The City Council of the City of Grapevine, Texas convened
in regular session on this the 19th day of July, 1977 at
7:35 P.M. with the following members present to-wit:

Mayor Tate called the meeting to order.
The Invocation was given by Councilman Charles Dunn.
Dr. Chandler, representing the Grapevine Chamber of Commerce
appeared before the City Counci,l and introduced a booklet
explaining the need and the feasibility of having a general
aviation airport located within northeast or east Tarrant
County. Dr. Chandler then introduced Charles Hunt and Phil
Phillips , both representing the Hurst-Euless-Bedford Chamber
�' of Commerce. Dr. Chandler then introduced Jim Street, Public
Information Officer for D�FW Airport. ,Mr. Street presented
a slide presentation to the Council and stated that D�FW
was backing the location of a general aviation airport �n
this area. The City Council was then asked to pass a
resolution calling for the Tarrant County Commissioners
Court to sponsor a grant to have a study conducteri which
would determine the need and feasibility of the airport.
F'und�ng for the study would be through 90% fede�eal funds and
10% provided hy the Commissioner�s Court. The Acting City
Secretary read the propo�sed resolution and Charles Gideon
made a motion to approve the resolution as read. Councilman
Dalton seconded the motion and prevaiied by the follow�ng
vote: .

The next order of business was for the City Council to consider
the minutes of the July .5, 1977 meeting. Co.uncilman Oliver
made a motion to waiue the reading of the minutes and pass
them as approved. . Councilman Gideon seconded the motion and
prevailed by the following vote:
Ayes : Tate, Gideon, Florence, Oliver, Dalton, Dunn & Pirkle
Nays : None
The next order of business was for the City Council to hold
a public hearing on a house moving application filed by Mr.
Donald Click. Mayor Tate declared the public hearing open.
Joe Lipscomb, Chief Building Official, reported that he had
� examined the building and that it did not comply with �lectrical
rea��.�:reYgents and was not properly anchored. Mr. Click
explained that he was going to use the building as an office
for a used car lot. Mr. Hancock, Assis-��nt�Cit�r Mai�ager,
explained that there had been no correspondence pertaining
to the application from property owners within two hundred

� feet. Mayor Tate inquired if any pe�sons were present
that wanted to speak for or against the application.
There being none Councilman Dunn made a motion to close
the public hearing . Councilman Dalton seconded the
motion and prevailed by the following vote:
Ayes: Tate, Gideon, Florence, Oliver, Dalton, Dunn & Pirkle
Nays: None
Councilman Dunn then made a motion to approve the applica-
tion as presented. The motion� was seconded by Councilman
Gideon and prevailed by the following vote:
Ayes: Tate, Gideon, Flo rence, Oliver, Dalton, Dunn & Pirkle
Nays : None
� The next order of business was for the City Council to
consider a cost estimate and review plans for the Police
and Library Building. Mr. Norman Hatfield of Hatfield &
Holcomb appeared before the City Council and explained
the plans to the City Council. Councilman Dunn inquired
if the Library Board had examined the plans . Mr. Hatfield
stated that they had not. Mr. Hatfield then discussed a
time schedule for the proposed construction as follows :
July 23 Finish Design Development
July 25 - July 29 (1 week) Owner review and approval
July 25 - Sept. 2 (6 weeks) Contract Documents
Sept. 6 - Sept. 9 (1 week) Owner Review and Printing
Sept. 12 Release for Bidding
Oct . 6 Receive Bids
Oct. 6 - Oct. 17 (2 weeks) Owner Review and Award
Contract
Oct. 24 Start construction
Feb. 1978 (4 months) Construction complete
Councilman Dunn then inquired if the project could be done
in two phases depending if the City did not have funds to
complete the entire plan. Mr. Hatfield stated that it
could be done in two phases but advised against it because
of the additional cost of materials later on and smaller
bid quantity now. Mr. Hatfield then stated that $232,553.00
was the estimated cost of the project. Councilman Pirkle
inquired if there was anything in the building that could be
eliminated. Mr. Hatfield explained that in his opinion
there was none. Councilman Dunn then stated that he would
like to see the plans go tc�_.the Library Board before
approval by the Clty Council. Councilman Dalton then made
a motion to accept the plans as presented because he felt
the Library Board would not alter the plans and that they
only needed to be informed of the plans . Councilman Gideon
seconded the motion. Councilman Florence stated that he
would like to approve the police portion of the plans and
refer the library plans to the Lib�rary Board. Councilman
Oliver stated that he would like to approve the plans
tentative to the Library Board�s approval. Councilman
Florence then stated that he would like to amend the motion
to approve the police side of the building and refer the
library side to the Library Board. Robbie Gibbs , librarian,
stated that she could have a called meeting of the Library
Board on Monday night. Mr. Hatfield explained that going
to the Library Board on Monday night would not delay him
because he could concentrate on the police department

plans until approval by the Library Board. Councilman
Dalton accepted the amendment to his motion and Council-
man Gideon also accepted the amendment. All present
� voted aye . ...
The next order of business was for the City Council _to ..
consider bids and contract for the construction of a
gazebo in Dove Road Park. Mr. Hatfield stated that Modern
General Construction Company was the low bidder .at $16,700.
and that they had agreed to complete the project within
60 days .

Councilman Gideon made a motion to accep� the low bid of
`� Modern General Construction Company for $16,700. to be
completed in 60 days . The motion was seconded by Councilman

The� nex� order of business was for the City _Council to consider
the second reading of a sign ordinance number 77-32. The
Acting City Secretary read the caption of the ordinance .
There was little discussion and Councilman Dunn made a motion
to approve the ordinance on the second reading. The motion
was seconded by Councilman Pirkle and prevailed by the
following vote:
Ayes : Tate, Florence, Dalton, Dunn and Pirkle.
Nays: Oliver and Gideon
The next arder of business was for the City Council to consider
the second phase of LaPaloma Estates Additaon to the City of
Gr��evine, Texas . Mayor Tate disqualified himself from this
item because the developer is related to the Mayor. Mayor
Pro-Tem Dalton then presided over this item. There was
little discussion and the Assistant City Manager stated that
the Planning & Zoning Commission had approved the plat.
Councilman Pirkle inquired if proper space had been left
between the houses and the road right-of-way so that Dove
Road could be widened. Lanny Tate explained that Dove Rd.
could be widened ,and that the front yazd setbacks would be
wi,thin City codes . Councilman Pirkle made a motion to
approve the plat as submitted. The motion was seconded by
Councilman Dunn and prevailed by the following vote:
Ayes: Florence, Dalton, Dunn, Pirkle, Oliver and Gideon.
Nays: None
Abstain: Tate

The next order of business was for the City Council to
consider bids and award a contract for the construction
of a water line to service the southwest portion of town.
City Manager stated that this project was in the recently �
approved bond program. There was little discussion and
Councilman Dalton made a motion to award the contract to
the low bidder - Ben Sira Company for $185,499.85. The
motion was seconded by Councilman Pirkle and prevailed
by the following vot�: - �

The next order o� business was for the City Council to
consider the extensyon of a sanitary sewer .line ta the
Larry Lightner property located just off Timberline Drive.
Mr. Larry Lightner appeared before the Council and gave a
brief history of the request. He stated that he was in
a financial position �o pay off-note =r-e�eases on the
property but was unable to extend the sewer himself. He
stated that a cost estimate of $43,200 for a 10 inch line
had been projected by Freese & Nichols , Consulting Engineers .
He further stated that the developer of the -property had
met with both the Mayor and the Assistant City Manager.
He also stated that construction of the apartment complex
would begin within 90 days after the •.c=�ose of the contract.
It was noted that the ten inch line would not be sufficient
to serve other projects but that a TRA �ine woulc� be able
to service the entire area in the future. Mayor Ta-te
stated that he felt that the City Staff and City Attorney
i should be able to negotiate a contract whereby Mr. Lightner
could put up a type of surety bond and would reimburse the
City for the line if no construction took place on the
property; and that his security could be reduced as the
phases of construction increased. Councilman Pirkle made
a motion to enter into such a contract with Mr. Lightner.

Mayor Tate then declared a recess at 9:40 P.M. �
The meeting reconvened at 10:02 with all members present.
The next order of business was for the City Council to
consider the appointment of a Charter Amendment Committee.
Councilman Oliver gave a brief background and stated that
there were no major items of the Charter that needed amend-
- ing but that some items needed to be updated. It was the
' general concensus of the Council that such a committee was
needed. The City Manager stated that Ed Lancaster and
Millard Dilg were the only two members of the five member
committee that still iived in town. Councilman Oliver made
a motion to table the appointment until a later date. The
idotion was seconded by Councilman Pirkle and prevailed by
the following vote:
Ayes: Tate, Gideon, Florence, Oliver, Dalton, Dunn & Pirkle

The next order of business was for the City Council to
'� consider budget amendments for the Fiscal Year 1976-77.
� There was little discussion and the City Manager stated that
� all of the amendments had been approved but that the figures
� had been compiled and was before the Council. Councilman
� Pirkle made a motion to approve the amendments as presented.

by the following vote:

a The next order of business was for the City Council to
! consider a refuse transfer station. City Manager Jim �
Hancock gave a brief history and stated that the State
Health Department had closed down the old landfill area and
that the City had no permit to operate any refuse transfer
stations within the City Limits . Mr. Hancock stated that
the City had a policy and also equipment to pick up white
goods for residents . He further stated that Estes Sanitation
� Service would pick up most residential refuse and debris if
it was packaged correctly and that Estes would pick this up
on an "on-call" basis except for Monday and Thursday. He
further stated that the developers in town could haul their
refuse to the Haltom City location operated by Estes . There
was no action necessary.
Mayor Tate then stated that the City Council would recess to
the Conference Room to discuss personnel pursuant to Article
6252-17, Section 2(g) , Texas Civil Statutes . The Council
recessed at 10:20 P.M.
The • Council reconvened in the Council Chambers at 11:45 P.M.
with all members present. There was no further action taken.
Councilman Pirkle made a motion to adjourn. The motion was
seconded by Councilman Dunn and all present voted aye at 11:46 P.M.
