Pi�tard , , Councilman Bob Murphy Councilman , constituting a quorum, with the following_ members of the Planning & Zoning Commission present, to-wit: , Ted Ware Comtnissioner Harlan Joyce Member Jerry Jordan Member Joe Kennedy Member Conrad Heede �ember Don Stiles Member constituting a quorum, with Floy Ezell City Manager Jim Hancock Assistan,t City Manager. Kenneth Pritt City Secretary Tim Whistler City Attorney Mayor Tate called the meeting to o,rder. , �e Invocation was given by Commissioner Ted Ware. ` yor ,�ate declared open Public Hearing (Z-7�+-13), Tom Y. Stephens requesting R-3, multi-famil,y on a 2.26 acre tract of land in the A. 'Foster Survey. The tract is currently zoned R-1 and is located on the southeast corner of Pebble Brook and West Wall Street. Mr. Stephens came forward and made his presenta- tion. He stated that he had no specific plans for the tract but that he was probably going to sell it, He stated that all surrounding prope�ty was of a higher zoning and that his taxes had increased on the property, causing him to believe that the R-3 was a proper use for the tract. After a brief discussion, the following action was �aken: PLANNING & ZOIVING COP�SSION T�erriber Joe Kennedy made a motion to close the Planning & Zoning Commissions's portion of the hearing (Z-7�+-13). Member Harlen Joyce seconded the motion and the motion prevailed by the following vote: ' Ayes; Trlare, Joyce, Jordan, Heede Noes: None Absent: Stiles CITY COUNCIL: CotLncilman Murphy made a motion to close the City Council's portion of the '?ablic Hearing (Z-7�+-13�. Councilman Dilg seconded the motion and �ne motion °evailed by the folloVring vote: •es: Tate, Dalton, Dilg, P�furpY�jr, Pittard ��oes: None Absent: Conine, Eidson There being no further discussion, Mayor Tate declared Public Hearing Z-7�+-13 closed. At this time, Mayor Tate �ec]a red a ten minute recess and stated that the Cour.cil t•rould. reconvene in tne Conference Room to consider any further business. The Council reconvened at 8:10 with the following members present; William Tate Millard Dilg Doil�Dalton Bob Murphy C. D. Pittard Mayor Tate called the special session of the Council to order. He further stated that the Council was to consider an application made by Harley F. Bean to place a trailer on a lot other than a designated trailer lot. The City Secretary stated that the Plannin� & Zoning Commission had approved the application and had recommended that the City Council approve it also. The : City Secretary gave a brief description of the application and gave the general location of the lot where the trailer would be located. The City Secretary then introduced a report from the Building Inspector that stated the general condition of the trailer. 2he report read as follows: October 22, 1974 INSPECTION REPORT For; Harley F. Bean INSPECTION: Mobile Home DIMQJSIONS - l�+' x 72' (3 bedroom, 1 bath) ELECTRICAL - Approved breaker box, also has manufacturers ce�rtificate of compliance to the Uniform Mobile Home Code. PLUNIBING - Good condition through out. GENERAL CONDITION - .Good inside and out. �s� Joe E. Lipscomb� a Joe E. Lipscomb Building Inspector City of Grapevine The City Secretary then introduced a letter of a 200' property owner that was against the application; the letter read as follows; I am opposed to permiting trailer houses in this vacinity for the reason that it would open up the area to be saturated with trailer houses. 10-14-7�+ �s� Jimmie Smith 3�+02 Redbird I,ane Mayor Tate stated that this was one letter of objection out of 31 notices that were sent out to property owners. The City Secretary then introduced a peti�ion of approval for the application .that was signed by the only residence that had visual contact with the trailer; the petition read as follows; Date: 9/30/7�+ The reauest of Harley F. There being none, Councilman Dalton made a motion to accept the recommendation of the Planning & Zoning Commission and approve the application. Councilman Murphy seconded the motion and. the motion prevailed by the following vote: Ayes: Tate, Dilg, Dalton, Murphy, Pittard Noes: None Absent: Conine, Eidson � � � � i a The Mayor then called for any reports from the City P-7anager. The City P�7anager gave a brief summary of his last visit to Austin for the Railroad Commission ; Hearing. Lone Star Gas was petitioning the Commission for a rate increase. � He then stated that the committee had delayed any action until additional e information could be accumulated. ; � s The City b7anager then made a report on the condition of some of our streets. � He stated that four sections need� street repair work; Shorecrest Acres Grapevine Lake Estates Canterbury Vi11a�e Placid Peninsula �. He also stated that an estimated �70,000.00 ti�rould be need�d to r���ir these streets. The P�ayor asked tha t this be placed on the next regular agenda for discussior_ by the Council. ; There being no further business, Councilman Pittard made a motion to adjourn. � I Councilman Dilg seconded the motion, and all present voted aye.
