III. MINUTES SITE PLAN REVIEW COMMITTEE TO CONSIDER THE MINUTES OF THE NOVEMBER 30, 2000 REGULAR MEETING. IV. RON STOMBAUGH PLANNER II DEVELOPMENT SERVICES SITE PLAN REVIEW COMMITTEE DECEMBER 20, 2000 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Site Plan Review Committee of the City of Grapevine, Texas met in Session, on this the 20th day of December, 2000, in the City Council Chambers, 200 South Main Street, 1St Floor, Grapevine, Texas with the following members present -to -wit: Larry Oliver Chairman Sharron Spencer Vice Chairman H. T. (Tommy) Hardy Director of Development Services constituting of a quorum, and the following City Staff: Ron Stombaugh Cindy Jackson Pamela Huntress CALL TO ORDER Planner II Planner II Planning Secretary Larry Oliver called the meeting to order at 9:09 a.m. PUBLIC HEARING C000-60 — CONOCO First for the Committee to consider was Conditional Use Request C000-60 submitted by Donald Peebles for property located at 424 East Northwest Highway and platted as Lot 2, Block 2, A. F. Leonard Addition. The applicant was requesting a Conditional Use permit to amend the previously approved site plan of CU97-17 (Ord.97-58) specifically, to allow for a 20 -foot pole sign at the northeast comer of the property. Discussion followed regarding changing the pole sign to a monument sign as well as requesting a revised site plan to include elevations. Mrs. Spencer moved, with a second by Mr. Hardy, to table Conditional Use Application C000-60 until the following SPRC meeting, and the motion prevailed by the following vote: Ayes: Oliver, Spencer, and Hardy Nays: None 122000 SITE PLAN REVIEW COMMITTEE DECEMBER 20, 2000 g��ylu f Next for the Committee to consider was onditional Use Request C000-73 submitted by Mrah II, L.P. for property located afi Grapevine Mills Parkway and platted as Lot 1, Block 1, Jackson Addition. The applicant was requesting a Conditional Use permit to amend the previously approved site plan of CU99-50 (Ord. 99-172) for the development of a 480 - unit apartment complex with reduced building separation and increased building height. The Site Plan Review Committee approved a request on October 18, 2000 to install covered parking structures over 125 existing parking spaces throughout the complex. This request would relocate a monument sign from the median to the north of the drive entrance. With no further questions, no guests to speak, no letters and no petitions, the public hearing was closed. Mr. Hardy made a motion, with a second by Mrs. Spencer, to approve Conditional Use Request C000-73, and the motion prevailed by the following vote: Ayes: Oliver, Spencer, and Hardy Nays: None C000-76 — OSAMI RESTAURANT Next for the Committee to consider was Conditional Use Request C000-76 submitted by Dawn Wu for property located at 2100 West Northwest Highway and platted as Lot 2, Grapevine Plaza. The applicant was requesting to amend the previously approved site plan of CU96-05 (Ord.96-32) for the possession, storage, retail sale and off -premise consumption of alcoholic beverages in conjunction with a restaurant specifically, to revise the approved floor plan by extending the length of the sushi bar an additional eight feet. With no further questions, guests to speak, letters or petitions, the public hearing was closed. Mrs. Spencer moved, with a second by Mr. Hardy, to approve Conditional Use Request C000-76, and the motion prevailed by the following vote: Ayes: Oliver, Spencer, and Hardy Nays: None END OF PUBLIC HEARING 122000 2 SITE PLAN REVIEW COMMITTEE DECEMBER 20, 2000 CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the December 20, 2000 Site Plan Review Committee meeting. Mr. Hardy moved, with a second by Mrs. Spencer, to approve the Site Plan Review Committee minutes of December 20, 2000. The motion prevailed by the following vote: Ayes: Oliver, Spencer, and Hardy Nays: None ADJOURNMENT With nothing further business to discuss, Sharon Spencer moved, with a second by Mr. Hardy, to adjourn the meeting at 9:25 a.m. and the motion prevailed by the following vote: Ayes: Oliver, Spencer, and Hardy Nays: None PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS ON THIS THE 17th DAY OF JANUARY 2001. APPROVED: CHAIRMAN ATTEST: 122000 3 TO: SITE PLAN REVIEW COMMITTEE MEMBERS FROM: CINDY JACKSON, AICP, PLANNER II MEETING DATE: DECEMBER 20, 2000 SUBJECT: C000-60, Conoco RECOMMENDATION Staff recommends the Site Plan Review Committee consider the proposed changes to the previously approved site plan associated with CU97-17, Conoco, approved by Council on June 17, 1997, and take any action necessary. BACKGROUND INFORMATION The original conditional use permit approving the possession, storage, retail sale and off -premise consumption of alcoholic beverages (beer and wine only) in conjunction with a convenience store was approved by Council in 1997 (CU97-17). The applicant is now requesting to revise the approved site plan with the addition of a 23 -foot pole sign to be located in the northeast corner of the site. Staff recommended that the applicant change the request from a 23 -foot pole sign to a 10 -foot monument sign, however, the applicant did not wish to change the request. /cj O:/zcu/cu 00-60sprc.4
