The Site Plan Review Committee of the City of Grapevine, Texas met in Session, on this the
18th day of April, 2001, in the Director of Development Services Office, 200 South Main
Street, 1St Floor, Grapevine, Texas with the following members present-to-wit:

"�'"` Vice Chairman Spencer called the meeting to order at 9:00 a.m.

PUBLIC HEARING
SPECIAL USE REQUEST SU00-20 — NEXTEL
First for the Committee to consider was Special Use Request SU00-20 submitted by Nextel
for property located at 1201 Minters Chapel Road. The applicant was requesting a special
use permit to amend the previously approved site plan of SU00-19 (Ord.01-24) to collocate
cellular antenna on a new monopole tower.
City Council approved on March 20, 2001 an new 60-foot monopole tower with associated
cellular antenna equipment to be located at the northwest corner of Minters Chapel Road
and North Airfield Drive for Southwestern Bell Wireless. With this request, the applicant was
requesting an 80-foot antenna array to collocate on the tower.
Mr. Hardy moved, with a second by Mrs. Spencer, to approve Special Use Request SU00-
20, and the motion prevailed by the following vote:

CONDITIONAL USE REQUEST CU01-19 — MIL�S RUN
Next for the Committee to consider was Conditional Use Request CU01-19 submitted by
Carson Salcedo McWilliams, Inc. for property located at 3701 Grapevine Mills Parkway and
platted as Lot 1R, Block 1, Jackson Addition. The applicant was requesting a conditional
use permit to amend the previously approved site plan of SPRC case CU00-73 and CU99-
58 (Ord. 99-173) specifically, to allow the addition of a park area and four additional
carports.
The original conditional use permit providing for the development of a three-story an
apartment complex with reduced building separation and increased building height was
approved by Council in December 1999 (CU99-50). A subsequent revision to provide an
additional 125 covered parking spaces was approved by the Site Plan Review Committee in
October 2000 (CU00-56). The most recent revision to the Mills Run, Phase II site, CU00-73,
was approved by the Site Plan Review Committee in December 2000 which allowed for the
relocation of the entry sign.
A replat of the site, approved by Council in November 2000, incorporated the subject site
into Mills Run, Phase II. The applicant is proposing to develop a recreation center on this

site for residents of the apartment community. The site will include a walking trail, volleyball
court, shuffleboard court, horseshoe pit, and gazebo and picnic area. The Public Wor s
Department has requested that the gazebo to be relocated from the existing sanitary sewer

Mrs. Spencer moved, with a second by Mr. Hardy, to approve Conditional Use Request
CU01-19, and the motion prevailed by the following vote:

Nays: None

CONSIDERATION OF MINUTES
Next for the Commission to consider were the minutes of the April 18, 2001 Site Plan
Review Committee meeting.
Mr. Hardy moved, with a second by Mrs. Spencer, to approve the Site Plan Review
Committee minutes of April 18, 2001 and the motion prevailed by the following vote:

With no further business to discuss, Mr. Hardy moved, with a second by Mrs. Spencer, to
adjourn the meeting at 9:04 a.m. and the motion prevailed by the following vote:

Nays: None
