A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF GRAPEVINE, TEXAS PROVID-
ING THAT BIDS WERE PROPERLY TAKEN AND
,�,,.� REVIEWED FOR CONSTRUCTION OF THE DOVE
ROAD LIFT STATION AND OUTFALL FACILI-
TIES; PROVIDING THAT THE BID BE AWARDED
TO A FIRM OTHER THAN THE LOW BIDDER;
`�"' AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Administrator was authorized and
directed and did in fact advertise for bids for construc-
tion of the Dove Road Lift Station and Outfall Facilities
in accordance with specifications; and
WHEREAS, six (6) bids were received and reviewed from
Lightning Construction Company, Wright Construction Company,
Mario Sinacola and Sons, Jay-Mar Corporation, United Con-
struction Company, and Oscar Renda Contracting, Inc. ; and
WHEREAS, the bids have been analyzed and closely re-
viewed by the City Administration; and
WHEREAS , even though the bid from Lightning Construc-
tion Company was lower in price by $8 , 256. 93, the detailed
analysis of all aspects of the bid has caused the City
Administration to recommend the bid be awarded to Wright
� � Construction Company, the second lowest bidder; and
WHEREAS , the City Administration' s recommendation is
`�'x' based upon the experiences that the City has had with each
of the two (2) lowest bidders in contracts to construct
public works for the City, and as set out in the attached
memorandum labeled Exhibit "A" .
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section l. That, based on the above premises and the
detailed recommendations of the City Administration, the
Council finds that Wright Construction Company submitted the
lowest responsible bid and is hereby awarded the contract
for construction of the Dove Road Lift Station and Outfall
Facilities in the amount of $205, 179. 46.
Section 2. That this resolution shall take effect
from and after its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 3rd day of November, 1981.

SUBJECT: Award of Contract-Dove Road Lift Station and Outfall Facilities
� As you may recall, we received bids on September 24, 1981 for construction
of the Dove Road Lift Station No. 1, as well as, to construct a 21-inch and 24-inch
outfall line from this lift station north to the Dove Road and Dove Loop
intersection. It also would extend an 18-inch force main from this lift
station east toward Lucas Street and then parallel an existing 12-inch
force main with a new 12-inch force main to the sewer plant.
At this point in time there is a manhole overflowing at Dove Road and
the Oak Grove Park Road intersection. There are three reasons for this.
The gravity flow line between Dove Loop and the lift station is not of
sufficient size to carry the flow from the Dove Road No. 2 lift station,
located just west of the La Paloma Estates and the other areas to the north,
and the Dove Road No. 1 lift station does not have the pumping capabilities
to handle the 10-inch line flows. At the present time the outfall line to
the Dove Road No. 2 lift station is under the lake and the pumps at this lift
station are running constantly rather than intermediately. This contract will
eliminate the overloading problem during normal weather situations and as the
lake levels recede we will initiate a program of smoke testing and utilizing
a TV camera to locate the various sources of infiltration on the lines that are
now under water.
The low bidder on this project was Lightning Construction Company in
"`"'" the amount of $196,922.53. The second low bidder was Wright Construction Company
of $205,179.46. The difference in the two bids is $8,256.93. Lightning
�� Construction Company installed the large water transmission mains for the City
last spring and there have been several problems with this contractor on
completing the job. He met his deadline for having water flowing in time to meet
our peak time this last summer, however, I received two letters from the
Corp of Engineers requesting that clean-up be done. On four different occasions
cattle were loose because fences were not repaired and I have had several
complaints from businesses along Northwest Highway about the clean-up. I
had a session with an attorney for the land owner on Highway 157 north of
Bear Creek concerning the clean-up operation. Mrs. Cornelius, who lives
south of Bear Creek, was out of water several times and has called numerous
times complaining about not being able to get out of her driveway. There
has been numerous discussions with the Highway Department concerning Glade
Road and Highway 157. Because this sewer line involves the Corp of Engineers,
several home owners, and several absentee land owners; we would recommend
that Wright Construction Company be awarded the contract even though they
were not the low bidder. The problems encountered with Lightning Construction
Company in the clean-up operation leaves a great deal to be desired. We have
had very good responses from Wright Construction concerning clean-up.

The City Attorney has advised the staff that Lightning Construction Company
�� be notified of the staff recommendation and also that they be allowed to
speak at the Council meeting when the agenda item is discussed. We have
sent the letter to Mr. Jerry Daniels of Lightning Construction Company
� informing him of the staff recommendation to award the contract to Wright
Construction Company.
