A RESOLUTION OF THE CITY OF GRAPEVINE, TEXAS ,
AUTHORIZING THE EXPENDITURE OF FUNDS FOR THE
PURCHASE OF A SEWER JET MACHINE TO AID IN THE
CLEARING OF SE�aER LINES; FINDING THAT THE
EQUIPMENT IS UNIQUE IN ITS FIELD; AND FINDING
THAT A SERIOUS EMERGENCY EXISTS THAT NECESSI-
�•� TATES MAKING SAID PURCHASE WITHOUT ADVERTISING
FOR BIDS AS REQUIRED BY ARTICLE 2368A, TEX.
REV. CIV. STAT. ANN. , IN ORDER TO PROTECT THE
�� HEALTH, SAFETY, AND GENERAL WELFARE OF THIS
COM1`RUNITY AND ITS CITIZENS; AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, many sanitary sewer lines within the City are
filled with extraneous matter; and
WHEREAS , the encumbrance of the sanitary sewer system has
caused raw sewage to flow in certain areas, which adversely
affects the City' s ability to protect the lives and property
of its citizens; and
�VHEREAS, the City Council has found and concluded that the
extraneous matter within the sewer lines has caused serious dam- '
age to the City' s sanitary sewer system to such an extent that
an emergency exists , and that it is necessary to expend funds to
preserve and protect the public safety and health of the citi-
zens of Grapevine and to protect the City' s sewer system; and
WHEREAS , the City Council has concluded that the Harbin
# Corporation is the only manufacturer of a 4000 p. s. i. (pressure
ner square inch) jet machine capable of clearing said sewer
�, p lines; and
WHEREAS, the City Council has concluded that the bidding
requirements of Article 2368a, Tex. Rev. Civ. Stat. Ann. , do not
apply as a result of the above-described situation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS :
Section 1 . That all of the matters stated above in the
preamble are found to be true and correct and are incorporated
into the body of this resolution as if copied in their entirety.
Section 2 . That the City Council does hereby agree to pur-
chase a 4000 p. s. i. jet machine for sewer system cleaning purposes
for the total amount of $24 ,250 . 00 .
Section 3 . That this resolution shall take effect from and
after the date of its passage.
