SITE PLAN REVIEW COMMITTEE TO CONDUCT A PUBLIC HEARING RELATIVE TO CONDITIONAL USE APPLICATION C000-23, SUBMITTED BY CHARLES TURNER FOR PROPERTY LOCATED AT 1650 WEST COLLEGE STREET, AND CONSIDERATION OF SAME. B. SITE PLAN REVIEW COMMITTEE TO CONDUCT A PUBLIC HEARING RELATIVE TO CONDITIONAL USE APPLICATION C000-28, SUBMITTED BY GRAPEVINE CROSS CREEK APARTMENTS L.P., FOR PROPERTY LOCATED AT 2701 GRAPEVINE MILLS BOULEVARD NORTH, AND CONSIDERATION OF SAME. 111. MINUTES SITE PLAN REVIEW COMMITTEE TO CONSIDER THE MINUTES OF THE APRIL 28, 2000 REGULAR MEETING. IV. RON STOMBAUGH PLANNER 11 DEVELOPMENT SERVICES SITE PLAN REVIEW COMMITTEE MAY 17, 2000 STATE OF TEXAS obw COUNTY OF TARRANT CITY OF GRAPEVINE The Site Plan Review Committee of the City of Grapevine, Texas met in Session, on this the 17th day of May, 2000, in the Director of Development Service's Office, 200 South Main Street, 1St Floor, Grapevine, Texas with the following members present -to -wit: Larry Oliver Chairman Sharron Spencer Vice Chairman H. T. (Tommy) Hardy Director of Development Services constituting a quorum, and the following City Staff: Ron Stombaugh Stephen Kindrick Pamela Huntress CALL TO ORDER Planner Planner Planning Secretary Larry Oliver called the meeting to order at 9:00 a.m. PUBLIC HEARING C000-23 — BAYLOR First for the Committee to consider was Conditional Use Request C000-23 submitted by Charles B. Turner for property located at 1650 West College Street and platted as Grapevine Medical Center Addition. The applicant was requesting to amend the previously approved site plan of CU98-37 (Ord. 99-05) specifically, to convert a temporary 54 -car parking lot at the northwest corner of the property to a permanent 54 -car parking lot. The parking conversion, if approved, would meet all requirements of the City of Grapevine Comprehensive Zoning Ordinance. With no further questions, guests to speak, letters or petitions, the public hearing was closed. There was concern expressed that property owners within the surrounding area should be notified of the pending request. Mr. Hardy moved, with a second by Mrs. Spencer, to bring Conditional Use Request C000-23 before the Planning and Zoning Commission and the City Council. The motion prevailed by the following vote: 051700 1 SITE PLAN REVIEW COMMITTEE MAY 17, 2000 Ayes: Oliver, Spencer, and Hardy Nays: None CONDITIONAL USE REQUEST C000-27 - COWBOY GOLF Next for the Committee to consider was Conditional Use Request C000-27 submitted by Jeffrey Lewin for property located at 1600 Fairway Drive. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU99-75 (Ord.2000- 05) for a 159 acre, 18 -hole golf course with the possession, storage, retail sale, and on - premise consumption of alcoholic beverages (beer, wine, and mixed drinks) in conjunction with a restaurant/clubhouse specifically, for design modifications to the Clubhouse and parking lot. With no further questions, guests to speak, letters or petitions, the public hearing was closed. There was discussion regarding the proposed landscaping and it was suggested the Committee table the request for revisions to be made until the next Site Plan Review Committee meeting of June 21St, 2000. Mrs. Spencer moved with a second by Mr. Hardy to table Conditional Use Request C000-27, which prevailed by the following vote: Ayes: Oliver, Spencer, and Hardy Nays: None CONDITIONAL USE REQUEST C000-28 — CROSS CREEK APARTMENTS Next for the Commission to consider was C000-28 submitted by Grapevine Cross Creek Apartments, LP for property located at 2701 N Grapevine Mills Boulevard and platted as Lot 1, Block 1, Mills Run Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU99-58 (Ord. 99-173) specifically, to increase the number of parking spaces. During construction, it was determined that trees located at the extreme south end of the site could be saved. A sizable landscaped island with retaining walls was constructed for the trees in this area. As a result of this large landscaped island, additional parking would be needed to ensure that the apartment complex met the minimum required parking standards. A 27 -space parking area at the south end of the complex was being proposed. With no further questions, guests to speak, letters or petitions, the public hearing was closed. Mrs. Spencer moved with a second by'Mr. Hardy, to approve Conditional Use Request C000-28, which prevailed by the following vote: 051700 2 SITE PLAN REVIEW COMMITTEE MAY 17, 2000 Ayes: Oliver, Spencer, and Hardy Nays: None END OF PUBLIC HEARING CONSIDERATION OF MINUTES Next for the Committee to consider were the minutes of the Site Plan Review Committee meeting of April 28, 2000. Mrs. Spencer moved, with a second by Mr. Hardy, to approve the minutes of April 28, 2000, which prevailed by the following vote: Ayes: Oliver, Spencer, and Hardy Nays: None ADJOURNMENT With no further business to discuss, Mr. Hardy moved to adjourn the meeting at 9:16 a.m. and Mrs. Spencer seconded the motion, which prevailed by the following vote: Ayes: Oliver, Spencer, and Hardy Nays: None PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS ON THIS THE 21St DAY OF JUNE 2000.
