RESOLUTION NO. 87-07
A RESOLUTION SUPPORTING AND ENDORSING THE MAYORS'
COUNCIL OF TARRANT COUNTYS OPPOSITION TO ANY
CHANGE IN CURRENT FEDERAL LEGISLATION WHICH WOULD
REDESIGN THE METHOD BY WHICH COMMUNITY DEVELOP-
ME1VT BLOCK GRANT FUNDS ARE DISTRIBUTED.
WHEREAS, funds emanating from the Federal Community Development
Block Grant (CDBG) Program have been substantial over the past twelve (12)
�`'�° years and the citizens of Tarrant County have received approximately $30.9
million in such funding during said time period; and
� WHEREAS, proposed legislation is being considered in the Federal
Congress that would change the current formula for computing the subject
grants to a per capita funding level; and
WHEREAS, the proposed per capita funding formula would eliminate
Tarrant County from participating in future allocations of such funds, along with
the elimination of other urban Texas counties, such as Bexar and Harris; and
WHEREAS, the adoption of such an amended formula would have a
significant and adverse impact on the citizens of the State of Texas and the
citizens of Tarrant County includin� the citizens of the City of Grapevine; and

WHEREAS, the Mayors` Council of Tarrant County, Texas has urged all
Tarrant County cities to oppose such change in the law; and
WHEREAS, the City Council of the City of Grapevine agrees with the
position of the Mayors' Council of Tarrant County, Texas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section 1. That the City of Grapevine does hereby support and endorse
'°� '" the position of the Mayors' Council of Tarrant County, Texas opposing any
change in the method by which Community Development Block Grant Funds are
� distributed, which position of the Mayors' Council is set out in a letter dated
January 15, 1987 that is attached to this Resolution.
Section 2. That the Mayor is hereby authorized to write letters to the
Texas Congressional Delegation in Washington conveying the opposition of the
City of Grapevine to any change in the formula for distributing CDBG funds as
embodied in this Resolution.
Section 3. That this Resolution shall take effect from and after its
passage.

disqualified if their per capita funding level should fall below •
one-half of the average per capita grant. The current average
per capita grant is $15 .00, indicating that any county with per
capita allocations less than $7.50 would lose their entitlement
� status. This proposed allocation scheme would eZiminate
approximately 50 percent of all urban counties from. the CDBG
program. �

In the last 12 years, Tarrant County has received $30.9
million in funding. Tarrant, along with Harris County, would be

Members of the Tarrant County Mayors' Council can make
