(Tommy) Hardy Member constituting a quorum, and the following City Staff: Ron Stombaugh Planner II Cindy Jackson Planner II Pamela Huntress Pianning Secretary CALL TO ORDER �.,,, Chairman Oliver called the meeting to order at 9:03 a.m. �� CONDITIONAL USE REQUEST CU03-01 — HALTOM'S JEWELERS First for the Committee to consider was Conditional Use Request CU03-01 submitted by Jack Miller for property tocated at 1469 West State Highway 114 and platted as Lot 7, Block 1, Towne Center Addition No. 2. The applicant was requesting to amend the previously approved site plan of CU99-57 (Ord. 99-162) for a planned commercial center with the possession, storage, retail sale and on-premise consumption of alcoholic beverages (beer and wine only) in conjunction with an existing restaurant, specifically to allow for an additional pole sign. With this request the applicant proposed to add to the planned commercial center one 40- foot pole sign comprising approximately 243 square feet of sign face near the service road of State Highway 114 and Ira E. Wood Avenue intersection. There are currently three signs along the State Highway 114 service road. One 40-foot pole sign and one 20-foot pole sign associated with the Target retail store and another 40-foot pole sign to the south associated with Luby's restaurant. The requested sign was an attempt to provide more visibility for Haltom's Jewelers. The applicant stated there would be no signage requests from tenants in the center other than that which may be necessary for any prospective development of the �� vacant property to the east of the existing center. �� 030503 � SITE PLAN REVIEW COMMITTEE � MARCH 5, 2003 ��� During the meeting, there were concerns expressed that if approved, this proposed signage � would set a precedent for additional sign requests within this and other planned commercial centers. Mr. Stewart noted there was a need for the requested sign due to the� location of Haltom's Jewelers. Mr. Stewart moved, with a second by Mr. Hardy, to approve Conditional U�e Request CU03-01 with the stipulation that only Haltom's Jewelers would be allowed to use the requested sign, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None CONDITIONAL USE REQUEST – CU03-02 - LUBY'S Next for the Committee to consider was Conditional Use Request CU03-02 submitted by Melanie Hancock for property located at 1200 West State Highway 114 and platted as Lot 3R1, Block 1, Towne Center Addition. The applicant was requesting to amend the previously approved site plan of CU99-57 (Ord. 99-162) for a planned commercial center with the possession, storage, retail sale and on-premise consumption of alcoholic beverages (beer � � and wine only) in conjunction with an existing restaurant, specifically to install two new cabinets, one with changeable copy, to the existing pole sign. Additionally, the applicant was requesting to lower the pole from 40 feet to 28 feet in height. With this request, the applicant proposes to reduce the height of the sign to 28 feet and reduce the overall square footage to 199 square feet. The sign face will be separated into two cabinets—the upper cabinet, containing the "Luby's" name/logo would contain 112 square feet. The second cabinet, containing 87 square feet and separated 5.5 feet from the upper cabinet would be utilized for changeable copy. Mr. Stewart questioned if the sign would allow only Luby's changeable copy and it was confirmed only Luby's copy would be allowed. Mr. Hardy moved, with a second by Mr. Stewart, to approve Conditional Use Request CU03-02, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None CONDITIONAL USE REQUEST - CU03-04 - DFW HONDA Next for the Committee to consider was Conditional Use Request CU03-04 submitted by �� Sun Ports International for property located at 2350 William D. Tate Avenue and platted as Lot 2, Block 1, Grayson/121 Addition. The applicant was requesting to amend the previously 030503 2 SITE PLAN REVIEW COMMITTEE MARCH 5, 2003 ���� approved site pian of CU02-18 (Ord. 02-38) for the sale of new and used motorcycles with �,�� outside display, specifically to allow for covered parking. With this request the applicant proposed to erect a shade structure over eight parking spaces located along the western edge of the property. This area would be utilized as parking for vehicles awaiting service and the shade structures will provide shade and protection while in this holding area. Mr. Hardy moved, with a second by Mr. Stewart, to approve Conditional Use Request CU03-04, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None CONDITIONAL USE REQUEST —CU03-05— GRAPEVINE EXPRESS CAR WASH Next for the Committee to consider was Conditional Use Request CU03-05 submitted by Lanny Wilkinson for property located at 214 West Northwest Highway and platted as Lot 1 R, Block 10R, Starr Addition. The applicant was requesting to amend the previously approved �;a� site plan of CU02-45 (Ord. 02-81) for an automotive car wash facility specifically, to reconfigure the layout of the site. �� Mr. Stewart moved, with a second by Mr. Hardy, to approve Conditional Use Request CU03-05, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None SITE PLAN APPLICATION SP02-15 - CLASSIC CONCEPTS Next for the Committee to consider was Site Plan Application SP02-15 submitted by Classic Concepts for property located at the northeast corner of Merlot Avenue and Champagne Boulevard and platted as Lot 1 R, Block 2, Delaney Vineyards, Phase II. The applicant was requesting site plan approval for 2.352 acres to be developed into a professional office building specifically for review of the provided screening. At the May 21, 2002 joint City Council and Planning and Zoning Commission meeting, Zone Change Request Z02-03 was approved, rezoning the site located to the east of Delaney Vineyards from "GV" Grapevine Vintage District to "PO" Professional Office District. As a condition of approval, the Council stipulated that the required screening fence adjacent residential district to the east, be approved by the Site Plan Review Committee. � 030503 3 SITE PLAN REVIEW COMMITTEE � MARCH 5, 2003 ,�..�, Ms Jackson noted this site plan would be setting the standard within this development and �" any future development would require the same standard. , Mr. Stewart moved, with a second by Mr. Hardy, to approve Site Plan Application SP02-15 with the stipulation that all future development within Delaney Vineyards Addition must interlock with this site plan, and the mofion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None CONSIDERATION OF MINUTES Next for the Committee to consider were the Site Plan Review Committee minutes of January 22, 2003 meeting. Mr. Stewart moved, with a second by Mr. Hardy, to approve the minutes of the January 22, 2003 Site Plan Review Committee, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy �-� Nays: None � ADJOURNMENT With no further business to discuss, Mr. Hardy moved, with a second by Mr. Stewart, to adjourn the meeting at 9:22 a.m. and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy .
