The Invocation was given by Councilwoman Conine. The first order of business was the review o the irst report of the Master Plan : "Goals and Objectives - Housing - Land Use. " Mr Joe Paul Jones and Mr Nall were present to answer or discuss any items the Council may have. It was the concern of the Council that there are areas that are presently zoned that are in conlict with the preliminary uture land use map . Mr Jones explained tat the map is supposed to encourage early growth in an orderly manner. He f urther stated that the preliminary land use plan is just as it is--a plan, not the final map . Mr Jones explained that the map was complted with two goals in mind: [1 ) to ref lect the direction o the ci ties growth nd to get a feeling o what everyone wants [2] tried to keep in mind the existing zoning and yet show the best possible City in the f utUre by way of planning. Af ter a short discussion involving certain particular areas o the preliminary land use map , the Mayor declared a short recess. The meeting reconvened with the same members present and the Mayor stated that there would have to be some orderly manner in order to achieve any progress. Following an extensive discus- sion of certain areas, the Council had strong feelings that certain areas of tl-ie map should be changed to reflect the present zoning and to protect the citizens in certain areas from being trapped. It was felt that there was too much industry zoning and that some o the zoning could be changed to include multi-- 'amily residential zoning. Mr Jones and Mr Nall agreed that certain areas should be changed and thet these areas would be changed on the next map to be presented to the Council. Mr Jones stated that this meeting with the Council was by f ar the ' most productive and helpful meeting that he has had. The next order of business was the consideration of the Council to authorize the City Sta to put out on bid the liability, aUtomobile , and workmen's compensation insurance. The City Manager stated that it was urgent to get these bids out because the present policy expired in late June. The City Secretary explained why the City Staf wanted to let bids on the workmen's compensation and stated that bids could be received on the 11th of June in order to give the City Staff time to review the bids and be able to adequately present the insurance to the Council on the 18th o June. He urther explained that diue to the lack of time that the policy would be a one year policy as apposed ' to a three year policy, and that the next policy would be a three tear policy.
