A RESOLUTION DECLARING THE INTENT OF THE CITY
OF GRAPEVINE TO JOIN WITH OTHER CITIES FOR THE
PURPOSE OF ESTABLISHING A COUNTY-WIDE RATE
STUDY COMMITTEE.

WHEREAS, The City of Grapevine, Texas, upon the
recommendation of the Mayors ' Council of Tarrant County,
�� deems it proper to join with other cities in establishing
a county-wide Utility Rate Study Committee and;
WHEREAS, Upon receipt of a request for utility (gas,
electric, and telephone) rate increases, the City Council
of the City of Grapevine, Texas shall be allowed the deter-
mination as to whether or not it is in the best interest
of the City to incur joint participation;
WHEREAS, the costs incurred jointly or severally by
the participating cities in the engagement of rate consultants,
accountants, auditors, attorneys, or engineers shall be borne
by the individual utility company seeking an increase in
rates; otherwise, the costs are to be assumed by the individual
cities on the basis of an equitable formula to be determined
by the Tarrant County Rate Study Committee and jointly and
severally approved by the City Councils of the member cities;
and
�. ., WHEREAS, the City of Grapevine is hereby deemed the
authority to withdraw its interest in the Utility Rate
,�, , Study Committee if its effectiveness is deemed unsatisfactory,
and;
WHEREAS, authority for the final decision of whether or
not a specific rate request is approved or rejected shall
continue to reside with the City Council of the City of
Grapevine.
NOW, THEREFORE BE IT RESOLVED that the City Council of
the City of Grapevine, Texas jains with the Mayor' s Council
of Tarrant County in establishing a Utility Rate Study
Committee:
Section l. The costs of the study shall be paid by
the utility or by the participating cities based on an
equitable formula to be determined by the Utility Rate
Study Committee.
Section 2 . The City Council of the City of Grapevine
reserves the right to withdraw from participation at any time.

Section 3 . The approval or rejection of the requested
�� increase shall reside with the Grapevine City Council.
