HomeMy WebLinkAboutRES 1985-049 CITY OF GRAPEVINE, TEXAS RESOLUTION NO. 8 5-4 9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, DECLARING THE NECESSITY TO ACT AT ONCE TO APPROPRIATE MONEY FOR THE PURCHASE OF CONTINUOUS MANGANESE MONITORING EQUIPMENT; DIREC- � TING AND AUTHORIZING THE PUBLIC WORKS DIRECTOR OF THE CITY TO NEGOTIATE A CONTRACT FOR THE PURCHASE OF SAID EQUIPMENT IN AN AMOUNT NOT TO EXCEED $24,000; DIRECTING AND AUTHORIZING THE CITY MANAGER TO ENTER INTO SAID CONTRACT; AND PROVIDING AN EFFEC- TIVE DATE. WHEREAS, numerous complaints by citizens of the city of Grapevine, Texas, (the "City"), have recently been made regarding the condition of the water provided by the City; and WHEREAS, the City has discovered that the water from the Grapevine Water Treatment Plant (the "Water Plant") is contaminated with manganese, which causes the water to turn brown in color if not properly treated; and WHEREAS, the condition of the water could cause damage to the property of the citizens of the City if the condition is not corrected; and WHEREAS, due to a time lag in obtaining the results from the laboratory test of the water, the manganese entered the distrubution system; and WHEREAS, continuous manganese monitoring equipment is necessary to be used at the Water Plant to effectively control the manganese entering the Water Plant from Grapevine Lake; and �;:,:> WHEREAS, no method other than purchasing continuous manganese monitoring equipment exists to effectively control the situation; and �.� WHEREAS, the City staff has estimated that it will cost up to $24,000 to purchase continuous manganese monitoring equipment; and WHEREAS, the City Council finds and determines that a public calamity exists which makes it necessary to act at once to appropriate money to relieve the neccessity of the citizens and to preserve the property of the City in accordance with the provisions of TEX. REV. CN. STAT. ANN. art. 2368a; and WHEREAS, the City Council desires to direct and authorize the Public Works Director to negotiate a contract in an amount not to exceed $24,000 and to direct and authorize the City Manager to enter into such a contract for the purchase of continuous manganese monitoring equipment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into this resolution as if copied in their entirety. Section 2. That the City Council hereby finds and determines that it is �,,A,� necessary to immediately appropriate money for continuous manganese moni- toring equipment to be used at the Water Plant to effectively control the manganese entering the Water Plant from Grapevine Lake. "�'��' Section 3. That the City Council hereby directs and authorizes the Public Works Director to negotiate a contract for the purchase of continuous manganese monitoring equipment in an amount not to exceed $24,000. Section 4. That the City Council hereby directs and authorizes the City Manager to enter into said contract for the purchase of continuous manganese monitoring equipment in an amount not to exceed $24,000 and to take all steps necessary to effectuate said contract. Section 5. That this resolution shall take effect from and after its passage. PASSED this lst day of October , 1985.
