Consideration o� an ordinance amending Ordinance No. 70-� 0, a Zoning Ordinance, granting a zoning change on a tract o� land to "C-2" Community Business District, "I-1" Light Industrial C7istrict, "I-2" Heavy Industrial District as shown and described on the attached Exhibit "A" , on an emergency basis. The Planning � Zoning Commission recommended to approve the zoning application. B . Consideration of an ordinance amending Ordinance No . 70-1�, a Zoning Ordinance, granting a zoning change on a tract of land in the William P. Herring Survey, Abstract No . 663, from "R-1 " to "C-2" Community Business District, on �ECON� AND FINAL READING. The Planning � Zoning Commission recommended to approve the zoning application. Applicant - Jess Mitchell C. Consideration of an ordinance amending Ordinance No. 70-10, a Zoning Ordinance, granting a zoning change on a tract of land in the Thomas Mahan Survey from , "R-1" to "PD" Planned Development District, on first reading. The Planning 6 Zoning Commission recommended to approve the zoning application. � The applicant, Love-Henry 6 Associates, I-�ave requested a [90] day postponement of the zoning application to allow the arcl-iitect and planner a su�ficient amount of time to restudy the site and tl-ie site plan submitted in order that the final plan vdill offer maximum protection to adjacent properties. D. Consideration o� bids to f urnish and install altitude valves for the water system. E. Appointment o� a Library Board member. F . Appointment o� a Planning Committee and Planning Representative in conjunction with the revision o� the city master plan. G. Review Ordinance No . 73-13, an ordinance requiring the owner or occupant o� every building located on any lot or parcel of land within the City o� Grapevine, � the property of which extends to within one-hundred � f eet of any city water and/or sewer line adequate to serve the property to cause said building to be connected. Consideration to authorize the City Building O�ficial to proceed with condemnation of a residential structure at Lot 6 and 7; Block 14, College Heights Addition [524 E. Franklin Street; Owner - R. T. Pittard Councilman Millard Dilg Councilman constituting a quorum, with William D. Tate and Phil Parker absent, and Floy Ezell City Manager Jim Hancock Assistant City Manager Randy Vinson City Secretary John Boyle City Attorney Mayor Pro-Tem Dalton called the meeting to order. The Invocation was given by Councilman Pittard. Councilman Eidson moved to approve the minutes of the Sep tember 25, 1973, Ootober 2, 1973, and October 9, 1973, meetings as presented by the City Secretary. Councilman Pittard seconded ' the motion. The motion prevailed by the �ollowing vo te: Ayes : Dalton, Eidson, Conine, Pittard, Dilg Noes : None Absent: Tate, Parker Barney M. Giles was not present to speak on behalf o� agenda item [ IV.-A). The City Secretary introduced an ordinance, amending Ordinance No. 70-10, a Zoning Ordinance, granting a block zoning on a tract o� land bounded by State Highway 157, Glade Road, Airport property, Grapevine-Euless Road and Hughes Road, to "C-2" Community Business District, "I-1 " Light Industrial District, "I-2" Heavy Industrial District, for consideration on an emer- gency basis by reading the cap tion. [Z-73-28, BLOCK ZONING) . Councilman Pittard stated he was abstaining �rom the consideration of this zoning ordinance amendment. Mayor Pro-Tem Dalton stated the Planning � Zoning Commission recommended to approve the block zoning application. The City Secretary stated no objections had been received concerning the zoning application. The City Attorney stated due to Councilman Pittard abstaining - from the consideration o� the application , a quorum was not present to consider the ordinance' s adop tion. Mayor Pro-Tem Dalton stated the proposed ordinance would be tabled until another Councilman arrived to create a quorum. Mayor Pro-Tem Dalton stated the ordinance was adopted on first reading at the October 2, 1973, meeting. Councilman Eidson moved to adop t the ordinance on second and final reading. Councilman Dilg seconded the motion. HERRING SURVEY , ABSTRACT N0 . 663, IN THE CITY OF GRAPEVINE, TEXAS AND MORE FULLY �ESCRIBEO HEREIN; OROERING A CHANGE IN THE USE OF SAID PROPERTY FROM "Fi-1 " TO "C-2" COMMUNITY BUSINESS DISTRICT; CORRECT- ING THE OFFICIAL ZONING MAP ; PRESERVING ALL OTHER PORTIONS OF THE ZONING ORDINANCE; PROVIDING A SEVER- ABILITY CLAUSE; OETERMINING THAT THE PUBLIC INTEREST MORALS AND GENERAL WELFARE DEMAND A ZONING CHANGE AND AMENOMENT HEREIN MADE; i4ND PROVIDING A PENALTY. The City Secretary introduced an ordinance, amending Ordinance No. 70-10, a Zoning Ordinance, granting a zoning change on a tract of land in the Thomas Mahan Survey, Prom "R-1 " to "Pp" Planned Development District, �or consideration by reading the caption. [Z-73-14, Love-Henry 6 Asso. , N. W. Hwy. at Park Blvd. ] Councilman Eidson stated he was abstaining from the consider- ation of this zoning amendment ordinance. Mayor Pro-Tem Dalton stated the Planning 6 Zoning Commission recommended to approve the zoning application. �Councilman Parker arrived at 7:54 p . m. Mayor Pro-Tem Dalton stated the applicant is requesting a ' [90] day postponement period to allow the architect and planner a suPficient amount of time to restudy the site and tl-ie site plan submitted in order tf-�at ti-ie final plan will off er maximum protection to adjacent properties. Councilman Parker asked that the city planning consultant be instructed to study this general area before the ordinance is considered. Councilman Pittard moved to postpone consideration of the zoning amendment ordinance until the first regular meeting in May 1974. Councilman Parker seconded the motion. The motion prevailed by the following vote : Ayes : Dalton, Parker, Conine, Pittard, Dilg Noes : None Abstain: Eidson Absent: Tate Mayor Pro-Tem Dalton stated the Council would consider the block zoning ordinance introduced earlier in the meeting, since a quorum was now present. Councilman Parker moved to accept the Planning E Zoning Commission�s recommendation to approve the block zoning and adopt the ordinance on an emergency basis. Councilwoman Conine �eoonded the motion. DOSS SURVEY , ABSTRACT N0 . 440, AND THE G.W. MINTERS SUR- VEY , ABSTRACT 1063, IN THE CITY OF GRAPEVINE, TEXAS , . AND MORE FULLY DESCR�IBED HEREIN; ORDERING A CHANGE IN THE USE OF SAIO PROPERTY TO "C-2" COMMUNITY BUS- INESS DISTRICT, "I-1 " LIGHT INDUSTRIAL DISTRICT, "I-2" HEAVY INDUSTRIAL DISTRICT; CORRECTING THE OFFICIAL ZONING MAP ; PRESERVING ALL OTHER PORTIONS OF THE ZON- ING ORDINANCE; PROVIDING A SEVERABILITY CLAUSE; DETER- ' MINING THAT THE PUBLIC INTEREST, MORALS AND GENERAL WELFARE DEMAND A ZONING CHANGE AND AMENDMENT HEREIN MADE; PROVIDING A PENALTY ; AND DECLARING AN EMERGENCY . Days The City Manager stated the City Engineer recommended the bid of SSSC, Inc. He stated both elevated water tanks would re- ' quire the altitude valves in order to keep tl-ie water level ` � equal. � i Councilman Eidson moved to award tl-�e contract to SSSC, Inc. , ' in the amount of [$24, z88. 00] , �'or furnishing and installing two altitude valves. Councilmen Dilg seconded the motion. The motion prevailed by the following vote : Ayes : Dalton, Eidson, Parker, Conine, Pittard, Dilg Noes : None Absent: Tate Councilman Pittard moved to appoint Ed Pewitt to tl-ie Library Board to fill an unexpired term. Councilman Dilg secanded the motion. The motion prevailed 6y the following vote: Ayes : Dalton, Eidson, Parker, Conine, Pittard, Dilg Noes : None Absent: Tate The City Manager stated a Planning Committee and Planning Representative would need to be appointed as a part of the city master plan revision. He stated minority groups would � need to be represented on the committee. �- Councilman Parker moved for Council members to submitt a list of eight persons to serve on the Planning Committee, for consid- er-ation at the November 20 meeting. Councilman Pittard seconded the motion. The motion prevailed by the following vote: Ayes: Dalton, Eidson, Parker , Conine, Pittard, Dilg Noes : None Absent: Tate �27 Discussion was held concerning a proposed amendment to Ordinance No. 73-13, which requires the owner or occupant o� every building located on any lot or parcel of land within the City of Grapevine, the property of which extends to within one-hundred f eet of any city water and/or sewer line adequate to serve the property to cause said building to be connected. The proposed amendment would allow the owner or occupant of j an existing building five years to connect to city water and sewer, with a one-year extension of time clause if approved by the Council. Councilman Parker moved to instrUCt the City Attorney to draf t an ordinance amending Ordinance No . 73-13, with an emergency clause. Councilman Dilg seconded the motion. The motion prevailed by the �ollowing vote: Ayes : Dalton, Eidson, Parker, Conine, Pittard, Dilg Noes : None Absent: Tate The Council considered the mobile home permit application of Albert McKool , on Dove Loop Road, which was tabled at the October 2, 1973, Council meeting, in order to obtain from the Corps of Engineers if Mr. McKool had received a sewage system permit. The City Secretary stated the Corps of Engineers had issued Mr. McKool all necessary permits to comply with their regulations. [Letter dated Octoher 30, 1973, from Jack L. Cain, Acting Reservoir Manager, Grapevine Reservoir] DiscUSSion was held concerning the desirability o� another mobile home on the tract of land. Councilman Eidson moved to deny the mobile home permit appli- cation of Albert McKool , on Dove Loop Road. Councilman Pittard seconded the motion.
