A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS PROVIDING THAT
BIDS WERE PROPERLY TAKEN AND REVIEWED FOR
THE HIGHWAY 121 NORTH FRONTAGE ROAD
EXTENSION; PROVIDING THAT THE BID BE
.�* AWARDED TO A FIRM OTHER THAN THE LOW
BIDDER; AND PROVIDING AN EFFECTIVE DATE

WHEREAS, the City Administration was authorized and directed
and did in fact advertise for bids for the extension of a portion
of the State Highway 121 North frontage road in accordance with
specifications and pursuant to Tex. Rev. Civ. Stat. Ann. , Art.
2368a; and
WHEREAS, five (5) bids were received and reviewed from APAC
Texas , Inc. , Orval Hall Excavating Company, Brown & Blakney,
Inc. , L. H. Lacy Company, and Midwest Bridge Corporation; and
WHEREAS , the bids have been analyzed and closely reviewed by
the City Administration; and
WHEREAS , even though the bid from APAC Texas, Inc. was lower
in price by $5, 494. 18 , the detailed analysis of all aspects of
the bid has caused the City Administration to recommend the bid
be awarded to Orval Hall Excavating Company, the second lowest
bidder; and
WHEREAS , the City Administration' s recommendation is based
upon their finding that Orval Hall Excavating Company submitted
^""�' the lowest responsible bid with a completion time of 50 working
days as opposed to a project completion time of 75 working days
,�, as submitted by APAC Texas, Inc.
WHEREAS , notice of the proposed award was given to APAC
Texas, Inc . and said bidder was given an opportunity to appear
before the City Council to present evidence concerning its
responsibility all in accordance with and pursuant to Tex. Rev.
Civ. Stat. Ann. , Art. 2368a. 3 .
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE , TEXAS:
Section 1 . That, based on the above premises and the
detailed recommendation of the City Administration, the City
Council finds that Orval Hall Excavating Company submitted the
lowest responsible bid and is hereby awarded the bid for the
construction of the State Highway 121 North frontage road
extension in the amount of $137 ,802 . 80 .
Section 2 . That this resolution shall take effect from and
after its passage.
