S. , AS AMENDED BY CHAPTER 227, ACTS OF THE 61ST LEGTSLATURE, REGULAR SESSIQN, THE CI`TY C4UNCIL NIEETING AGENDA WAS PREPARED AND P4STED ON � THTS THE 22ND DAY OF APRIL, 1975, AT lO:OQ A.M. � CI SECRETARY C. �' STATE OF TEXAS X COUNTY OF TARRANT X CITY OF GRAPEVINE X The City Council of the City of Grapevine, Texas, convened in emergency meeting at 7: 52 P.M. , on this the 22nd day of April, 1975, with the following members present, to-wit: William D. Tate Mayor Doil Dalton Councilman Place 1 Larry Oliver Councilman Place 2 Bob Murphy . Councilman Place 4 , Thelma Conine Councilman Place 5 Charles Dunn Councilman Place 6 constituting a quorum, with Floy Ezell City Manager Kenneth Pritt City Secretary Mayor Tate called the meeting to order and welcomed the citizens in the audience. He then explained the procedure for appointing a citizen to the vacancy created by the resignation of Dr. Carlton D. Pittard, Councilman Place 3. The Invocation was given by Councilman Dunn. Mayor Tate then read off the following list of names explaining that these names had been submitted to the City Council for consideration: Mr. Alton Mullendore Mr. Joe Kennedy Mr. Millard Dilg Mr. Herbert Huber Mr. David Florence Mr. A1 Harwell � Mr. Donny Kaker Mr. Conard Heede Mr. Willis Pirkle Mr. Floyd Deacon Mr. Richard Eakin • Mayor Tate then inquired if there were any other names that should be considered for the appointment. There were none; the members of the Council then made the following remarks concerning the appointment: Councilman Dunn - stated that he was glad to have as many names submitted as they have had, there were several things to consider in an appointment of this type: someone that has a background for this type of appointment. He then stated that he was looking forward to filling the vacancy and getting the Council to full strength. Councilman Dalton - stated that this was a very difficult ' position to be in and that this was a heavy feeling of respon- sibility. He then stated that all of the names mentioned for , consideration are outstanding citizens and are qualified to serve and serve well. He then stated that he would hate to �>..� . single out one over the others because everyone has a particular area that they excel in but that the person selected should have certain traits; good knowledge, wisdom, accepted in the city, non-controversial figure, experience both on and off the Council, in and out of City Hall, and someone who would carry themselves well. He then stated that the Council is elected by the citizens to make decisions for the citizens and he feels rather ineffectual because he is voting for the citizens rather than the citizens casting ballots . He then stated that he would accept whoever the Council agrees to appoint. '� � � � R� ±; �i Councilman Oliver - stated that he felt that experience was very important, he then stated that there was no one on the Council that � � represented main street businesses. He further stated that this was = 1 a very difficult decision to make. �' 1 'j Councilman Murphy - stated that whoever was selected should be � able to benefit the city and all facets of the city. He further stated � that he felt the Council should be representative of all the people. � � Councilwoman Conine - stated that she felt this was her hardest � -�A decision to make since she had been on the Council. She further �: � stated that she would work with whoever is appointed to the best of ` o her ability. � i, � Mayor Tate - stated that there were some excellent names submitted � and some of these had conveyed a very strong interest in it. He then � � I stated that he felt it was unfortunate that it was the decision of the �' � Council and not the people. He further stated that he tried to visit ! with as many persons as he could to see how they felt, and primarily, ;:' 1 they felt that the person should either be someone with experience on � the Council or someone from the business community. He then stated Y° I that over the past few weeks, he had given strong consideration to several persons but that his mind was changed several times . He then I'� stated that there were some persons that he realized would not be able � to get a majority and he would not have anyone be appointed to the Council if he could not do so without the blessings of the majority of the people. He further stated that some very narrow guildlines should be laid down for consideration: the person should be acceptable to as many persons as possible; they should have some experience either in ;!. the community or the affairs of the city; be capable and interested in the city; and should be non-controversial. He then stated that traditionally in the last ten years or so wh en there was been an I � appointment, the members of the Council have relied on these basic qualifications and in the last two occassions, former members of the Council were appointed. He further stated that the province of the Council i.s to preserve the integrity of the Council and to irisure that there is experienced people on the Council until the people have an � opportunity to vote, Mayor Tate then explained that he would ask for a motion and if there was a second to the motion the Council would vote on that person and if he received four votesor more he would be appointecl � to the Council. Discussion was now in order. Councilman Murphy inquired ; if anyone had declined. Mayor Tate stated that Mr. Floyd Deacon declined fr and it was felt by those close to Mr. A1 Harwell would decline because of his other obligations . Councilman Dalton made a motion to appoint Willis Pirkle to the Grapevine City Council to fill the vacancy of Place 3 f or the remainder of this term. Councilman Dunn seconded the motion and the motion prevailed by the following vote: t Ayes: Tate, Dalton, Dunn Oliver Noes: None Abstaining: Conine, Murphy Councilman Murphy stated that he was holding his vote in abeyance. Councilman Murphy then made a mr�tion to appoint Willis Pirkle to Place 3 of the Grapevine City Council by acclamation. Councilman Oliver seconded the motion and the motion prevailed by the following vote: � Ayes: Tate, Dalton, Dunn, Oliver, Conine, Murphy Noes : None There being no further business, Councilman Murphy made a motion to adjourn the meeting.
