City Manager � Shirley Armstrong City Secretary � John Boyle City Attorney Mayor Tate called the meeting to order. �' j The Invocation was delivered by Councilman Oliver. i The first order of business was for the City Council and Planning & Zoning Commission to hold a public hearing on Zoning Application Z77-24 submitted by Mr. & Mrs. John R. Bass . Mayor Tate declared open the public hearing and asked the City Secretary to explain + the zoning request. She advised that the property in question was located on Scribner Streetand provided a transparency to clarify the location. She further stated that the property was currently zoned "MH" Mobile Home District and that the applicants were requesting "I-1" Light Industrial District. � f Mrs. Sandra Bass then made a short presentation explaining that � the proposed use of the property was for the construction and operation of mini-warehouses . � � There was little discussion from the Planning & Zoning Commission � and the City Council. � � � Mayor Tate asked if there were any guests present who wished to �, speak for or against the application. There were none. The City Secretary reported that she had not received any letters or petitions in regard to the application. Planning & Zoning Member Harlen Joyce then made a motion to close their portion of the public hearing. She further noted that the applicants were requesting that the zaning an the pro�erty be changed �rom "C-2" Community Susiness District to "SP" Specific Use Permit District .for the construction and o�eration of zninz storage units and other uses as permitted under "C-2" Cammunity Business District Zaning« - � Mr. Esslinger then made a short presentatian in which he pravided architectural plans fox the proposed warehouses. Mrs. A.nn Carlson stated that she was a property owner within 200 feet and that she wished to speak in oppeasita.on to the reguest because Qf the praximity to the dawntown area. � � i Mayor Tate then asked if the City Secretary was in receipt of any letter� or petitions relative to the application. She � answered that three citizens , Mr. Andy Ander�on, Mr. Bob Taylor, � and Mr. Mac Jamesan had advised that they wauld be unable ta at�end the meeting but had asked that their oppo�ition to the request be noted for the record, Mayor Tate asked if those three citizens awned propery within 20C3' of the property in question. Mayar Tate asked if there wexe any guesta present who wished to speak For ar aginst the application. Mr. & Mrs. L. S. Rice, 225 N. Starnes Street aclvised that they were property owz�ers to the east and were concerned abaut drainage problems . Mr. Holle stated that his engineers were aware af the east- wa�d slope of the property and that every preca�itian would be taken tc� prevent future probl�ms . The City Council remained in session to consider further business . The next order of business was consideration of the minutes of September 6th and 13th, 1977. Councilman Dunn made a motion to tvaive the reading of the minutes and approve them as published. The motion was seconded by Councilman Florence and prevailed by the following vote: Ayes : Tate , Gideon, Florence, Oliver, Dalton and Dunn Nays: None , Absent : Pirkle � � The next order of business was for Mrs . Robbie Gibbs to make a report to the Council concerning experimental evening library �i hours and other library matters . Mrs . Gibbs advised that over a period of 2 weeks the library had remained open late in the evenings . She reQorted that a total of 49 persons used the library during those hours and checked out a total of 159 books . She then r_ead a recommenda- f tion m he a �ro t librar bo rd re uest; ha in addi ' t tion to re ular Y �l "� 9 hours , the library remain open from 9:00 A.I�1. to 12:00 noon on Saturdays and remain open until 8:00 P.M. on Thursdays. The Library Board further recommended (based on increased circulation and additional hours) that an additional paid employee be hired. Mrs . Gibbs concluded her report. There u�as no formal action taken. The next order of business was for the City Council to hold a public hearing for the purpose of considering the 1977-78 City Budget and for the purpose of levying taxes for the year 1977 to be assessed on all taxable property within the limits of the City of Grapevine , Texas . City Council also considered an ordinance relating to the budget and taxes . The City Secretary read the caption of the proposed budget. Mr. Ken Pritt, Finance Director then presented the 1977-78 Budget. He advised that the budc�et had been prepared using � a tax rate of $.II9 per $100.00 valuation. He explained in detail each fund relative to the new budget. He noted that in the last budget workshop when the request for additional library personnel was omitted, that action inadvertedly cut out the library's customary summer help. After a short discussion, Councilman Gideon made the following motion: � To add an additional employee to the library department effective October 1, 197�. The motion was seconded by Council- man Florence and prevailed by the following vote: Ayes: Tate, Florence, Gideon, Oliver, Dalton Nays : None r: Abstain: Dunn � Absent: Pirkle , There was then a lengthy discussion regarding the general fund expenditures of the Police Department. Councilman Dunn made the following motion: That the two additional officers for the police department , as proposed for the 6 months period (effective April 1, 19'78) , not be approved at the p.resent time, but that � the monies for funding those 2 officers be retained in the Police � Department budget as contingency money, and at the end of the � 6 months or at any other time the City Manager and the Police � Chief both determine that the additional officers are necessary, the recommendation be brought before the Council and acted upon at that time. Councilman Dalton asked Mr. Pritt how that action would effect the contingencies. He answered that it would have no effect at the present time, but that if the 2 employees were not hired later in the year, it would create a large under expenditure that would actually go into reserve if revenues �vere collected accordingly. A7ayor Tate asked Councilman Dunn if he objected to leaving the monies for hiring the 2 additional officers in the budget as � � presented, with the stipulation that those officers not be hired without the consent of_ the Council. Councilman Dunn accepted �; that amendment to his prior motion. After a lenghty discussion, the City Attorney recommended that � if the Council desired to accept the ded�cated area east of Oak Creek Drive, that it be designated on the plat as a greenbelt drainage easement to reflect an easement that had been dedicated to the City.
