A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS EXPRESSING OPPOSITION TO
HOUSE BILL 811 FILED WITH THE TEXAS LEGISLA-
TURE SEEKING TO RESTRICT THE ABILITY OF THE
DALLAS/FORT WORTH REGIONAL AIRPORT BOARD IN
�=l'� IMPOSING MOTOR VEHICLE PARKING FEES FOR THE
USE OF AIRPORT FACILITIES; PROVIDING THAT
COPIES OF SAID RESOLUTION BE SEDTT TO CERTAIN
� MEMBERS OF THE COUNTIES ' DELEGATIONS TO THE
LEGISLATURE; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, House Bill 811 has been filed in the Texas Legisla-
ture seeking to restrict the ability of the Dallas/Fort Worth
Regional Airport Board in imposing motor vehicle parking fees for
the use of Airport facilities; and
WHEREAS, under the present law of th� State of Texas , the
terms of the 1968 Contract and Agreement between the Cities of
Dallas and Fort Worth and the terms of the 1968 Concurrent Bond
Ordinance of the Cities of Dallas and Fort �aorth, the �irport
Board may legally charge such motor vehicle parking �ees for
public use of Airport facilities in the operation of the Airport
as a revenue-funded project; and
��HEREAS, Revenue Bonds have been issued to public purchasers
based upon contractual assurances that Bond repayment would be
made from the revenues of the Airport and not from public tax
� funds; and
WHEREAS, such parking fee income is one of the basic sources
* _� necessary to accomplish Revenue Bond debt service and repayment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1 . That the City Council of the City of Grapevine,
Texas does hereby express its opposition to the passage of House
Bill 811 for the reasons stated above in this Resolution, and here-
by authorizes and directs the Mayor of the City of Grapevine , Texas
to take such appropriate action in opposition to the Bill as may be
nec�ssary to secure its defeat in the Legislature .
Section 2 . That the City Council of the City of Grapevine ,
Texas hereby requests the members of the Dallas County and Tarrant
County Delegations to the 1983 Session of the Texas Legislature to
oppose House Bill 811 , and directs the City Secretary to send certi-
fied copies of this Resolution to certain members of the Counties '
Deleaations to the Legislature.
Section 3. That this Resolution shall take effect immediately
upon its passage.
