Mr. Kirkland explained that the � architect was unable to complete the plans for the proposed P.D. in time � ' for this publie hearing so he then requested a recess until July 22, � , 1975. Mr. Bab Shytles appeared before the Council and the Planning & Zaning Cammission ta make the presenta�ion for the applicant. Mr. Shytles requested that zaning application Z=75-11B also be cansidered. at the same time, because the zaning reque�t was the same and the property is in the same area. Mayor Tate inquired if the twa zoning applications �' could be considered at the same time. The City At�orney explained that � they cauld. Shytles explained that he was a �taff a�torney for the Hunt Investment Corpora�ion He then stated that this was the first zoning request that had been made for this property. He then �tated that this land had largely been used for agricultural purposes. He fur�her explained that this zoning request was in line with the Master Plan and that the Hunt Investment Corporation intended to carry this praperty inta development. He then painted out that thi� property was in the higher noise range produced � by DjFW Airport. There was little dzscussion and questions were now �, '' in order from the Planning & Zoning Commission; Member Dan Stzles inquired if there were any plans for im�.ediate development. Mr. Shytle� explained tha� there was none. Member Conrad Fieede inquired if the land would be develaped ar sald by � the applican�s. Mr. Shy�les stated tha� he cou].d not say if Hunt would develap �t or se21 it at this time, Member Joe Kennedy inquired abou� the relationship between the Hunts an.d Mr. Wallace. Mr. Shytle� explained that Mr. Wa3.Iace had given the Hunt Inves�ment Corporatian an option to buy his property. � � Ques�ions were naw in order �rom the Ci�y Cauncil: � Cauneilman Murphy inquired if this property was adjacent to the praposed galf course. Mr. Shytle� explained tha� it was adjacent ta the galf course. Council.ntan Dalton inquired if there was any speculative plans �ar the land adjoining this in Denton County. Mr. Shytles explained that �his land had agricultural zoning and that there was no speculative plans £ar the land. Councilman Dalton then inquired aboutethe applicants reasaning far zaning the entire tract of land for light industry. Mr. Shytles explained that this would give them the flexabil.ity that wauld be needed �o deve].op a tract of land this large. � Councilman Dunn inquired if Mr. �hytles could give him an example of � same recent devel.opment �hat the applicant had done. Mr. �hytles � explained that the Woadbine Devel.apment Oampany, representing the Hunt Develapment Corporation, had just completed a development project in narth Fort Worth. Mayor Tate then inguired if there were any persons pre�ent to speak far� or against these zonings. ' � Councilman 0liver seconded the motion and the motion prevailed by the � following vote: � " Ayes: Tate, Conine, Dalton, Murphy, Oliver, Dunn, Pirkle � Noes: None \ ; ' . 4 � � ORDINANCE NO. 75-26 =�� a � � � AN ORDINANCE CLOSING, ABANDONING AND VACATING A PORTION OF � SPUR 382 (CABELL ROAD-BUSINESS 114) , EULESS-GRAPEVINE ROAD, ' HUDGINS ROAD, GRAPEVINE-CARDINAL ROAD, GLADE ROAD, AND � � MINTERS CHAPEL ROAD IN THE CITY OF GRAPEVINE, 'IE XAS, AS HEREINAFTER DESCRIBED; AND DECLARED AN EMERGENCY. � � � The next order of business was for the City Council ta establish a � policy for recommendations to be made to Texas Water Rights Commission � concerning applications requesting the withdrawel of water from Lake � Grapevine and/or its tributaries. The City Manager gave a brief history ¢ and stated that he would like to see the Council establish a policy � � opposing any requests for irrigational water to be taken from Lake � Grapevi ne. Councilman Dalton stated that he certainly opposed any � ; water being taken out of the reservoir for irrigational purposes. Mayor � ! Tate stated that he felt the policy should be set to handle these requests �: ; case by case and that he felt it would be proper to adopt a resolution II `� to authorize the City Manager and City Attorney to register objections ; � with the Texas Water Rights Commission. Councilman Dalton then made a � motion to authorize the City officials to prepare a resolution and noti�y � the Texas Water Rights Commission of disapproval of this request. � Councilman Dunn seconded the motion and the motion prevailed by the � following vote: � Ayes: Tate, Conine, Dalton, Murphy, Oliver, Dunn, Pirkle � j Noes: None � � f S � q 1 � � _ ._. � s g f The next order of business was for the City Council to authorize the Tourist fand Convention Bureau to expend funds for an advertisement to be placed in the August issue of the Texas Parade. Mr. Mullendore, chairman of the ; Tourist & Convention Bureau, appeared before the Council to� request •the funding of this proj�ct. He gave a brief history, summarizing the attempts of the Tourist & Convention Bureau to find an appropriate media to adver- tise the City of Grapevine. He then gave some statistical information about the Texas Parade magazine and its circulation. He then explained that a total of 22 pictures would be in the brochure which would appear � � in the center of the magazine. The total price of the 8 page insert in the magazine would be $8, 750.00. This cost also includes 5,000 copies ( of a four-color 12 page brochure. An additional 10,000 �pies of a 12 � page brochure would be ordered for our own distribution at a cost of $180.00 per 1000. The total cost of the project would be $10, 550.00 ; which would be paid in three installments: ; 1/3 when the proofs are returned. � f 1/3 when the August publications come out. � 1/3 on delivery of the extra 15,000 copies. � There was little discussion and Councilman Dunn made a motion to_ approve � the expenditure of $10,600.00 for this media advertising.
