HomeMy WebLinkAboutItem 09 - Wastewater Treatment PlantMEMOTO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: DECEMBER 1, 2020 SUBJECT: APPROVAL OF WASTEWATER TREATMENT PLANT PERMIT RENEWAL RECOMMENDATION: City Council to consider the Wastewater Treatment Plant Permit renewal professional services contract with Freese and Nichols, Inc. FUNDING SOURCE: Funds are available in the Utility Enterprise Capital Fund 200 in an amount not to exceed $22,000. BACKGROUND: Grapevine's Texas Pollutant Discharge Elimination System (TPDES) Permit for the Wastewater Treatment Plant (WWTP) requires renewal every five years. Our current permit expires on September 1, 2021. The permit application must be submitted to TCEQ 180 days in advance of this expiration date (March 5, 2021). Freese and Nichols will assist City Staff in preparing the permit application for submittal to the Texas Commission on Environmental Quality (TCEQ) based upon our plant operating data. Freese and Nichols' staff will initially consult with TCEQ regarding any new criteria that is required for our WWTP to meet standards.This criteria will be used in Freese and Nichols' preparation of the draft permit application prior to submittal. Once the draft permit is issued by TCEQ, Freese and Nichols' staff will compare the draft permit with our current permit to identify any changes that may require processing changes at the WWTP. Freese and Nichols has provided this service to us every five years for many years, and are most familiar with our plant and the TCEQ staff. Staff recommends approval.
