W. C . A. She stated the league's position is "support o�F measures to improve library services � and f acilities ; continued evaluation o� special library districts � and/or county-wide library systems. " � � � � � � Mayor Tate opened the public hearing on zoning application � [Z-74-3] , Tate-Wright Construction Company requesting a zoning '� change on three tracts of land as Pollows : � Tracts B � C - in the J. S. Byrd Survey , from "Fi-3" � Multi-Family District to "R-1 " Single- � ; Family District i Tract D - in the J. S. Byrd and W. D. Shepherd Surveys , �rom"R-1 " Single-Family Dis- , trict to "R-3" Multi-Family District Location - on Timberline Drive Joe Wright spoke on behal� of the zoning application. He � stated the area Northeast o� the tracts in question is pre- � sently being developed into a single-�amily subdivision by his �irm. He stated tracts B E C would be better suited for single-�amily residences instead of multi-family dwellings , for which it is currently zoned, whereas tract D would be � better suited as multi-�amily. He stated his �irm owns the , property surrounding the tracts , except for the tract owned � by Memorial Baptist Church to the Nortl-i of tract O. � � t � i s � � � 1 182 With no f urther discussion , the following action was taken : Planning � Zoning Commission - Jerry Jordan moved to close the public hearing on zoning application [Z-74-3]. Joe Ken- nedy seconded the motion. The motion prevailed by the fol- lowing vote : Ayes : Ware , Joyce, Kennedy , Jordan Noes : None � Absent: Stiles City Council - Councilman Eidson moved to close the public hearing on zoning application [Z-74-3). Councilman Dilg seconded the motion. The motion prevailed by the �ollowing vo te : Ayes : Tate, Dalton , Eidson, Pittard, Parker, Conine , Dilg Noes : Nane Mayor Tate opened the public hearing on zoning application [Z-74-4] , Roy Leal requesting a zoning change on a tract of ' land in the William Driskell Survey, �'rom "R-1 " Single-Family ; District to "SP" Specific Use Permit District - commercial and I business uses/alcoholic beverages for off-premise consumption. � Roy Leal spoke on behal� o� the zoning application. He stated ; the property is located at 4401 S. Highway 157. i Mr. Leal stated he is proposing to remodel the building by � enlarging the sales area, thus allowing him to o��er a larger ; line of groceries. He stated he would complete the proposed � remodeling prior to the issuance o� an alcoholic beverage ' license. He stated the city was also in need o� a public works shop , therefore, a tract could be purcl-iased to locate both facilities. He stated a suitable tract near the lake has been of�ered to the city at [$20, 000. ] per acre. Councilman Eidson moved to postpone consideration of the purchase of land Por an animal shelter and public works �acility until the March 5, 1974, meeting. Councilman Parker ; seconded the motion. The motion prevailed by the following ; vo te: � Ayes : Tate, Dalton, Eidson, Pittard, Parker, Conine, Dilg s r Noes : None � E ( i � The City Manager brie�ed the Council on his request to transf er sanitation department reserve funds to the street department for the purchase of a roller. He stated since the city no longer handled the sanitation service , those funds were not i needed in that department. He stated a roller was needed in i the street department �or street construction and repairs. ` Mr. Ezell stated [$10, 000. ] would need to be transferred. ; He stated bids for the roller have been received and will be i considered at the March 5 meeting. �; iCouncilman Eidson mo ved to authorize the City Manager to trans- � fer [$1 0, 000. ] from the sanitation department reserve fund to ithe street department for the purchase of a roller. Council- ' man Parker seconded the motion. L. Higgins to vacate a portion o� Brewer Street. He stated releases I-iave been received from all adjoining property owners and utility companies. He stated the city no longer has a need Por the questioned right-of-way . The City Secretary introduced an ordinance vacating a portion of Brewer Street for consideration on an emergency basis by reading the cap tioh. Councilman Dalton moved to adopt the ordinance on an emergency basis. Councilman Pittard seconded the motion. The motion prevailed by the �ollowing vote : Ayes : Tate, Dalton, Eidson, Pittard, Parker, Conine, Dilg Noes : None ORDINANCE N0 . 74-7 � AN ORDINANCE CLOSING, ABANDONING AND � VACATING A PORTION OF BREWER STREET IN THE CITY OF GRAPEVINE, TEXAS , AS HEREINAFTER DESCRIBED; ANO OECLARING AN EMERGENCY . � 185 � � � � € �: i F Mayor Tate recessed the meeting at 9:04 p . m. � The meeting reconvened at 9: 18 p. m. , with the following members � present: Tate , Dalton, Eidson , Pittard, Parker, Conine, Dilg. : � 1 � � � � Councilman Dilg moved to adopt a resolu-tion honoring the � Grapevine High School basketball team. Councilman Dalton � seconded tl-ie motion. The motion prevailed by the following � vote : � Ayes : Tate, Dalton , Eidson, Pittard, Parker, Conine, Oilg t' Noes : None �' s ; RESOLUTION N0 . 74-3 � � WHEREAS, the Grapevine High School basketball � � team distinguished itself by winning the District $ Championship of 3A-5 of the Texas Interscholastic r League for the 1973-74 season ; and WHEREAS, the members o� the team, the coach and � the entire student body exhibited not only great � � skill but a high degree o� sportsmanship and g f air play in achieving this Championship ; and � # � WHEREAS, the Grapevine City Council and the � citizens o� Grapevine are proud of the team � for this fine e��ort; r THEREFORE, ABOVE PREMISES CONSIDERED: ' � BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY � OF GRAPEVINE, TEXAS : SECTION 1 . That the Grapevine High School � r basketball team, its coach and the student � body be congratulated and applauded for win- ning the Basketball Championship o� District � 3A-5 and �or giving a fine example for all � the citizens of Grapevine. � � b C � � a Mayor Tate stated he would like the Council to study the � f easibility of appointing an architect in the preliminary � planning o� a municipal complex. He stated an architect � could assist in the site acquisition, size of the buildings ` and cost estimates. He stated the Council could interview � several architectual �irms for consideration. � � Councilman Parker moved to postpone the appointment of an architect for a municipal complex and instruct the City � Manager to arrange for several architectual firms to make � presentations before tl-ie Council . Councilman Pittard � seconded the motion. The motion prevailed by the following g # vote: ; Ayes : Tate , Dalton, Eidson, Pittard, Parker, Conine, Dilg : Noes : None �; � � � � The City Manager stated the city has requested the use o� � county voting machines �or the April 6 city of�icers' election. ; He stated the County Clerk has requested the city to allow � a District Judge to certify the election results and clear �' the machines prior to the ten-day minimum time period for � them to be locked. � The City Attorney stated Article 7. 14, Section ZO o� the � Texas Election Law, authorizes the District Judge to take r f¢ @ � . �
