Consideration of an ordinance authorizing the issUance o� [$100, 000. ] General Obligetion Bonds, for the purpose of Park and Recreation Improvements. C. Consideration of an ordinance repealing Ordinance No. 71-24, granting to General Telephone Company the right, privilege and permit to place into effect certain rates to be charged to residents of Grapevine. S. , AS AMENDED BY CHAPTER 31 , ACTS OF THE 63RD LEGISLATURE, REGULAR SESSION, 1973, THE CITY COUNCIL AGENDA WAS PREPAFiED AND POSTED ON THIS THE 10TH DAY OF : DECEMB ER , 1 973. � ► CITY SECRETARY � 145 STATE OF TEXAS � COUNTY OF TARRANT O CITY OF GRAPEVINE � The City Council of tl-�e City of Grapevine, Texas, convened in special meeting at 9:28 a. m. , on this the 14th day of December, 1973, with the �ollowing members present, to- wit: William D. Tate Mayor Doil Dalton Councilman Pl. #1 Tommy Eidson Councilman Pl. #2 Phil Parker Councilman Pl. #4 Thelma Conine Councilwoman P1. #5 Millard Dilg Councilman Pl . #6 constituting a quorum, with C . D. Pittard, Councilman P1. #3, absent, and Floy Ezell City Manager Randy Vinson City Secretary Mayor Tate called the meeting to order. The Invocation was given by Councilman Dilg. Frank Medanitch, representative of the First Southwest Company, brief ed the Council on the issuance of Certificates of Obli- gation. He stated the purpose for whicl-i the certi�icates would be used must be stated at the time of their issuance. He stated if more certificates are issued than used, the excess amount would also be interest bearing and placed in a sinking and interest �und �or the repayment of the issuance. Mayor Tate stated tl-�e Council was informed differently at a prior meeting, wt-iereas the excess amount of certificates would not have to be issued. Ray�ord Price, Special Attorney �or the City, brief ed the Council on the background o� Certi�icates o� Obligation. He stated the State Legislature authorized them in 1971 , due to a need by City Councils' to be able to act in a limited amount o� time. The �ollowing persons spoke in regards to the issuance of Certificates o� Obligation �or the purchase of land for a municipal complex: Dr. E. L. Lancaster, M. D. , stated the Council was making a policy decision, in regards to the use of Certificates of Obligation in place oP a regular bond election. Mayor Tate stated the city needed to move rapidly in the purchase of a speciPic tract of land, o��ered well below the market value. He stated certain tl-iings in land nego- tiations that are made public , a�f ect the ability to pur- chase the land f airly. He stated the purchase of land at one-hal� its market value would be a benefit to the citizens o� Grapevine, Jesse Woods stated he was concerned with the rush in the purchase o� a tract of land, even though it was of�ered below tl-ie market value. He stated a municipal complex would enhance tf-�e surrounding property. � 146 � � k � Joe Kennedy stated he felt a new municipal complex was needed, but would like the citizens to voice their opinion at an election. General discussion was held by Council members. Councilman Dilg moved to take no action on the proposed ordinance authorizing the issuance oP [$600, 000. ] Certificates � � �-_ of Obligation for the purchase o� land �or a municipal complex. Councilman Eidson seconded the motion. The motion prevailed by the following vote : Ayes : Tate, Dalton, Eidson, Parker , Conine, Dilg Noes : None Absent: Pittard The City Manager briefed the Council on a proposed ordinance � authorizing the issuance of [$100, 000. ] General Obligation Bonds �or park and recreation improvements, He stated these bonds were authorized at the November 23, 1971 , capital improvements bond election. The City Manager stated the f unds would be used �or the constr- � uction o� four tennis courts at the Hood Lane Park , and improve- ment of park f acilities on Corps of Engineers property which is leased to the city. He stated the bonds would be issued at an '� interest of [5%] . Councilman Parker moved to adopt the ordinance authorizing the issuance of [$100, 000. ] General Obligation Bonds for park and recreation improvements , on an emergency basis. Councilman Dilg seconded the motion. The motion prevailed by the following vo te : �:.. Ayes : Tate, Dalton , Eidson, Parker, Conine, Dilg Noes : None ' Absent: Pittard ' ORDINANCE N0 . 73-56 AN ORDINANCE PROVIDING FOR THE ISSUANCE OF CITY OF j GRAPEVINE, TEXAS, GENERAL OBLIGATION BONDS, SERIES � 1973A , IN THE AGGREGATE AMOUNT OF [$100, 000. ] FOR THE PURPOSE OF MAKING THE WITHIN DESCRIBED PERMANENT PUBLIC IMPROVEMENTS WITHIN AND FOR THE CITY ; PRESCRI- BING THE FORM OF SAI� BONDS AND THE INTEREST COUPONS TO BE INITIALLY ATTACHED THERETO ; LEVYING AND REQUIRING ' ASSESSMENT AND COLLECTION OF AN ANNUAL AD VALOREM TAX � ON ALL TAXABLE PROPERTY WITHIN THE CITY TO PAY THE ' INTEREST ON SUCH BONDS AND TO CREATE A SINKING FUNO ' FOR THE PAYMENT THEREOF AT MATURITY ; ENACTING OTHER � PROVISIONS RELATING TO THE SUBJECT; AND DECLARING ' AN EMERGENCY . � I i � Mayor Tate le�t the Council Chambers at 10:38 p . m. Mayor Pro-Tem Dalton presided over the meeting. �;' i � � Rayford Price, Special Attorney �or tl-ie City , brie�ed the , Council on a proposed ordinance granting General Telephone ; Company a rate adjustment. He stated the ordinance granting , a rate adjustment, passed at the previous Council meeting ' was acceptable to Geheral Telephone Company with three minor � . 147 exceptions. He stated those exceptions are as �'ollows: Residential �our-party service---------------------- No such service [To be deleted from Ordinance] Rotary Trunk charge �'or - Metro service - OTHERS- [$40. 00]--------------------- Changed to [$40. 01 � Rotary Trunk charge �or Extended/Metro service - Ninth Trunk - [$85. 75]------- Changed to [$85. 25] ' He stated the proposed ordinance to be considered �or adoption on first reading, is the same as the previously considered ordinance with the three stated exceptions. Councilman Eidson moved to adopt the ordinance granting a rate adjustment to General Telephone Company on first reading. Councilwoman Conine seconded the motion. The motion prevailed by the �ollowing vote: Ayes : Dalton, Eidson, Conine, Dilg Noes : Parker Absent: Pittard, Tate ORDINANCE N0 . 73-57 AN ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS, REPEALING ORDINANCE N0 . 71-24, GRANTING TO GENERAL TELEPHONE COMPANY OF THE SOUTHWEST � THE RIGHT, PRIVILEGE AND PERMIT TO PLACE INTO EFFECT CERTAIN RATES TO BE CHARGED TO THE RESIDENTS OF GRAPEVINE; AND MAKING OTHER PROVISIONS THERETO. There being no �urther business, Councilman Dilg moved that the meeting be adjourned. Councilman Eidson seconded the motion. All voted aye and the meeting was adjourned at 1 1 : 01 a. m.
