HomeMy WebLinkAboutRES 1981-046 RESOLUTION N0. 81-46 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS ADOPTING A CIVIL PREPAREDNESS EMERGENCY PLAN; ��� AND DECLARING AN EFFECTIVE DATE � WHEREAS, because of Grapevine' s geographical location, topography, demography, and history, the City of Grapevine can be assumed to be subject to emergencies resulting from the following occurrences: (a) tornados, (b) flash flood- ing, (c) major transportation accidents, (d) major fires, (e) utility outages, (f) hazardous material spills, (g) water contamination, and (h) enemy attack; and WHEREAS, it is essential that the demands of any emer- gency be met quickly and efficiently; and WHEREAS, it is the responsibility of public officials to see that these demands are answered and the needs and protection of citizens are met to the fullest extent of the __ officials ' abilities and resources. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section l. That the City of Grapevine Civil Prepared- ness Emergency Plan (attached hereto and made a part hereof ,,�..ry�, as Exhibit "A") is herewith adopted. Section 2. FOREWORD One of the missions of any public agency and its employees is to quickly and efficiently meet the demands of any emer- gency. It is the responsibility of public officials to see that these demands are answered and the needs and protection of citizens are met to the fullest extent of the officials ' abilities and resources. These public officials are to be- "� come thoroughly familiar with the contents of the Civil �. � Preparedness Emergency Plan, as well as instructing their subordinates and informing the citizens . In the event that a natural or man-made disaster may arise, this emergency plan can effectively help control the situa- tion for the recovery, rehabilitation, or survival of the citizens, industries, and government of the City of Grape- vine. This is paramount. SITUATIONS: 1. The City of Grapevine, located in Tarrant County, has a population of 15 ,000. Grapevine is located in the area of North Central Texas between Dallas and Fort Worth, commonly called the Metroplex. �:� 2. Grapevine is primarily a residential community with light industry. �::�, 3. State Highways 114, 121, and 26 , and Interstate Highway 635 serve the City of Grapevine as thorough- fares of transportation. 4. Grapevine Lake is located in the City limits of Grapevine. Much of Dallas/Fort Worth Airport, which is one of the world' s largest airports, is located within the City limits of Grapevine. 5. Grapevine is served by a Council-Manager form of government. City services include police, fire, and public works personnel. 6. The City provides its own water system. Electric power is supplied by Texas Power and Light Company and natural gas by Lone Star Gas Company. � 7. In the event of nuclear attack, close probable tar- gets are D/FW Airport, Bell Helicopter, and Carswell Air Force Base. 8. Grapevine and its environs have in the past been subjected to storms, tornadoes, flash flooding, and transportation accidents. , ... .,_ _.�... . __ . , : , . . , _ - . _ _. , , � . --....,...__ ....... :-- _ _ - . � +rwrMr B. ASSUMPTIONS: l. Because of its geographical location, topography, demo- graphy, and history, the City of Grapevine can be assumed to be subject to emergencies resulting from the following occurrences: a. Tornado b. Flash Flooding c. Major Transportation Accidents d. Major Fires e. Utility Outages � f. Hazardous Material Spills g. Water Contamination � h. Enemy Attack 2. In the event of nuclear attack, Grapevine will probably receive direct damage and radioactive fallout from weapons striking in the Metroplex area. 3. Should a nuclear attack or other national emergency occur without warning, Grapevine could be isolated from �" outside communications and assistance for an indeterminate period. 4. In the event of severe international tension, the nation-wide Crisis Relocation Plan may be implemented by the President through the Governor. Residents of Grape- � vine will have to be relocated to a safer and less hazard- ous location. The Crisis Relocation Plan may be activated only by the President of the United States . � �,,, _ - - - � BASIC PLAN A. Introduction Notification of disaster or impending disaster will require various levels of reaction on the part of City government personnel depending on the degree of urgency. The appropriate alert plan will then be placed into opera- tion for the safety of the City. Any individual having knowledge of a disaster or an �.. , impending disaster will notify the Civil Preparedness Coor- dinator. This notification will normally be accomplished �;�� through the Police Department Dispatcher, but may be a direct call by an individual in the event the Police Dispatcher can- not be reached. Upon receipt of information pertaining to a disaster, the Police Dispatcher will immediately notify the Civil Preparedness Coordinator, who in turn will notify the City Manager. The City Manager will assign a condition, one, two, or three, to the situation. In the event the City Mana- ger or Mayor cannot be reached immediately, the Civil Prepar- edness Coordinator will then notify the Police Chief and Fire Chief. A decision will be made at this point if the plan is to be activated and a condition assigned. B. Notification Procedure - Plan Activation � A message can be transmitted from the Fort Worth--Tarrant County Civil Defense Office or Tarrant County Fire Communica- tions on frequency 46 .06 mhz . The message can also be re- iw�w ceived by telephone or teletype. When the message is received (see Appendix A) , the Dis- patcher will notify the Civil Preparedness Coordinator. The Coordinator will contact the City Manager for authorization to activate the plan. If the plan is placed into operation, � the Emergency Operation Center will be activated. The E.O.C. will be at the Grapevine Police Department or Central Fire � , ._ ., . ,. .::.: . _:�} . � . : . . . .. -. , . ,.._. . ,. - : .., � � Station. The location to be used will be selected by the City Manager. If the plan is placed into operation, the following people are to be notified to report to the E. O. C. : 1. Mayor - City of Grapevine � 2. City Manager 3. Civil Preparedness Coordinator (Assistant City Manager) 4. Chief of Police 5. Fire Chief 6 . Director of Public Works 7 . City Secretary +� 8. Condition Identification To provide the best possible radio communication between departments during emergency operations , the following termin- ology for condition identification is adopted: Condition #1 - A standby condition indicating the possibil- ity of an emergency does exist at this time. On-duty police and fire units will be advised of a Condition #1. Normal radio communications and operations will continue. � Condition #2 - The situation has become more serious , and the threat of an emergency is more likely. All units will ww� immediately restrict radio traffic to messages that are abso- lutely necessary. Under a Condition #2 , all E. O. C. staff members will be placed on standby and notified of changing conditions when necessary. Condition #3 - The situation has become very serious . A Condition #3 may only be called by the City Manager, Nlayor, _ . . , . : - . -�`� . .., - >. . . . ., . , . . . ,� . . _ ,... . . � � Civil Preparedness Coordinator, or the Administrative Staff assembled in the E. O. C. Should a natural or civil emergency actually occur, the Condition #3 situation is automatic. Upon notification of Condition #3, the Dispatcher shall complete the following assignments: a. All mobile units with radios will be requested to report their location to the Dispatcher and stand by for instructions (all City frequencies) . b. All unnecessary radio transmissions will cease ,�- •� immediately. `�f=°�` c. Operations shall be directed from the E. O. C. or Command Post if it has been activated. d. All Staff inembers will be advised of the Condition #3 situation and should be prepared for total plan activation. e. Condition and situation advice shall be broadcast every fifteen minutes. Condition #4 - An all clear situation; the emergency has passed or terminated. NOTE: Civil Preparedness Plan activation can occur on a Condition #1, #2, or #3 message depending on the � situation. Should a civil disaster occur, the Condition #3 pro- cedure automatically takes over until down graded or cleared by E. O. C. � _ -. = � �11!� � D. Emergency Staging Areas Should a Civil Preparedness Emergency be reported and mutual aid Police, Fire, and Public Works eguipment be required, that equipment shall be dispatched to specific readiness or staging areas. Six staging areas have been identified and, � should an emergency occur, all mutual aid will be dispatched to the indicated location. Mutual aid units will then be +��rr assiqned and escorted, if necessary, into the disaster area. The staging areas are : l. South - Wal-Mart parking lot 2 . West - Gibson parking lot It shall be the responsibility of the Civil Preparedness Coordinator and the police officer in charge to establish the staging area to be utilized. In the absence of the Civil Preparedness Coordinator, the E. O. ' ' . - . �&+t4V EMERGENCY OPERATION CENTER COMMAND STAFF AND RESPONSIBILITIES A. Mayor The Mayor is responsible by law for Civil Preparedness Emergency Operations. He will direct all proceedings during any given emergency situation from the Emergency Operation Center. 1. The Mayor and City Council shall: �.- . a. Make emergency policy decisions b. Declare a state of emergency when necessary �-�° c. Provide emergency information to the citizens through the public information officials d. Request outside assistance from the State and Federal government B. City Manager The City Manager is authorized to act for the Mayor in declaring a state of emergency during an impending disaster, when it would be considered in the public interest to do so. l. When confirmation on an existing or impending emer- gency in the City of Grapevine has been verified, immediately notifies the Mayor. � 2. Reports to the Emergency Operation Center at the Police Department or Central Fire Station. � 3. Receives reports from personnel at the scene of the disaster. 4. Assumes that local government officials are kept current on emergency conditions. 6. Authorizes all news releases to assure accurate and proper information. 7. Appoints the Civil Preparedness Coordinator and the Public Information Officer. C. Civil Preparedness Coordinator When notified that a disaster exists or is imminent, the � Coordinator will take the following actions: � l. Report to the Emergency Operations Center. 2. Proceed, if necessary, to the disaster area and coor- dinate the actions of all personnel. 3. Establish a field command post through which all in- formation and activity will flow. This location will be used as an entry point for personnel required in the area. The location of the field post will be given to the City Manager and communications main- tained with the Emergency Operations Center. This may be accomplished by Police, Fire Department, or any other methods available. � 4. Coordinate the action of allied supporting units. 5. Will pass all pertinent information to and receive instructions from the City Manager. 6 . Al1 personnel and equipment performing duty in the disaster area will be under the direction of the Civil Preparedness Coordinator through their respec- tive supervisors. . ,- .,.>. ... .. . ..__... _ ... ..., _ �� _ .:�. ' �,...� 7 . In cooperation with the E. O. C. staff and/or on- duty police supervision, indicate the staging area to be utilized for mutual aid units. 8. Designate what staging area to be utilized in cooper- ation with the police commander on duty. 9. Chief of Police The Chief of Police is designated a� Civil Preparedness Board Member. The Chief of Police will report to the Emer- gency Operations Center for the following actions : l. Al1 off-duty police officers , available reserve offi- cers , and dispatchers called to duty will report to � the Emerqency Operations Center for assignments. � 2. The Police Department is charged with the safety and security of the disaster area. 3. During emergencies, they will be deployed according to the following priorities : a. Disaster Area b. Other areas as designated by Emergency Operation Center c. Regular Beats d. Animal Control 4 . The responsibility of the Police Department is control of the City in all emergency operations through � a. emergency law and law enforcement. � b. emergency traffic control. c. emergency security support. d. protection of life and property. e. emergency crowd control. ,.:. , ,.. ..-_, . , .,. . . - _ ._ _ . � . ,.. _ ,. - ;., �.--. ,..._ , ., . � 5. The Police Chief will receive and carry out orders issued by the Dsayor or City Manager directly or through the Civil Preparedness Coordinator. 6. The Police Chief will instruct his staff in the Emergency Preparedness Plan for the Police Department. Al1 available police units equipped with two-way radio communication will be placed into service. 7. Public utility and vital installations must be pro- tected. � .., 8. If necessary, an emergency morgue facility and identi- �-� fication procedure of the dead will be established. 9. Standard Operating Procedures for this department will be developed. The S. O. P. documents will be forwarded to the Civil Preparedness Office for attach- ment to the plan. FIRE DEPARTMENT RESPONSIBILITY A. Fire Chief The Fire Chief is designated a Civil Preparedness Board Member and will report to the Emergency Operations Center for the following actions: � 1. All off-duty fire fighters and volunteers will be � called to duty and will report to the Central Fire Station for assignments. 2. The Fire Department is responsible for the fire pro- tection of the disaster area. Any fire, in or outside the disaster area b. As directed by the Emergency Operations Center c. The responsibility of the Fire Department is fire con- trol and citizens ' protection in all emergency opera- tions through: a. warning. b. evacuation. �, c. fire protection. d. rescue. � e. emergency care and transportation of the ir�jured. f, emergency power. g. radiological (detection and decontamination) . 4. Fire protection support in the disaster area will be under the supervision of ranking fire officer on the scene. 5. The Fire Chief will receive and carry out orders issued by the Emergency Operations Center from the Mayor, City Manager, or Civil Preparedness Coordinator. 6. The Fire Chief will instruct his personnel in actions to be taken during the emergency situation. � 7. The Fire Departments making up the Tarrant County Volun- ,,,� teer Fire Fighters Association are available for mutual aid as needed. 8. Vehicles assigned a. All City and private vehicles equipped with two-way radios will be utilized (approx. units) . ...� �.�, _ _ , �n� 9. Emergency Weather Watch - Standby duty when deemed necessary. 10. Standard Operating Procedures for this department will be developed. The S. O. P. documents will be forwarded to the Civil Preparedness Office for attachment to the plan. PUBLIC WORKS DEPARTMENT RESPONSIBILITY A. Director of Public Works ,. . The Director of Public Works is designated a Civil Pre- �.:.� paredness Board Member and will report to the Emergency Opera- tions Center for the following action: 1. Direct all Public Works Departments. 2. Alert all key personnel of his department that are needed. 3. Make assessments of the situation. 4 . Report findings to the E. O. C. 5. All members of his department with mobile radio eguipment will report into the network giving their � location and stand by for instructions. ;,,�,,, 6. Divisions of Public Works: a. Street Department 1. Open designated roadways to effect rescue operations and traffic flow. 2. Water - An adequate water supply must be maintained. 2 . Sewer - Adequate system for effective sani- tation must be restored or maintained. 7. Standard Operating Procedures for this department will be developed. The S. O. P. documents will be forwarded to the Civil Preparedness Office for attachment to the P lan. PARK DEPARTMENT RESPONSIBILITY �A �rrr�+ l. The Grapevine High School and Middle School gyms shall be secured to house the families of municipal employees on an emergency basis. 2 . Upon plan activation, the Park Superintendent shall immediately notify all full-time park employees. Upon notification, all park employees shall report to the Grapevine High 5chool or Middle School gym. 3. The Park Superintendent or his designated represen- tative shall notify the E. O. C. as to how many employees have reported. 4. Those park employees not required for the security and operation of the emergency housing at the gym '"�"" shall be assigned to public works to assist with rescue operations . MUNICIPAL BUILDING INSPECTOR RESPONSIBILITY Should damage occur as a result of a natural or man-made disaster, buildings with minor damage must be inspected before habitation. Within twelve hours of the incident, basic damage ��<� cost data must be developed for Federal and State agencies. Within three days of the incident, more detailed damage eval- uations will be required for Federal aid programs. In the event the Civil Preparedness Plan is activated, the Chief Building Inspector shall report to the E. O. C° to support administrative services. FINANCE DEPARTMENT RESPONSIBILITY Upon Civil Preparedness Plan activation, the Director of Finance shall report to the E. O. C. to assist with administra- F tive services . Should a disaster occur, the Finance Director shall assist '� ` with emergency purchases and financial controls . CITY SECRETARY RESPONSIBILITY Upon notification of plan activation, the City Secretary shall notify the City Council members. It is essential that the Council be near the E. O. C. for the purpose of emergency legislation and administrative operations. The City Secretary shall make all members of the Council aware of the basic operation should plan activation occur.
