HomeMy WebLinkAbout1973-06-26 Joint Meeting �O STATE OF TEXAS � O�UNTY OF TARRANT � CITY OF GR.APEVINE � The City Council and the Planning and Zoning Commission of the City of Grapevine, Texas, convened in joint meeting at 7:45 p.m. , on this the 26th day of June, 1973, with the following members present, to-wit: William D. Tate Mayor � Tommy Eidson Councilman � Phil Parker Councilman � Thelma Conine Coun cilwoman C.D. Pittard Councilman Millard Dilg Councilman I constituting a quorum, with Doil Dalton absent, and Ted Ware Chairman � Joe Kennedy Member ' Harlem Joyce Member Jerry Jordan Member Don Stiles Member constituting a quorum, with J.T. Davis, Jr. absent. Mayor Tate called the meeting to order. The Invocation was given by Ted Ware. Mayor Tate opened the public hearing �� zoning case (Z-73-9) - � Ronald A. Willis and Jack A. Stroube, Trustee, requesting "I-l�� �` Light Industrial District on (130) acres in the Henry Suggs Sur- vey, Abstract No. 1415, and the James Gibson Survey, Abstract No. 586, and the James Gibson Survey, Abstract No. 587. Mike Mahoney, planning consultant of the applicant, spoke on behalf of the zoning application. He stated the property is located on State Highway 121 , immediately North of the access road and the Regional Airport property. He stated the (130) acre tract is located in such a position, that it is completely out of any flood hazard area. He stated maps from the Texas Highway Department were taken into account as to the future roadway design in plannin g the tract. He stated the city's land use plan originally showed this tract as part of the airport property, with the tract to the North planned to be an industrial area, due to the noise problem and it being at the junction of two major transportation routes. Mr. Mahoney stated due to the tract' s shape, there were several things that create some problems: in development. Ne proposed commercial zoning along State Highway 121 , which would be ser- vice oriented to relate to the industrial area and the airport, office buildings to the West of the tract, and the remaining portion being industrial. He stated the configuration of the � three zones are indications as to what he feels at this point, � ` the developer could best anticipate in terms of demand in this tract. He stated there may be changes in the exact boundaries, which was one reason the application was filed on an over-all "Light Industrial District". He stated it was impractical to predetermine exact boundaries of zoning lines when the developer . is still in the process of determining the market situation. � � � � r fi; E x � E � � Ronald Willis, applicant, stated the tract to the South of � � his property is currently zoned "Light Industrial District". � € He stated there is planned to be very light industrial, due q to it must be compatible with hotels/motels, office buildings, r and service commercial. He stated development of the tract � could be in within twelve to twent -f r n g ou mo ths with the Y � II � j commercial area being developed first. � I Mayor Tate asked if there was any advantage to have the entire � � tract zoned "Light Industrial District�' at this time. � Mr. Mahoney stated you must have the flexibility and combination � in industrial and commercial zoning. He stated (130) acres of �' y commercial zoned ro erty would be out of scale and not feasible s P P for this location £ • 6 t Mayor Tate sta�ed the point he was trying to establish, is the � � fact that if it is zoned industrial , and the way the +'Zoning � Ordinance" is defined, the Council foregoes a large portion � of the control they have on the future zoning and future � development of the tract. � � Howard Compton, associate of Thomas McBride, Trustee, of an (18) acre tract Southeast of the zoning applicati.on, spoke in favor of the zoning. � � � Ma or Tate stated he had received a letter from Justin McCarth ° Y Y q and Thomas McBride, stating approval of the zoning application. < The Cit Secretar stated he had received a tele ram rior to � Y Y 9 s P the meeting from Henry Dickerson, who owns a (38) acre tract � on State Highway 121 , South of the zoning application, stating � his approval. � With no further discussion of zonin case -73-9 Ma r Tat �. g Z o e � ) � Y closed the ublic hearing. � P �: �' � � Mayor Tate opened the public hearing of zoning case (Z-73-10) , � I Grapevine-157 Corporation (Larry Lightner, President) , requesting: � "G2" Community Business District on Tract (A) , (15.38) acres, � in the W.D. Shepherd Survey, Abstract No. 1393; "R-3�' Multiple- � Family District on Tract (B) , (33.499) acres, in the W.D. Shep- � heard urve Abstract 1393• �� �� cific s istri t- � S y, No. , SP Spe U e D c (residential - density (7) seven units per acre of less) , on � Tract (C) , (12.052) acres, in the J.S. Byrd Survey, Abstract � No. 207. � � Larry Lightner, President of the Grapevine-157 Corporation, t spoke on behalf of the zoning application. He presented booklets � describing their zoning application to the Council and Commission. � He stated that page (3) of the booklet showed the tract owned � by his corporation, which is outlined in red. He m ted the area �: � outlined in green had been sold, of which (8) acres to the Grape- � ' vine Independent School District, (6) acres to a local baptist n � church, and the remaining acreage to Tate-Wright Construction � j Company for a single-family residentiai development. � t. ' Mr. Lightner stated the new State Highway 121 and State Highway � � 360 would intersect adjacent to their property on the East side, � ' thus being a major intersection and not conducive to a residential � � area. He stated the request for a "Specific Use District�' on " � Tract (C) is to blend with the single-family residential develop- ;` ' ment to the North. � � Joe Wright, whose firm plans to develop the tract North of Tract � ' " (C) of the zoning application, stated R.V. Trammel is currently � � platting the tract for single-family residences. He stated there � are deed restrictions on the tract stating it cannot be used � for any other purpose than single-family residences, a minimum � j of (1 ,500) square feet, and a minimum of (75%) masonary. He � ' stated the requested zoning on Tract (C) is acceptable to him. � i George Comfort, residing at Lot 3, Block C, Los Robles Estates � Addition, stated he opposed the zoning application. He stated � �' he was told there was to be a buffer zone between the addition � ? ; � 42 and the Grapevine-157 Corporation tract, whereas commercial or industrial development would not be adjacent to them. He questioned the ownership of a ( .9) acre lot between the addition � and the zoning application. No one had knowledge of the owner of the questioned lot . Larry Rowlett, residing at 2410 Los Robles, stated he opposed the zoning application. He asked for assurances as to what would be built on the tracts. � A representative of the Grapevine-157 Corporation agreed to screening the area adjacent to the Los Robles Estates Addition, � and place such an agreement in writing. � With no further discussion of zoning case (Z-�3-10) , Mayor Tate closed the public hearing. There being no further business, Councilman parker moved that the meeting be adjourned. Counci lman Pittard seconded the motion.
