Harlen Joyce Member Joe Kennedy Member Jerry Jordan Member Don Stiles Member constituting a quorum , and Floy Ezell City Manager Jim Hancock Assistant City Manager Randy Vinson City Secretary Tim Whisler City Attorney Mayor Tate called the meeting to order . � The Invocation was given by Jerry Jordan. � Mayor Tate opened the public hearing on zoning application [Z-74-1 ) , Joseph Hart requesting a zoning change on a tract o� land and water area, being a part o� Tract A-16, Grapevine Fleservoir, from "R-1 " Single-Family District to "SP" Specific Use Permit District - commercial and business uses/alcoholic beverages �or o�f-premise consumption. Joseph Hart spoke on behalf of tl-�e zoning application. He stated the beer would be sold in the concession area of Oak Grove Marina, which is leased �rom the Corps o� Engineers. He stated the premises would be considered as within the concession room, which is located on water. He stated various types of �ishing equipment, groceries and f uel are sold in the concession area. Mr. Hart stated the site plan and alcoholic beverage in�ormation sl-ieet was given to the City Secretary this a�ternoon [January 22, 1974, at 3: 14 p. m. ). � With no f urther discussion , ti-ie �ollowing action was taken: ,�- Planninq � Zoning Commission - Jerry Jordan moved to close the public hearing on zoning application [Z-74-1 ]. Councilman Eidson seconded the motion. The motion prevailed by the following vote: Ayes: Tate, Dalton, Eidson , Parker, Conine , Dilg Noes : None Absent: Pittard 1 67 Mayor Tate opened the public hearing on zoning application [Z-74-2) , the Dallas/Fort Worth Airport Board in association with American Airlines , Branif� Airlines, Continental Airlines, Delta Airlines, Eastern Airlines, Frontier Airlines and Texas International Airlines , requesting a zoning change on a tract o� land within Terminal Nos. 2E, 2W, 3E and 4E, oP the Dallas/ Fort Worth Regional Airport, Prom "R-1 " Single-Family District to "SP" Specific Use Permit District - commercial and business uses/alcoholic beverages for on-premise consumption. Charles Wells , Legal Counsel for tl-ie Dallas/Fort Worth Airport Board, spoke on bef-�alf of the zoning application. He stated each airline has submitted a site plan to the City Secretary, describing tf-ie areas in which alcoholic beverages are to be served. The following airline representatives were present: Art Stewart - American Airlines Kay Dunn - Branif� Airlines David Laus - Continental Airlines Dick Gibson - Frontier Airlines John Brinkley - Delta Airlines All airline representatives stated their requests were for private clubs within the verious passenger terminals. With no �urther discussion , the following action was taken : Planning � Zoning Commission - Joe Kennedy moved to close the public hearing on zoning application [Z-74-2). Jerry Jordan seconded the motion. The motion prevailed by the following vo te : Ayes : Ware, Joyce, Kennedy, Jordan, Stiles No es : No ne City Council - Councilman Eidson moved to close the public hearing on zoning application [Z-74-2] . Councilwoman Conine seconded the motion. The motion prevailed by tl-�e following � vo te : Ayes : Tate, Oalton, Eidson , Parker, Conine, Dilg Noes : None Absent: Pittard Mayor Tate opened the public hearing on zoning application [Z-73-33) , Dave Michener requesting a zoning cl-iange on a tract of land in the J.N. Gibson Survey, from "R-1 " Single- Family District to "SP" Specific Use Permit Oistrict - com- mercial and business uses/alcoholic beverages for off-premise consumption. Mayor Tate stated the public hearing was postponed to this date �rom the November 27, 1973, meeting. Dave Michener spoke on behalf o� the zoning application. He stated no one in the area of his business [3311 W. Hwy. 121 - Business) has objected to the requested zoning change. He stated the Council had recently granted the "SP" - alco- holic beverage zoning to a similiar business on Highway 157. Mr. Michener stated he planned to improve the property in the spring if he receives tf-�e zoning, but does not have a drawing of the proposed improvements. With no �urther discussion, the following action was taken: Planning � Zoning Commission - Harlen Joyce moved to close tl-ie public I-�earing on zoning application [Z-73-33�. Jerry Jordan seconded the motion. The motion prevailed by the following vote: Ayes : Ware, Joyce, Kennedy, Jordan, Stiles Noes : None City Council - Councilman Dalton moved to close the public hearing on zoning application [Z-73-33). Councilman Parker seconded the motion. The Assistant City Manager stated the Planning � Zoning Com- mission approved the final plat. Councilman Parker moved to approve the Pinal plat of' Lots 1 � 2; Block 1 ; Marina Del-Ray. Councilman Dilg seconded the motion. TI-ie motion prevailed by the following vote: Ayes : Tate, Dalton, Eidson, Parker , Conine, Dilg Noes : None Absent: Pittard The Council considered the final plat of Lots 15 � 16; Block 10; Section 1 ; Grapevine Lake Estates. [Jimmie Messina Deve- lopment). The Assistant City Manager stated the Planning 6 Zoning Com- mission approved the final plat. He stated the plat changes I the two lots which front on Lake Ridge Drive, to rotate [90] degrees and �ront on Park Ridge Drive. Councilman Eidson moved to approve the final plt of Lots 15 6 16; Block 10; Section 1 ; Grapevine Lake Estates. Councilman Parker seconded the motion. TI-ie motion prevailed by the fol- lowing vote : Ayes : Tate, Dalton, Eidson, Parker, Conine, Dilg No es : No ne Absent: Pittard Mayor Tate appointed Councilman Eidson, Councilman Pittard and himsel� to a "Utilities Committee", which will investigate General Telepl-ione Company's rates and service. He stated the committee will also examine the complaints and responses to Councilman Pittard's telephone poll.
