The City Council o� the City o� Grapevine, Texas, convened
in special meeting at 12:08 p . m. , on this the 25th day of
January, 1974, with the following members present, to-wit:
William D. Tate Mayor
Doil Dalton Councilman Pl. #�

constituting a quorum, with Tommy Eidson, Councilman P1. #2
and C. D. Pittard, Councilman Pl . #3, absent, and
Floy Ezell City Manager
Jim Hancock Assistant City Manager and
[Acting City Secretary]
Mayor Tate called tf-ie meeting to order.
The Invocation was given by Councilman Dalton.
The Assistant City Manager introduced an ordinance, amending
Ordinance No . 70-10, a Zoning Ordinance, granting a zoning
change on a tract of land within the boundaries of the Dallas/
Fort Worth Regional Airport, from "R-1 " Single-Family District
`�' to "SP" Specific Use Permit District - commercial and business
uses/alcoholic beverages for on-premise consumption, for con-
sideration on an emergency basis, by reading the caption.
Mayor Tate stated the Planning � Zoning Commission recommended
to approve the zoning application, [Z-74-2].
Councilman Parker moved to accep t the Planning � Zoning
Commission's recommendation to approve the zoning application
and adopt the ordinance on an emergency basis. Councilman
Dilg seconded the motion. The motion prevailed by the fol-
lowing vote:
Ayes : Tate, �alton, Parker, Conine, Dilg
Noes : None
Absent: Eidson, Pittard

AN ORDINANCE AMENDING ORDINANCE N0 . 70-10, �HE
COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF
GRAPEVINE, TEXAS , SAME BEING ALSO KNOWN AS
TITLE 10 OF THE CITY CO�E OF GRAPEVINE, TEXAS,
GRANTING A ZONING CHANGE ON A TRACT OF LAND
WITHIN THE BOUNDARIES OF THE DALLAS/FORT WORTH
REGIONAL AIRPORT WITHIN THE CITY OF GRAPEVINE,
TARRANT COUNTY, TEXAS , MORE FULLY ANO COMPLETELY
DESCRIBED IN THE BODY OF THIS ORDINANCE; ORDERING
A CHANGE IN THE USE OF SAID PROPERTY TO "SP"
SPECIFIC USE PERMIT DISTRICT FOR COMMERCIAL ANO
BUSINESS USES ANO THE RETAIL SALE OF ALCOHOLIC
BEVERAGES FOR ON-PREMISE CONSUMPTION AND THE
STORAGE OF ALCOHOLIC BEVERAGES INCIDENTAL TO
SAID RETAIL SALE, ALL ACCORDING TO THE SITE
PLAN ATTACHED HERETO AND MADE A PART HEREOF ;
CORRECTING THE OFFICIAL ZONING MAP ; PRESERVING
ALL OTHER PORTIONS OF THE ZONING ORDINANCE;
PROVIDING A SEVERABILITY CLAUSE; DETERMINING
THAT THE PUBLIC INTEREST, MORALS AND GENERAL

WELFARE DEMAND A ZONING CHANGE AND AMENDMENT
HEREIN MADE; PROVIDING A PENALTY; AND DECLARING
AN EMERGENCY.
TI-�e City Manager stated he met with the Federal Aviation
Administration regarding noise within the city, caused by
planes cutting short on their approach and take-of� paths.
He stated the F .A. A . agreed to instruct the airlines not
to deviate from their �lightpatxl�s until they reach an alti-
tude of approximately [4,200] f eet, which would be over the
lake.
There being no further business , Councilman Dilg moved that
the meeting be adjourned. Councilman Dalton seconded the
motion. All voted aye and the meeting was adjourned.
