CITY SECRETARY 12� STATE OF TEXAS � COUNTY OF TARRANT 0 CITY OF GRAPEVINE � The City Council and Planning � Zoning Commission of the City of Grapevine, Texas , convened in special joint meeting at 7:50 p .m. , on this the 13tf-� day of November, 1973, with the following members present, to-wit: William D. Tate Mayor Doil Dalton ` Councilman Tommy Eidson Councilman t Thelma Conine Councilwoman C. O. Pittard Councilman � constituting a quorum, with Phil Parker and Millard Dilg absent, and Ted Ware Chairman Harlen Joyce Member Joe Kennedy Member Don Stiles Member Jerry Jordan Member Corbett Emery Member constituting a quorum, and Maybr Tate called the meeting to order. � ' The Invocation was given by Jerry Jordan. Mayor Tate opened the public hearing on zoning application � [Z-73-29] , 0 . 0. Steward, C.F . Steward, Alton Corbin and � Mason Brock requesting a zoning change from "R-1 " to "R-3" Multi-Family Dis-�rict on a tract of land in the B .B . Johnson Survey, Abstract No. 869. O . D. Steward spoke on behalf of the zoning application. He stated there are approximately [200] apartment units planned for the tract, with a screening �'ence and street between the homes on Meadowbrook Drive and the apartments. He stated only [15� acres o� the [36] acre tract can be developed with permanent buildings, due to the Corps of Engineers elevation requirement. He stated the remaining [21 � acres would be used for park and recreation purposes. Mr. Steward stated access to the property would be by : Lucas Drive, a proposed street to the West of Brookhollow Estates and a proposed street connecting into Meadowbrook Drive: He stated a thorough�are street is planned by the city, which would be an Easterly extension of Shadybrook Drive and a Northerly extension of Scribner Street. He stated this street would take a considerable amount of traffic o�f Lucas Drive. The Assistant City Manager stated the thoroughfare street is shown in the master plen, and right-o�-way dedication has been received by all persons excep t Mr. Leigl-�ton, who is �� desirous o� the street. He stated water and sewer lines are presently stubbed to the property in question. The �ollowing persons spoke regarding the zoning application: - i � Bob Fail 1056 Meadowbrook Charles Dunn 925 N.
