HomeMy WebLinkAboutPZ Item 10 - MinutesSTATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular Session on this the 17th day of November 2020 in the Planning and Zoning Conference Room, 200 South Main Street, 2nd Floor, Grapevine, Texas with the following members present -to -wit: Larry Oliver Chairman Jimmy Fechter Member Beth Tiggelaar Member Dennis Luers Member Traci Hutton Member David Hallberg Alternate constituting a quorum with B J Wilson and Monica Hotelling absent and the following City Staff: Ron Stombaugh Development Services Assistant Director Albert L. Triplett, Jr. Planner II Susan Batte Planning Technician Call to Order Chairman Oliver called the meeting to order at 7:00 p.m. BRIEFING SESSION Chairman Oliver announced the Planning and Zoning Commission would conduct a work session relative to the following cases: Item 1. Chairman Oliver announced the Planning and Zoning Commission would conduct a work session relative to the following cases: CU20-22 BOB MOORE CONSTRUCTION HL20-02 415 S DOOLEY ST Chairman Oliver closed the Briefing Session at 7:19 p.m. 111720 1 JOINT PUBLIC HEARINGS Mayor Tate called the meeting to order at 7:32 p.m. in the City Council Chambers. Items 2-4 of the Joint Public Hearings was held in the City Council Chambers. The Planning and Zoning Commission recessed to the Planning and Zoning Conference Room, Second Floor to consider published agenda items. PLANNING AND ZONING COMMISSION REGULAR SESSION Call to Order Chairman Oliver called the Planning and Zoning Commission deliberation session to order at 8:21 p.m. Item 5. Citizen Comments There was no one wishing to speak during citizen comments. Item 6. Conditional Use Armlication CU20-22 Bob Moore Construction First for the Commission to consider and make recommendation to City Council was submitted by Chandler Signs for property located at 3611 William D Tate Avenue and platted as Lot 2R, Block 1, Oak Hills Plaza. The applicant was requesting a conditional use permit to allow for a 20 -foot pole sign in conjunction with a professional office building. Discussion was held regarding the need for a pole sign for a professional office building, however, a smaller sign would not have visibility from the southbound side of William D Tate Avenue. In the Commission's deliberation session, Beth Tiggelaar moved to deny conditional use application CU20-22. Traci Hutton seconded the motion, which failed by the following vote: Ayes: Tiggelaar, Luers and Hutton Nays: Oliver, Fechter and Hallberg Jimmy Fechter moved to approve conditional use application CU20-22. David Hallberg seconded the motion, which failed by the following vote: Ayes: Oliver, Fechter and Hallberg Nays: Tiggelaar, Luers and Hutton 111720 2 Item 7. Historic Landmark Subdistrict HL20-02 — 415 South Dooley Street Next for the Commission to consider and make recommendation to City Council was historic landmark subdistrict HL20-02 submitted by Patricia and Eric Whetstone for property located at 415 South Dooley Street and platted as Lot N '/2 1-2, Block 112, College Heights. In the Commission's deliberation session, Dennis Luers moved to approve historic landmark subdistrict HL20-02. Traci Hutton seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fechter, Martin, Tiggelaar, Luers and Hallberg Nays: None Item 8. Consider the minutes of the October 20, 2020 Planning and Zoning Commission Meeting Next for the Commission to consider were the minutes of October 20, 2020, Planning and Zoning Public Hearing. Traci Hutton moved to approve the minutes of October 20, 2020. Dennis Luers seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fechter, Nays: None Abstain: Hallberg Adjournment Tiggelaar, Luers and Hutton With no further business to discuss, Jimmy Fechter moved to adjourn the meeting at 8:07 p.m. Beth Tiggelaar seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fechter, Tiggelaar, Luers, Hutton and Hallberg Nays: None 111720 3 PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS ON THIS THE 15TH DAY OF DECEMBER 2020.
