The Invocation was given by Councilman Parker. Councilman Dalton moved to approve the minutes o� the February , 5 , 14 and 26, and March 5, 1974, meetings , as presented by the City Secretary. Councilman Dilg seconded the motion. The mo- i t tion prevailed by the �ollowing vote: Ayes : Tate , Dalton , Eidson, Pittard, Parker, Conine , Dilg � Noes : Nane Joe Kennedy stated since a representative o� the Federal Aviation Agency will be present at the March 26 meeting to discuss airport flight procedures , he would not make any comment at this time. z Mayor Tate stated the Council is currently interviewing several archite�tual firms to assist in the preliminary planning and � design of a proposed municipal complex. James R. Patterson, AIA , president of International Building Systems , Dallas , and A1 Tafelski , Jr. , planning director of IBS, brie�ed the Council on their architectual �irm. Mr. Tafelski stated the preliminary planning would require the assistance of a professional planner and not an architect. He stated �rom preliminary discussions with various Grapevine officials and citizens concerning the proposed municipal com- � plex, IBS has defined the following needs : These are the minimum professional steps IBS would recommend as a program o� action in the development of the municipal complex. q. Location Study [location of possible sites in _ relation to the city as a whole] 1 . He stated the ar�h- itectural work is set on fixed f ees by AIA standards. 1 94 The City Manager brie�ed the Council on the apartment units at 835 Dawn , owned by G. Lee Perry. He stated the minutes of the January 21 , 1969, meeting stated the following regarding � this matter : "The request of G. L. Perry to place six portable � living units on his property on East Dallas Road � was considered. Councilman Huber made a motion to issue permits for the said buildings under the provisions of' the temporary building permit section � in the City Code and for the permits not to be renewed � beyond five years from the date of the placement of the buildings. Motion seconded by Councilman Dalton. � Motion prevailed by the following vote : � Ayes : Benedict, Huber , Thompson , Dalton Noes : None" Mr. Perry s�ated the apartment units were originally built to be placed in Shorecrest Acres addition be�ore it was annexed by the city. He stated ti-ie city requested he move them from tf-�e area due to some residents in the addition objecting to their existence. He stated former Mayor Dr. Ira Woods made an agreement with him , to allow the units to be moved to 835 Dawn, and place additional units with them. Mr. Perry stated the Council later met and piaced a five year time limit on the additional units being constructed. He stated the units exceed the standards used to construct mobile homes. The City Manager stated the Building Official and Fire Marshall inspected the apartment units and made the following comments : ' February 11 , 1974 � Un i ts 1 tl-�ru 8 ', These units are of the same basic design. 2"X4" I � studwall double top plate and single bottom plate , , beam and block supported. Temperature and pressure relief valve same as 2-B. 3. Mechanical A. Wood members are in cont�act with the earth. Per Uni�orm Building Code wood members to earth seperation sl-iould be a minimum of 6 inches. B . Stairway measures approximately 5 feet headroom clearance. Per Uni�orm Building Code , Section 3305, headroom clearance should not be less than 6 feet, 6 inches. Uni ts 1 0 thru 1 9 1 . Electrical � A. Single strand type T. W. wiring used through- out buildings. Same as 1-A. B . Splicing of wiring same as 1-B . C. Single strand wiring same as 1-C. D. Duplex receptacle, only one outlet per bedroom. Should be a minimum of 12 feet apart. E. Light fixtures are connected without junction boxes. 2. Plumbing A. Supply lines are %"I. D. copper tubing. Per Plumbing Code tf-�ese should be '/z inch minimum size. B. No cut-of� on supply lines to �ixtures. Al1 �ixtures shall be equipped witf-i cut-o�fs. C. Temperature and pressure relief valve. Same as 1-B . D. Water 1-ieater is supplied with '1a" I.D. copper tubing. Should be a minimum of %". 3. Mechanical A. Gonstructed with split 2"X4" or 2"X2" wood studs; top plate, and raf ters, ceiling joists made from split 2"X6" or 2"X3" wood. This type construction will not meet the Uniform Building Code. B . Superficial floor area: The bedrooms are too small. Per Uniform Building Code the minimum habitable room should be 90 square feet. Some bedr�ooms in tl-iese units will not exceed 60 square f eet. The smallest dimension of any habitable room should be 7 Peet. C. Ceiling height: These units are 7 f eet to 7 �eet, 3 inches; the minimum per the Uni- �orm Building Code is 7 f eet, 6 inches. 3 1 96 SUMMARY : Units 1 thru 9 could be reworked and placed in com- pliance. Unit 9 needs extensive rework to the stair area. Units 10 thru 19 are of the portable type and cannot be reworked to meet our codes and ordinances. These units were allowed to be moved into this area not to exceed five years as per the resolution passed January 21 , 1969, therefore, the five year time limit has expired. Mr . Perry is advised by this report to � make the necessary repairs and to remove the portable � type buildings. /s/ Steve Windsor � Building Official /s/ C . W. Vandeventer Fire Marshall The City Manager stated Mr. Perry received a copy of these �indings. The City Attorney stated with the present f acts regarding this matter, he would f eel the Council does not 1-iave the ability to approve any utilization of a single-�amily stru- cture that does not meet the city°s building code. He stated the "Uni�orm Building Code" provides �or the "Building Code Board o� Adjustment" to make such variances in the code. Mr. Boyle stated he would need to obtain additional in�orma- tion as to the past and present, building code and zoning � ordinance. Couneilman Eidson moved to postpone consideration of this matter for further study. Councilwoman Conine seconded the � motion. He stated the average cost o� the city making a j sewer tap and extending the line to the property line is [$225. 00] , which is based on one-half of a [50� RDW] street ' of �irst class asphalt or concrete type. He stated for a county or gravel street, the f ee could be reduced to [$160. 00] . ', The City Manager stated this policy would equalize the cost o� a sewer tap , and favor a person residing on the same side of the street as the sewer main. Councilman Eidson moved to instruct the City Attorney to draf t an ordinance setting the sewer tap fee as follows : [$225. 00] for a first class asphalt or concrete street; � [$160. 00] for a county , gravel or sub-standard street; � with the fee based on a [50' ] ROW with [28' ) of pavement, and for the f ee to be adjusted where the street to wider ; or narrower. Councilman Dilg seconded the motion. The City Manager stated the city presently has the 1966 edition o� the Fire Prevention Code in �'orce, and needs to make the requested update to the 1970 edition. Councilman Dilg moved to adop t the ordinance adopting the 1870 edition of the Fire Prevention Code on an emergency � basis. Councilwoman Conine seconded the motion. The motion prevailed by the following vote: Ayes : Tate , Dalton, Eidson , Pittard, Parker, Conine, Dilg Noes : None � The City Manager brief ed the Co uncil on additional Corps of Engineers property the Parks 6 Flecreation Department is inter- ested in leasing for additional park �acilities [56 acres] . He stated the city has applied for a [$100, 000. ] cost sharing program [50/50] to the f ederal program. He stated �he city's �unds would be �rom the Park 6 Recreation Captial Improvements Bonds. Bill Wilton, Director of Parks � Recreation, stated the Corps of Engineers in�ormed him that additional funds on a cost sharing basis might be available, therefore he stated addi- tional property [in excess of 200 acres] could be leased and developed.
