order.
The Invocation was delivered by Councilman Oliver.
Mayor Tate stated that the purpose of the special meeting was to
hold a workshop session in regard to the 1977-78 City Budget.
The City Manager gave a brief history stating that each department
head had prepared a budget and would present their initial requests
to the Council during the workshop session. He added that
reasonable and realistic figures had been prepared in regard to the
expected income. He noted .that the tax roll had decreased since
1974 with the re-evaluation of vacant land. The City Manager further
stated that an increase in construction would almost offset the
decrease in land value, therefore allowing a 1977-78 tax ro11
similar to that of 1976-77.
Each department head then presented his budget to the Council along
with supportive reasoning for obvious changes and increased requests.
No formal action was taken by the Council.
The City Manager briefly explained the projected income for the
1977-78 fiscal year. He advised that 77 percent or $671,000 of
Ad Valorem taxes would be used in the general fund with the
remaining 23 percent ($123,700) to be used for bond indebtedness.
The City Manager stated that $90,000 would be transferred from
the reserve in debt service fund to assist in bond interest payments. ;
The City Manager then stated that there would not be any monies left
in the reserve fund after the $90,000 transfer.

He then advised that the total projected income for 1977-78 was
$1,556,621. The City Manager commented that budget requests
exceeded available funds by approximately $430,000.
There being no formal action necessary nor any further business to
come before the Council, Councilman Dalton made a motion to
adjourn. The motion was seconded by Councilman Oliver and prevailed
by the following vote:
