HomeMy WebLinkAboutRES 1984-008 RESOLUTION N0. 84-08 A RESOLUTION OF THE CITY OF GRAPEVINE, TEXAS, PROVIDING FOR THE ESTABLISHMENT OF A MAIN STREET COMMITTEE; PROVIDING FOR THE DUTIES AND RESPONSIBILITIES OF THE COMMITTEE; PROVIDING FOR MEMBERSHIP, TERMS, AND APPOINTMENT THEREOF; PRO- �- VIDING FOR THE ELECTION OF OFFICERS; AND DETERMINING AN EFFECTIVE DATE � � WHEREAS, it is the considered belief and opinion of the Grapevine City Council that certain aspects of City government function in a manner that best serves the needs of the community when interested citizens participate and assist in the formulation of policies; and WHEREAS , the Grapevine City Council is of the considered belief and opinion that such participation may be effectively manifested through a Main Street Committee; and WHEREAS , the Grapevine City Council is of the considered belief and opinion that a Main Street Committee would benefit and be in the best interest of the City of Grapevine and its citizens. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1 . That a Main Street Committee for the City of Grapevine, Texas, be , and is hereby established. � Section 2 . That the purpose of the Main Street Committee shall be : A. To act in an advisory capacity to the City Council, the Main Street Project Director, and other members of the City Staff, in matters pertaining to redevelopment of the Central Business District. B. To aid in coordinating the Main Street Program with other programs of the City and with interested community groups. C. To help identify the needs of the people relating to redevelopment of the Central Business District. • D. To develop and maintain participation in the Central Business District redevelopment project. E. To review applications for low-interest loans for compliance with the goals of the Main Street Project. Section 3. That the organization of the Main Street Committee shall be as follows: A. The Committee shall consist of nine (9) members. Committee members shall be residents of Grapevine; however, if no resident meeting the special requirements �_;� outlined as follows wishes to serve, a non-resident of the City may be appointed. Two (2) members shall be representatives of financial institutions located in the City of Grapevine; two (2) members shall be owners of businesses located in the Central Business District; one (1) member shall be an architect knowledgeable in the field of historic preservation; one (1) member shall be a representative of the local or county historical society or commission; one (1) member shall be an accountant; and one (1) member shall be a member of the Grapevine City Council or the City Staff. The Main Street Project Director employed by the City of Grapevine shall also be a member of the Committee. B. Appointment shall be made by the Grapevine City Council and shall be for a term of two years. C. The Committee shall elect from its membership a Chairman who will preside at all meetings and a Vice Chairman who shall preside in the absence of the Chairman. A member �. , of the City Staff shall not be eligible to serve as Chairman of the Committee. A member of the City Staff shall, however, serve as Secretary of the Committee and �, .. be required to record the minutes of each meeting. D. The Committee shall meet at least once each month on the fourth Thursday of each month. The Chair�an may, however, call special meetings as necessary. E. Five members of the Committee shall constitute a quorum. The Committee shall act on a majority vote of those members present. Section 4. That this resolution shall be effective from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPE- VINE, TEXAS on this the 7th day of February, 1984.
