SUBJECT: ENGINEERING SERVICES CONTRACT — STATE HIGHWAY121
(SECTION 13) WATER AND WASTEWATER LINE RELOCATION
RECOMMENDATION:
City Council consider awarding an engineering services contract to Pacheco Koch Engineers
in an amount of $138,480.00 plus 10% contingencies for the design of the water and
wastewater line relocations necessitated by the State Highway 121 (Section 13) construction
project in northeast Grapevine, authorize staff to execute said contract and take any
necessary action.

Funds are available and programmed in the following accounts:
SW 200-48930-534-8-000031 SW Wastewater
WA 200-48940-534-8-000030 WA Water
BACKGROUND:
The second phase of the two phased reconstruction of SH 121 (Section 13) extending from
FM 2499 to Denton Creek has been funded in recent months. TxDOT is now acquiring final
right-of-way and preparing for the utilities to relocate their facilities that are in conflict with the
widening project.
Although most of the construction takes place on the east or south side of the corridor in
Coppell, some widening of service roads and construction of the braided ramps will take
place on Grapevine's side of the corridor.
To complete the service road and ramp construction, Grapevine's water and wastewater
lines in the existing right-of-way and abutting easements have to be relocated to the outer
boundary of the new right-of-way acquisitions. Grapevine has water, wastewater and two
force mains that have to be relocated in the State Highway 121 corridor and a waterline that
must be relocated along the north side of Grapevine Mills Parkway North to enable T to
widen the four-lane divided roadway to a six-lane divided section.
TxDOT plans to bid the roadway project this summer with construction to begin in late 2013
or early 2014.
Staff recommends approval.
