A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS PROVIDING THAT
BIDS WERE PROPERLY TAKEN AND REVIEWED FOR
THE PURCHASE OF A NEW ELECTRONIC TELEPHONE
SYSTEM; PROVIDING THAT THE BID BE AWARDED
TO A FIRM OTHER THAN THE LOW BIDDER; AND
� PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Administration was authorized and directed
� and did in fact advertise for bids for the purchase of a new
electronic telephone system in accordance with specifications;
and
WHEREAS, seven (7) bids were received and reviewed from 1)
C. P. National, Inc. , 2) Communications Corporation of America,
3) General Telephone & Electric , 4) Centel Business Systems, 5)
Southwestern Bell Telecom, 6) AT&T Information Systems, and 7)
ROLM Texas Telecommunications; and
WHEREAS, the bids have been analyzed and closely reviewed by
the City Administration and Glenrich Telecommunications Con-
sultants , a firm hired by the City to assist in obtaining a new
telephone system; and
WHEREAS , even though bids submitted by other companies were
lower in price , the detailed analysis of all aspects of the bid
has caused the City Administration and Glenrich Telecommunica-
tions to recommend the bid be awarded to American Telephone &
Telegraph Information Systems; and
� WHEREAS, this recommendation is based upon the fact that
AT&T Information Systems received the most favorable composite
score overall in terms of system reliability, maintenance and
� expansion costs, and system features when compared with all com-
panies which submitted proposals.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section 1 . That, based on the above premises and the
detailed recommendation of the City Administration and Glenrich
Telecommunications Consultants, the City Council finds that
American Telephone & Telegraph Information Systems submitted the
lowest responsible bid and is hereby awarded the bid for the
purchase of an electronic telephone system in the amount of
$2 , 239 per month under a 60-month lease/purchase agreement.
Section 2 . That the detailed analysis of the bids
received, as prepared by Glenrich Telecommunications Consultants,
shall be attached hereto and made a part of hereof as Exhibit

Section 3. That this resolution shall take effect from and
after the date of its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 9th day of April, 1984.

PROPOSAL EVALUATION AND RECOMMENDATION
On March 21 at 10: 00 a.m. the City of Grapevine received seven (7)
proposals for a new electronic telephone system. These proposals
were evaluated by Richard Burk in eleven areas and ranked from 1 to
7, 1 being the best. The eleven areas were grouped into three (3)
areas that include System Support and Reliability, Costs and Features.
It was found that AT&T Insormation Systems, Dimension 400 Feature
- Package 15 was the highest rated overall for the application the City
of Grapevine has.
