Tate Mayor Thelma Conine Councilwoman Doil Dalton Councilman Bob Murphy Councilman C. L. Oliver Councilman Willis Pirkle Councilman Charles Dunn Councilman constituting a quorum with Floy Ezell City Manager Jim Hancock Assistant City Manager Kenneth R. Pritt, Jr. City Secretary with John Boyle, City Attorney absent, with Rayford Price Acting City Attorney (Associate of John Boyle) Mayor Tate called the meeting to order. � , The Invocation was given by Councilman Dalton. Mayor Tate inquired of the assembly if those desiring to make a statement on behalf of Bill Wilton wished to speak now, in open assembly, or later in private session with the council. Each member expressed a desire to make their state- ment in private before the Council. - The next order of business was for the City Council to con- sider the minutes of the December 2, 11, and 12th, 1975 meetings. Councilman Dunn made a motion to approve the minutes as published. Councilwoman Conine seconded the motion and the motion prevailed by the following vote. Ayes : Tate, Conine, Pirkle, Murphy, Dalton, Oliver and Dunn Noes : None The next order of business was for the City Council to con- sider the issuance of bonds in the following amounts: General Obligation Bonds - $300,000 ($200, 000 of such for a fire sub-station) ($100, 000 for street improvements) Revenue Bonds - $200, 000 (The entire amount for construction of the ; raw water pump station) The City Manager gave a brief history stating that the issuance of the $300,000 in General Obligation Bonds would not require a tax increase. He further stated that he felt this was a good time to sell the bonds and recommended that � � � : � � � € � x the City advertise for bids to acquire the best interest � rates available. Councilman Murphy stated that he felt � s issuance of the Revenue Bonds for the raw water pump station s was essential. He then made a motion to approve the issuance � of $300,000 in General Obligation Bonds and $200, 000 in Revenue � Bonds. Councilman Dalton seconded the motion and the motion � prevailed by the following vote : � � Ayes : Tate, Conine, Murphy, Oliver, Dalton, Pirkle, and Dunn � � Noes : None ; I � The next order of business was for the City Council to con- sider an ordinance declaring "No Parking" in front of the Grapevine Opry between the hours of 5 :00 P.M. and 12 :00 mid- ni,ght. The City Secretary read the caption of the proposed ordinance. There was little discussion and Councilman Pirkle made a motion to adopt the ordinance. Councilwoman Conine seconded the motion and the motion prevailed by the # following vote: � Ayes : Tate, Conine, Murphy, Oliver, Dalton, Pirkle and Dunn � � Noes : None ` ORDINANCE NO. 75-51 � AN ORDINANCE AMENDING TITLE 9, CHAPTER 4, � SECTION 4, SUBSECTION (I) OF THE CITY CODE ; TO PROHIBIT PARKING IN SPECIFIC DESIGNATED LOCATIONS ON THE WEST SIDE OF MAIN STREET; � PROVIDING A PENALTY; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EMERGENCY. � E The next order of business was for the City Council to con- : sider an ordinance and authorize the City Staff to proceed ` with a study through the Texas Municipal Retirement System � � to give updated prior years service to eligible employees. E The Assistant City Manager gave a brief history stating � that this ordinance would put into effect Senate Bill No. ; 432 which offers three options in adopting the plan and s calls for a January lst, 1976 deadline. He further stated � that Plan No. 1 has been selected for conside�ation. He � commented that the measure would make the City' s retirement f benefits more responsive to inflation or deflation. The o- plan will be of special benefit to long-term employees and � those now close to retirement. Employees returning to work ` after prior year' s service will be allowed to reinstate � previous years service credit by redepositing the amount � previously withdrawn in one lump sum with 5% interest. He � further stated that there are approximately fourteen employees ; who will be eligible to make redeposits. The Assistant City Manager further acknowledged that the new plan would allow ;` past benefits to be increased as the City pro rates the current matching rate back to cover previous years of service. This system will allow previous retirement benefits to be brought up to meet the current level of the economy. The Texas Municipal Retirement System will conduct a new study every four years to update and distribute the matching � benefits. He further stated that the City would have twenty- � five years to amorize its investment. �: The City Secretary then read the caption of the proposed ` ordinance. Mayor Tate asked if the personnel committee � ; had reviewed the proposed plan and if so what was the�ir � recommendation. Councilman Dunn stated that the personnel � � € � Committee had studied the plan and unanimously recommended adoption of the ordinance. Councilman Dunn made a mation to accept the ordinance on an emergency basis. Councilman Oliver seconded the motion and the motion prevailed by the following vote: Ayes : Tate, Conine, Murphy, Oliver, Dalton, Pirkle and Dunn Noes : None � ORDINANCE No. 75-52 AN ORDINANCE DETERMINING TO GRANT, PROVIDING FOR THE ALLOWING, UNDER THE ACT GOVERNING THE TEXAS MUNICIPAL RETIREMENT SYSTEM, "UPDATED SERVICE CREDIT" IN SAID SYSTEM FOR SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH SYSTEM IN THE EMPLOYMENT OF THE CITY OF GRAPEVINE; ELECTING AND PRESCRIBING THE EFFECTIVE DATE OF SUCH UPDATED SERVICE CREDITS; AUTHORIZING AND PROVIDING FOR ALLOWANCE OF INCREASES, AS . HEREIN PROVIDED, IN MONTHLY BENEFITS PAYABLE BY TEXAS MUNICIPAL RETIREMENT SYSTEM, AFTER THE EFFECTIVE DATE HEREIN SPECIFIED, TO RE- TIRED EMPLOYEES AND TO BENEFICIARIES OF DE- CEASED EMPLOYEES, UNDER CURRENT SERVICE ANNUITIES ARISING FROM SERVICE OF SUCH EM- PLOYEES TO THE CITY; AND DECLARING AN EMER- GENCY. The next order of business was for the City Council to set a date for an application made by Mr. Victor Hall to mave a structure into the City Limits. The City Secretary gave a brief history stating that application #HMA 76-1 had been filed and application fee was paid on December 3, 1975. He further stated that the structure to be moved was a 12' X 60' mobile diner. Councilman Murphy made a mot�ion to set the Public Hearing for the 4th Tuesday in January, 1976. Councilwoman Conine seconded the motion and the motion prevailed by the following vote: Ayes : Tate, Conine, Murphy, Oliver, Dalton, Pirkle and Dunn Noes : None The next order of business was for the City Council to review bids and award the contract for the manufacture and delivery of two raw water pumps. The City Manager gave a brief history stating that six bids had been received as well as a recommendation from Freese and Nichols, Consulting Engineers. See Exhibits A and B attached hereto and made a part hereof to the minutes of the City Council Meeting of the City of Grapevine, Texas. He further stated that Freese & Nichols had recommended the second from lowest bid of Tait Pump Company in the amount of $25,410.00. The lowest bid = from Smith Pump Company in the amount of $25,409.00 was not responsive to specifications. Eddie Cheatham, City Traffic Coordinator appeared before the Council and explained the efficiency differences. He stated that the bid of Smith Pump Company was based on iron impellers coated with nylon and did not include bronze wearing rings at the running joint between the impeller and case. He further commented that bronze impellers last much longer than nylon coated impellers. The City Manager further stated that Tait Pump Company gave a delivery date of 280 calendar days, but that Unit #1 could � � �: fi � be delivered within 84 calendar days after notification of award of contract. � � Councilman Murphy made a motion to accept the recommendation k f. of Freese and Nichols and award the contract for two raw water pump units to Tait Pump Company in the amount of � � $25,410.00. Re: Raw Water Pumping Units Contract Award Dear Mr. Ezell : Bids were received in your City Hall on December 15, 1975, for furnishing and delivering two vertical turbine type pumping units for your proposed new raw water pump station. Six (6) bids were received and 15 copies of a detailed bid tabulation are enclosed. The specifications include a provision for evaluating and comparing the cost of the units based on operating efficiency, which will directly af- �� fect power consumption and operating costs. The tabulation below shows both the actual total amount bid and the evaluated amount considering efficiency. We do not believe the high efficiencies shown with the : nylon coated impellers are truly reflective of the long term conditions which will be present after the nylon has worn away. We do not consider - Smith Pump Company`s bid to be responsive to the specifications and have not therefore attempted to evaluate it. We have no experience with a Tait pump af the size of these units; hawever, the aviation fueling pumps at Dallas-Fart Worth Air�ort are similar in size, and are a]1 Tait units. The units have been operated and maintained by Allied Aviation Fueling Company, who advise that their service record is excellent. The City of Midland has had several of their pumps installed 9n deep weli pumping applica- tions for many years and are entirely satisfied with them. A delivery time less than 15p calendar days was requested in the speci- fications, A11 of the bids exceeded this time, and Tait's bid proposed a delivery time of 280 caiendar days. They have advised. that this time ' is based on the delivery time for the 2-speed, 200 horsepower motar, and that the smali �5 horsepower single speed unit can be delivered within twelve weeks - 84 calendar days. The small unit operating alone will � pump 2.2 M�D, mare than the present Water Treatment Plant capacity, and would allaw satisfactory operatian for the summer of 1976, with some throttling. � We therefore recommend that the award of the contract far furnishing and deiivering two Raw Water Pumping Units be made to Tait AC Pump Company at their bid amaunt of $25,410, with the provision that Pumping Unit No. 1 be delivered within 84 calendar days after notificatian af award of contract. .
