TEXAS , AMENDING RESOLUTION NO. 79-04 RELATING TO THE "CITY OF GRAPEVINE PARKS AND RECREATION DEPARTMENT ATHLETIC FACILITIES POLICY" WHEREAS, the Park and Recreation Board reviewed the proposed policies and recommend they be considered by the Council; and WHEREAS, the City Council did review the policies and feel it is in the best interest of all concerned to amend said policies. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section l. SPECIFIC SPORTS SEASONS The Parks and Recreation Board and Department will � establish specific sports seasons that will adhere to as closely as possible the seasons established and followed by the legal governing bodies of associations, and will � ,.. also allocate athletic facilities in Grapevine. The �"�'�"� seasons and facility allocation must be adhered to by all organizations desiring co-sponsorship with the City. SECTION II. REQUIREMENTS OF ORGANIZATIONS SEEKING CO-SPONSORSHIP OF THE CITY In order to be co-sponsored by the City of Grapevine, each organization must: 1. Be approved by the Parks and Recreation Board and De- partment. New organizations desiring to begin a program in Grapevine and seeking co-sponsorship of the City must � meet with the Parks and Recreation Board and Department sixty (60) days prior to the start of the proposed season. �.4 2 . Have an accident insurance policy for each participant that provides for a minimum of $1 , 000 for accidental � death/dismemberment and $5 , 000 accident and medical ex- pense coverage. Have a parent or legal guardian of the sports participant sign a statement agreeing to release, absolve, indemnify, and hold harmless the City of Grapevine, its agents , ser- vants , employees, officials , and supervisors , any or all of them in the event of any accident, injury, or death Csustained by the participant while being transported to or from an activity, or while participating in an activity. 4 . Allo�a their funds to be subject to audit by the City. � 5. Have a board of directors , with a president, vice-president, secretary, and treasurer; or, some other type of represen- tative board o r group of league officials. 6 . Have on file with the Parks and Recreation Department a copy of the organization' s constitution and by-laws . 7. Furnish a game schedule to the Parks and Recreation Department two weeks prior to the first official league game. SECTION III. APPLICATIONS OF CO-SPONSORSHIP ` �`,� After an organization is granted co-sponsorship by the City, the following will apply: ��._... 1. Each organization will be assigned practice and regula- tion facilities , as they are available. Practice and regulation facilities may be assigned to an organization which is not co-sponsored by the City only after the needs of co-sponsored organizations have been met. 3. The Parks and Recreation Department will limit, if necessary, the frequency of use of practice and regulation facilities � by an organization. Examples of having to limit use are: overuse, misuse and/or abuse of facilities, maintenance problems , etc. �,.� ' 4 . Maintenance of practice and regulation facilities will be '��� performed only by the Grapevine Parks and Recreation Department, and where applicable, the GCISD, unless other arrangements are made through the department office. Arrangements for volunteer work performed on facilities by representatives of an organization must be made through the director' s office. SECTION IV. AVAILABILITY OF FACILITIES 1. Facilities Used For Practices. Before and during the � official Little League, Five Pitch, and Girls Softball seasons , the Regulation baseball/softball fields and all �,F available practice areas shall be open only to Grapevine Little League , Five Pitch, and Girls ' Softball teams for practice and scrimmage games , during the afternoon hours and until 7 : 00 P.M. on weekdays . These facilities will be available unless they are having .work performed on them, or unless they are lined for an official game . Beginning at 7 :00 P.M. , on Monday through Thursday, until the 4 _ ,. , . _. ,. .. �.,.� _ ., ;�:,;, official games begin, the regulation baseball/softball fields may be reserved for practice for the time periods below: _ 7 PM to 8 PM 8 PM to 9 PM ( 9 PM to 10 PM Reservations for practice at the above times may be made by Little League, Five Pitch, Girls Softball, and Adult ��;;a. Softball. There is a $3. 00 charge for each practice. No ��' team will be allowed to practice twice on the same night, and the number of practice sessions per team will be limited during the week as needed. On weekends , the practice and regulation facilities are open on a first-come , first-served basis only. Exceptions to this are fields used for official league games , make-up games , and recognized tournaments. 2 . Tournaments. Only tournaments sponsored by the Parks and t Recreation Department and Grapevine non-profit organizations � will be held on city-owned or leased facilities . There will be no team-sponsored tournaments allowed. '�.. . . .. . . .. _...._. . � 3. Swimming Pool. The Dove Park Swimming Pool is open to all Grapevine residents during the specified operating hours. No private parties, group nights , or special reservations will be allowed. Only Parks and Recreation Department sponsored and co-sponsored activities will be held at the � pool. 4. Tennis Courts . The tennis courts owned and operated by the City are open to all Grapevine residents. Their availability ,�.N, is on a first-come, first-served basis. No private parties, ��� group nights, or special reservations are allowed. All classes, lessons , and leagues must be sponsored or co- sponsored by the Parks and Recreation Department. Only tournaments sponsored by the Parks and Recreation and Grapevine non-profit organizations will be allowed on City courts. Where the City and GCISD have jointly-developed courts, the joint development agreement for those courts will apply regarding their usage. 5. Basketball Courts . The outdoor basketball courts owned �t and operated by the City are open to all Grapevine residents . Their availability is on a first-come , first-served basis . �., .� No private parties, group nights , or special reservations are allowed. � SECTION V. AUTHORITY OVER FACILITIES At all times , regarding all City-owned or leased facilities , the Grapevine Parks and Recreation Department is responsible for administering City and Department policy. Appropriate action may be taken by the Department and/or City regarding misuse of C � the facilities and/or misconduct by participants. SECTION VII. VIOLATION OF POLICY ��� Any person or organization violating the intent of this policy or the rules and regulations implied within may, under �� direction of the Parks and Recreation Department, Pa�ks and Recreation Board, or City Council, be refused usage of facilities and lose co-sponsorship of the City. �,.,:... � 7
