ACTS OF THE 1993 TEXAS LEGISLATURE, THE SITE PLAN REVIEW COMMITTEE MEETING AGENDA WAS PREPARED AND POSTED ON THIS THE 3RD DAY OF SEPTEMBER, 2004 AT 5:00 P.M. ������ RON STOMBAUGH PLANNER II DEVELOPMENT SERVICES SITE PLAN REVIEW COMMITTEE SEPTEMBER 8, 2004 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Site Plan Review Committee of the City of Grapevine, Texas met in Session, on this the 8tn day of September, 2004, in the Director of Development Services Office, 200 South Main Street, First Floor, Grapevine, Texas with the following members present-to-wit: Larry Oliver Chairman Roy Stewart Member H. T. (Tommy) Hardy Member constituting a quorum, and the following City Staff: Ron Stombaugh Planner II Pam Huntress Planning Secretary CALL TO ORDER :� Chairman Oliver called the meeting to order at 9:00 a.m. � CONDITIONAL USE REQUEST—CU04-26— GAYLORD TEXAN HOTEL First for the Committee to consider was Conditional Use Request CU04-26 submitted by Gaylord Hotels for property located at 1501 Gaylord Trail and platted as Lot 1, Block 1, Opryland Addition. The applicant was requesting to amend the previously approved site plan of CU04-09 (Ord. 04-23) for the possession, storage, retail sale, and on-premise consumption of alcoholic beverages (beer, wine, and mixed drinks) specifically, to allow revisions to the elevations, parking lots, gates and ramps. Conditional Use Request CU03-38, approved at the October 21, 2003 meeting, allowed for minor site modifications to the site which included feature landscaping modifications along the Ruth Wall entrance to the site, identification of an outdoor seating area associated with the "Old Hickory Restaurant" within the hotel, addition of tennis courts just north of the parking lot, addition of a future events pavilion to the north of the hotel just east of the parking lot, and a revision to the final height of the hotel from 160-feet to 165-feet. In addition, a special use permit (SU03-05) was approved for a helistop location just to the norfh of the hotel for occasional VIP transport (approximately six fo eight times per year) and emergency/care-flight situations if they arise. The original conditional use request establishing the Gaylord Texan Hotel and Convention Center on Lake Grapevine was � � approved in December 1999. Numerous revisions have been considered since that time with the latest (CU04-05) being a modification to the masonry screening wall that was to � extend from the service entrance along Ruth Wall Street north to the Glass Cactus 090804 � SITE PLAN REVIEW COMMITTEE SEPTEMBER 8, 2004 � � restaurant; the Site Plan Review Committee at their January 28, 2004 meeting allowed for a �,.,� masonry wall with a stucco finish up to the end of the hotel structure with a wrought iron style fence continuing on from the hotel to the Glass Cactus. _ With this request the applicant was presenting an "as build" site plan that would bring together a number of small issues/changes that have occurred over the construction period of the project. Each of the items in general were small and seemingly insignificant but when totaled together became enough to require a revised site plan. For example, trees and parking spaces had been added to the parking areas; accessible ramps and walkways had been modified; a sculpture had been added and an entry to the hotel from the spa had been eliminated. Mr. Stewart moved, with a second by Mr. Hardy, to approve Conditional Use Request CU04-26, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None CONDITIONAL USE REQUEST–CU04-27 – NORTHFIELD DISTRIBUTION - Next for the Committee to consider was Conditional Use Request CU04-27 submitted by Seefried Properties, Inc. for property located at 600 East Dallas Road and platted as Lot 1, Block A, Northfield Distribution Center. The applicant was requesting to amend the previously approved site plan of CU00-36 (Ord. 2000-73), specifically to revise the layout of Buildings 700 and 800 and to increase the number of parking spaces provided. At the May 5, 1998 public hearing, both a 64.8 acre rezoning request (Z98-10) from "PCD" Planned Commerce Development District to "LI" Light Industrial District and a conditional use request (CU98-22) to allow for 426,000 square feet of freight-forwarding space were approved. The site plan associated with this property was later modified at the July 18, 2000 public hearing (CU00-36) to increase the amount of warehouse space that could be devoted to freight-forwarding uses to 788,960 square feet. A subsequent conditional use request (CU02-59) was approved by the Site Plan Review Committee at their December 8, 2002 meeting which allowed for the addition of one 65-square foot monument sign along Minters Chapel Road and two directional signs measuring 32-square feet located in the site's interior. The site currently has two monument signs—one along East Dallas Road and another at the corner of Dallas Road and Minters Chapel Road. Mr. Stewart moved, with a second by Mr. Hardy, to �e�e-�Conditional Use Request CU04-27, and the motion prevailed by the following vote: il-4-o¢ � , � Ayes: Oliver, Stewart, and Hardy Nays: None 090804 - 2 SITE PLAN REVIEW COMMITTEE SEPTEMBER 8, 2004 �; -n CONDITIONAL USE REQUEST— CU04-28 — RIVERWALK APARTMENTS Next for the Committee to consider was Conditional Use Request CU04-28 submitted by Duke Residual Development Partners, L.P. for property located at 3900 Grapevine Mills Parkway and platted as Lot 1, Block 1, Riverwalk Apartments. The applicant is requesting to amend the previously approved site plan of CU02-56 (Ord. 2003-05) specifically to allow additional model units, additional residential unit modifications and a car wash bay for the residents' use. Conditional Use Request CU02-56, approved at the January 21, 2003 meeting allowed for the development of a two phase, 600-unit apartment complex on an 82-acre parcel of land at the southeast corner of F.M. 2499 and the Grapevine/Flower Mound city limit line. Under development by Mr. Jerry Stone of Duke Residential Development, the subject site was approved by Council as a conditional use request relative to three-story building height and reduced building separation. With this request the applicant proposed to add a single structure (labeled Type IV) to the building mix that would be a composite of two buildings that would be representative of all the unit models in the project except for the three bedroom units. In addition a single bay car wash had been added to the site plan near the laundry facility. And lastly, slight changes in the building elevations occurred since the approval of the conditional use permit. The �{+y5 previous elevations were preliminary in scope; however, the design of all the unit structures has now been finalized. Redesign of the Type III building was required due to building code requirements mandating two stairwells. The overall "footprint" of the structure types did not change. Mr. Hardy moved, with a second by Mr. Stewart, to approve Conditional Use Request CU04-30, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None CONDITIONAL USE REQUEST —CU04-30 — HUMMER Next for the Committee to consider was Conditional Use Request CU04-30 submitted by Vehicle Protection Structures for property located at 2501 William D. Tate Avenue and platted as Lot 1, Block 1, Hummer Addition. The applicant is requesting to amend the previously approved site plan of CU03-34 (Ord.03-60) specifically, to allow the addition of shade structures for the vehicles. Conditional Use Request CU03-34, approved at the September 16, 2003 meeting allowed � for the addition of an automotive reconditioning/detail shop to the existing Hummer dealership. The original conditional use permit (CU01-27) establishing the automotive dealership was approved by Council on June 19, 2001. A subsequent amendment occurred 090804 3 SITE PLAN REVIEW COMMITTEE SEPTEMBER 8, 2004 �;,:� at the February 19, 2002 meeting (CU02-03) and allowed for an expansion of the Hummer ��.,;� dealership main structure and the relocation of the Classic Chevrolet used truck operation. Another amendment to the site plan was approved by Council at their November 19, 2002 meeting (CU02-49) which allowed for a 5.3 acre addition to the site for a lube and tune center, a vehicle washing area, and an employee parking lot. The Site Plan Review Committee at their July 23, 2003 meeting (CU03-25) allowed an increase from 20-feet to a height of a 30-foot for a pole sign on the site for the Hummer dealership. With this request the applicant proposed to erect shade structures over the bulk of the display area to reduce heat in the vehicles and protect the vehicles from hail damage. Staff recommended the Committee require the applicant to ensure the structures do not encroach into any fire lanes and that the support structures do not encroach into any easements on the site. Mr. Stewart moved, with a second by Mr. Hardy, to approve Conditional Use Request CU04-30 with the stipulation that structures do not protrude into the fire lane or any easements, and the motion prevailed by the following vote: Ayes: Oliver, Stewart, and Hardy Nays: None �a� CONSIDERATION OF MINUTES Next for the Committee to consider were the Site Plan Review Committee minutes of April 28, 2004 meeting.
