Chairman Oliver called the meeting to order at 9:02 a.m. �� PUBLIC HEARING CONDITIONAL USE REQUEST CU01-02 U-HAUL First for the Committee to consider was Conditional Use Request CU01-02 submitted by Konstantine Bakintas and located at 3501 William D. Tate Avenue and platted as Lot 1 R, Block 1, Bear Creek Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU98-55 (Ord. 98-129) specifically, to provide additional outside storage of trucks and trailers. The proposed storage will be located at the back of the building and across from the southeast corner of the building. The storage located behind the building will be used for the storage of rental trucks and trailers. The storage across from the southeast corner of the building will be used for nighttime drop-off parking of trucks and trailers. It will be screened from the front of the site with a six-foot high screening wall. A concrete drive from the north side of the building to the back of the building is proposed to facilitate the movement of trucks and trailers from the rear storage area to the front of the building for customer pickup. �� Mr. Hardy moved, with a second by Mr. Stewart, to approve Conditional Use Request �,,, CU01-02, and the motion prevailed by the following vote: 062001 � SITE PLAN REVIEW COMMITTEE � JUNE 20, 2001 �� � Ayes: Oliver, Stewart, and Hardy Nays: None CONDITIONAL USE REQUEST CU01-31 CROSS TIMBERS WINERY Next for the Committee to consider was Conditional Use Request CU01-31 submitted by Donald Bigbie for property located at 805 North Main Street. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU00-05 (Ord. 00-13) specifically, This request was considered at the May 16, 2001 meeting of the Site Plan Review Committee. At that meeting the Committee approved the addition of a 40-foot by 50-foot historic barn to the site plan but denied the request to add a gazebo because the location of the gazebo had not been determined. The applicant, Don Bigbie, informed Staff that the location of the gazebo was decided upon as shown on the site plan. A zone change request rezoning 1.6 acres from "R-7.5" Single Family District to "GV" Grapevine Vintage District, a Historic Landmark subdistrict designation, and a conditional � -� use permit for a wine tasting facility was approved by Council at the February 15, 2000 meeting for this site. The addition of the barn was approved by the Historic Preservation �.w� Commission at their April 25, 2001 meeting. The gazebo has noi yet been considered by the Historic Preservation Commission. Mr. Stewart moved, with a second by Mr. Hardy, to approve Conditional Use Request CU01-31, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None CONDITIONAL USE REQUEST CU01-32 DOMINO'S PIZZA Next for the Committee to consider was Conditional Use Request CU01-32 submitted by Mark of Excellance Pizza Co. for property located at 3613 Ira E. Woods Avenue. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU00-29 (Ord. 00-69) specifically, to allow the addition of a pizza restaurant. Conditional Use Permit CU92-18 (Ord. No. 92-74) for a gas station/convenience store with the possession, storage, retail sale and off-premise consumption of alcoholic beverages (beer only) in conjunction with a convenience store was approved by Council in November "�'"`� 1992. CU93-04, amending the site plan to accommodate both the addition of a canopy and floor plan revisions was approved in May 1993. In July 1998, CU98-17 (Ord.• No. 98-90) �� 062001 2 � SITE PLAN REVIEW COMMITTEE j JUNE 20, 2001 ��� provided for the addition of a freestanding car wash on the site. The car wash was not built and CU00-29 was approved in July 2000, removing the car wash from the site plan. This current request involves the revision of the previously approved floor plan to accommodate the new pizza vendor, Domino's Pizza. The following changes are proposed to the floor plan: • The seating area is being moved from the south side of the building to the west side. • Half of the existing checkout area is being converted to a production area, where the food is prepared and cooked, and a "driver area". Mr. Hardy moved, with a second by Mr. Stewart, to approve Conditional Use Request CU01-32, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None CONDITIONAL USE REQUEST CU01-34 LEXUS tl Next for the Committee to consider was Conditional Use Request CU01-34 submitted by „�;� Ken �chnitzer for property iocated at 901 State Highway 114 East. The appiicant was requesting a conditional use permit to amend the previously approved site plan of CU98-69 (Ord. 99-09) specifically, to construct canopies for the parking area. This request was originally considered at the January 5, 1999 public hearing and allowed for sales and service of new and used vehicles. It was subsequently modified at the July 6, 1999 meeting. With this request the applicant is proposing to construct a shade/hail screening product similar to what has been previously approved for Classic Chevrolet. The applicant proposes to do this in two phases, the first phase located along the northwest portion of the site will cover 33 display spaces. The second phase will cover 56-spaces. Mr. Hardy moved, with a second by Mr. Stewart, to approve Conditional Use Request CU01-34, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None CONDITIONAL USE REQUEST CU01-36 SPRINGHILL SUITES ��``' Next for the Committee to consider was Conditional Use Request CU01-36 submitted by Skye Grapevine, LLC for property located at 2240 Grapevine Mills Circle West. The �r� applicant was requesting a conditional use permit to amend the previously approved site 062001 3 SITE PLAN REVIEW COMMITTEE JUNE 20, 2001 � �--,M plan of CU00-21(Ord.00-83) specifically, to modify the entrance drive off of Grapevine Mills Circle West and an associated landscape island. This request was originally considered at the August 15, 2000 public hearing and allowed for a 114-room, four story hotel on an outparcel site at the Grapevine Mills Mall. With this request the applicant proposes a slight modification to the entrance drive off Grapevine Mills Circle West, a nearby landscape island, and the movement of the porte cochere from the northeast corner of the buifding to the midpoint of the hotel. Mr. Stewart moved, with a second by Mr. Hardy, to approve Conditional Use Request CU01-36, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None SPECIAL USE REQUEST SU01-03 FELLOWSHIP CHURCH Next for the Committee to consider was Special Use Request SU01-03 submitted by James Worsham for property located at 2450 North State Highway 121. The applicant was ,.� requesting a special use permit to amend the previously approved site plan of SU00- 21(Ord. 01-08) specifically, to modify the square footage of the Creative Communications ,�,�„ �uiiding. This request was last considered at the January 16, 2001 public hearing and allowed for a 155,972 square foot, two phase Creative Communications Building and a 76,586 square foot atrium for use as a food court, book store, and gathering area. With this request, the applicant proposes to reduce the size of the Creative Communications Building to 144,100 square feet. No other changes are proposed. Mr. Hardy moved, with a second by Mr. Stewart, to approve Special Use Request SU01-03, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None SPECIAL USE REQUEST SU01-04 FIRST UNITED METHODIST CHURCH Next for the Committee to consider was Special Use Request SU01-04 submitted by Jones McConnell, Jr. for property located at 422 Church Street. The applicant was requesting a special use permit to amend the previously approved site plan of SU00-18 (Ord. 01-02) for a �'� steeple height of 140-feet in conjunction with a 26,400 square foot sanctuary addition, specifically, to reduce the steeple height, reduce the square footage of the sanctuary, and �� modify elevations. 062001 4 � SITE PLAN REVIEW COMMITTEE JUNE 20, 2001 �� � This request was last considered at the January 9, 2001 public hearing and allowed. With this request, the applicant was proposing to reduce the steeple height to 120-feet, to increase the sanctuary to 28,500 square feet, and to make some modifications to the building elevations. Mr. Hardy moved, with a second by Mr. Stewart, to approve Special Use Request SU01-04, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None SPECIAL USE REQUEST SU01-05 CITY OF GRAPEVINE Next for the Committee to consider was Special Use Request SU01-05 submitted by the City of Grapevine for property located at 211 West Texas Street. The applicant was requesting a special use permit to amend the previously approved site plan of SU97-02 (Ord. 97-16) for the mounting of nine directional antennas on the existing 100-foot water tower, with the accompanying equipment shelter, specifically, to construct a public safety �r,..„� radio system facility that includes a specially designed equipment shelter and the mounting of an antenna structure consisting of three antennas on the existing city water tower. The equipment shelter will have a brick exterior that matches the existing Southwestern Bell equipment shelter. The roof of the public safety radio system shelter has been specially designed to ensure that falling debris (e.g. ice) will not penetrate the building. Another enclosed brick structure will house the diesel fuel tank that will power the electrical generator housed inside the equipment shelter. This shelter will not have a roof to allow access for maintenance and refueling. An ice bridge will extend from the equipment shelter to the Southwest leg of the water tower. This ice bridge will protect the antenna cables from any damage due to falling debris and is required for public safety radio systems.
