PROJECT DESCR[PT[ONS WHEREAS, the City Council of the City of Gra.pevine (the "Cit.y'7 gave due ,�::,,, a.�id proper notice oF a public hearing pursua.�rt to the Development Corporation Act of 1979, Article 5190.6, Vernon's Aru�otated Texas Civil Statutes, as amended (the "Act"), and the regtilation� (the "RebUlations") promulgated by the Texas Economic '� Developme�it Commission ttiereunder (Chapter 107, Title 10, Texa.s Admi��istr�ative Code, as amended) to be held on this date for the purpose of establishing certain areas of the City as economically depressed areas (the "Development Areas") ulider alid for the purposes of the Act ai�d the Regulatio«s; and WHEREAS, the City Coiu�cil has fo�u�d that �iotice was properly posted a.i�d published as required by the Act a.c�d the Regtilatio�►s, that the public hearing was held on ttiis date ili accorda.�ice with law, that the public wa.s given the opportul�ity to be a.iid was heard on the proposat suhirtitted and that t.he City Co�uiciL has given due and proper regard to the testimony presented; al►d WI{EREAS, the City Council has determi�►ed ar�d hereb,y finds that the following conditions exist within the areas described in E�cliibit A attached hereto, desigt�ated in this Resolution as Development Areas within the City of Grapevine, to-wit: The Develop,nent Are�.s contain the prese�ice of a substa.i�tial number of substai�dard, sluin, deteriorated or deteciocating� struetiires or eontain hig'h relative rates of ui�employmeiit; a.cid WHEREAS, the City Co�u�cil, after the conduct of the said public hearing�, finds ac�d determi�ies that the existence of sueh conditions stated above' in the Development Areas substa.iitially impair or arrest the souiid growth oE' the City of "'�" Grapevine, or co�istitute a.�i economic or social liahility and are a menace to the public I�ealth, safety or welfare in their presecit condition and use; ar�d +rr� WI-iEREAS, the City presently has no speciFic �l�u►s for publie improvements in the Development Areas; WIII�:REAS, the City Counc il hs�s further fo�n�d and detE�rmined that the Cit,y of GraEx�vine's econo�iiic h�se deperids in subst�tnt_i�il p�.rt on m�iuf'acturing� ��d industrial activities, distrihution ot prodticts iii intra.state al�d interstate commerce, a.s well as various commcrcial activities, a.iid that by virtue of the coiiditioi►s recited the City of Grapevine is expeciencing� a need for ali increa.sed tax base, increased ooeax ,�.,, �� . eommercial activities and a need foc jobs of a ch,�.ract.er suitahle for it.s unemployed population in order that tlie present ar�d prospective right. to gainfiil ernplo,y►nent arid the general welfare of the people of" the Cit,y mig•ht he realized, and that the provisions of the Act a.tid Regtilations will assist the Cit,y of (;r.tpevine in aehieving these objec�tives in the Develop►nent Area.s, arid that the ava�lar��tit,y oe eina��cing• oe projects for co�r►mercial uses under the Act a.c�d the Regl�lations wiil contribute significantly to the alleviation of the economieall,y depressed conditions found to exist in the said Uevelopment Area.s established hereb,y. -- NOW, THEREFORE, BE IT RESOI,VED BI' T�iE CITY CUUNCIL OF THE CITY OF GRAPEVINE: Seetion 1. That the deelarations, determi►iations and t'indings recited �uid declared in the preambles to this Resolution are herehy restated, r•epeated arid incorporated herein as the eurrent, proper a.iid lawful decla.rations, determivations and fiiidings of the Cit,y Coui�cil. �,,, Seetion 2. That the areas within the bo�u�d.aries of' the City of Grapevine, eonforining to the description ai�d the map of the City attached hereto as EYtiibit A are hereby desig7lated as Development Areas, as def'ined in this resolution, under alid +� for the purposes of' the Act a�id the Regl�latioiis. Sectioii 3. That the City Cotulcil requests the Texas EconoYnic� Developmerit Commission to approve commercial projects for fina►�cing under the Act aiid the Regulations wi�hin said Develop�nent Areas of the following� types, to-wit: (a) offices alid offiee complexes; (h) commercial facilities; (c) convention ai�d related facilities; (d) hoteV�itotel a.iid related facilities; ���d (e) othec commercial activities eontrihuting• to revitdlization of , ar�d providing secvices to residents located wi�hin ���d adjacent to Development Areas that will result in the improvement ot' the eeonomically depressed conditions existing therein by adding� additional employment and jobs theceto or by expaliding the ta.x base thereof. Section 4. That the City Cow�cil represents that it will review atl project a� deseriptions for approval of specifie projects for commerci�il uses i« order to determine whether such projects are consistent with t.he Cit.,y's ohjectives for redevelopment a�id rehahilitation of the Ucvelopment Are,�.� design�ited herein. � Seetion 5.
