HomeMy WebLinkAboutRES 1979-004 RESOLUTION N0. 79-4 A RESOLUTION OF THE CITY OF GRAPEVINE, TEXAS ADOPTING THE "CITY OF GRAPEVINE PARKS AND RECREATION DEPARTMENT ATHLETIC FACILITIES POLICY" . WHEREAS , the Park and Recreation Board reviewed the proposed policies and recommend they be considered by �� � the Council; and `�' WHEREAS , the City Council did review the policies and feel it is in the best interest of all concerned to adopt said policies ; NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS : Section l. The "City of Grapevine Parks and Recreation Department Athletic Facilities Policy" (attached hereto and made a part hereof as Exhibit "A") as recommended by the Parks and Recreation Board is hereby approved and adopted. , PASSED AND APPROVED by the Grapevine City Council on this the 20th day of February, 1979 . A, , �;.� Mayor ATTEST: City ecr ta APPROVED AS TO FORM AND LEGALITY: City Attorney ����� � EXEIIBIT "A" CITY OF GRAPEVINE DEPARTMENT OF PARKS AND RECREATION POLICY FOR USE OF ATHLETIC EACILITIES SECTION I . SPECIFIC SPORT SEASONS The Parks and Recreation Board will establish specific sports seasons and allocate athletic facilities in Grapevine. ' The seasons and facility allocation must be adhered to by all organizations wanting co-sponsorship with the City. � SECTION II. CO-SPONSORSHIP BY CITY In order to become co-sponsored by the City of Grapevine, each organization must; l. Have an accident insurance policy available to each participant. A copy of the blanket coverage policy of each organization must be turned in to the department office before the first league game. 2 . Be a non-profit organization according to Internal Revenue Service Standards . 3 . Al1ow their funds to be subject to audit by the City. 4. File a yearly financial report with the City by January 31st of each year. 5 . Have a Board of Directors , with a President , Vice-President , Secretary, and Treasurer; or , a Chairman, Co-Chairman, Secretary, �,_,.. and Treasurer. 6. Have on file with the Parks and Recreation Department a copy �:._;, of each organization' s constitution and by-laws . 7 . Furnish a game schedule to the Parks and Recreation Department two weeks prior to the first official league game. 8. New organizations wishing to start a program in Grapevine and seeking co-sponsorship of the City must meet with the Parks and Recreation Department sixty (60) days prior to the start of the season. Each new organization must be approved by the Parks and Recreation Board. SEGTION III . APPLICATIONS OF CO-SPONSORSHIP After an organization is granted co-sponsorship with the City, the following will apply : 1. Each organization will be assigned City facilities . Practice fields and game fields will be assigned only to co-sponsored organizations . Game fields may be assigned to an organization which is not co-sponsored by the City only after the needs of co-sponsored organizations have been met. �" �' 2 . City-owned and leased facilities will be maintained by the Parks and Recreation Department. ,���� SECTION IV. MAINTENANCE OF FACILITIES Maintenance of facilities will be done only by the Grapevine Parks and Recreation Department . No modifications , alterations , additions , or deletions , temporary or otherwise, may be done to any athletic facilities owned, leased, or otherwise scheduled by the City of Grapevine, unless expressed written approval is obtained from the Director of Parks and Recreation. Requests from all organi- zations for the assistance of the Parks and Recreation Department must be made by that organization' s President or Chairman. Needs of co-sponsored organizations will be met first. SECTION V. AVAILABILITY OF FACILITIES All athletic facilities are available to co-sponsored organizations . l. Practice facilities . Before and during the official Little League season, regulation fields Nos . l , 2 , 3 , and 4 shall be op�n only to Grapevine Little League and Girls ' Softball teams for practice and scrimmage games , d�ning the afternoon hours and until 7 : 00 P .M. on weekdays . These fileds will be available unless they are having work performed on them, or unless they are lined for an official league game. Beginning at 7 : 00 P .M. , on Monday through Thursday, until the seasons begin, fields Nos . l, 2 , 3 , and 4 may be reserved for practice for the time peorids below: 7 : 00 to 8 :00 P.M. 8 : 00 to 9 : 00 P.M. 9 : 00 to 10 : 00 P.M. Reservations for practice may be made by Little League, Girls ' Softball, and Adult Softball. No team will be allowed to practice twice on the same night, and the number of practice sessions per team will be limited during the week as needed. On weekends , the fields will be used on a first-come, first served basis only. Exceptions to this will be fields used for official league games , make-up games , and recognized taurnaments . 2 . Tournaments . Only tournaments sponsored by the Parks and Recreation Department and Grapevine non-profit organizations will be held. There will be no tournaments allowed for ,�.�,;.., individual gain or profit. There will be no team-sponsored tour-naments allowed. All organizations holding tournaments will be totally in charge of refuse removal from the fields �w and area. The organizations will also be in charge of cleaning the concession stand, if it is used. 3 . Swimming Pool . The Dove Park Swimming Pool will be open to all Grapevine Residents during the specified operationg hours . No private parties , group nights , or special reservations will be allowed. Only Parks and Recreation sponsored and co-sponsored activities will be held at the pool. 4. Tennis Courts . The available tennis courts owned and operated by the City will be open to all Grapevine residents . Their availability will be on a first-come, first-served basis . No private parties , group nights , or special reservations will be allowed. All classes and lessons must be sponsored or co- sponsored by the Parks and Recreation Department . Tournaments may be sponsored only by the Parks and Recreation Department , Public School System, Civic Organizations , and non-profit organizations in the city. 5 . Basketball Courts . The available basketball courts owned and operated by the City will be open to all Grapevine residents . �;,V No private parties , group nights , or special reservations will be allowed. „�,, SECTION VI. CONCESSION AGREEMENT WITH YOUTH SPORTS During the baseball and softball seasons , the Little League or Pee Wee Football Associations will operate the concession stand. Grapevine Youth Associations will have the opportunity to provide a concession stand during any softball tournaments sponsored by the Parks and Recreation Department . They wi11 keep 100Q/o of all proceeds derived from the stand. SECTION VII. AUTHORITY OVER FACILITIES At all times , for all facilities , the Grapevine Parks and Recreation Department is in charge of administering City and Department policy. Appropriate action may be taken by the Department and/or City regarding misuse of the facilities and misconduct by participants . SECTION VIII. POLICY ADMINISTR.ATION ��^ It will be the duty of the Parks and Recreation Department to administer this policy. i�,,, SECTION IX. VIOLATION OF POLICY Any person or group violating the intent of this policy or the rules and regulations implied within may, under direction of the Parks and Recreation Board, be refused usage of facilities and lose co-sponsorship of the City. ��� ' � � I �� �
