HomeMy WebLinkAbout1970-05-05 Joint Meetingj � Z � e� . �: STATE OF TEXAS � COUNTY OF TARRANT � CITY OF GRAPEVINE � �: t' On the 5th day of May, 1970 at 7:30 P.M. , the City Council and the Planning & Zoning Commission met in a joint meeting �; in the City Hall with the following members present: � City Council � Willis Pirkle Mayor � C � Phil Parker ) �, Tommy Eidson ) � Doil D alton ) Councilmen �� Lee Thompson ) t A1 Harwell ) � Planning & Zoning Commission �, � Harlen Joyce � Joe Kennedy � Jerry Jordan �' Mayor Pirkle called the meeting to order and Councilman Harwell gave the invocation. The -purpose of the joint meeting was for a Public Hearing on ` Rezone application Z 70-13 on which Melvin Warren requested � C-1 Business on his lots 1 and 2 in Los Robles Estates. The persons present were given an opportunity to be heard. Mr. � Warren was present and spoke in his beh_alf. Several neighbor- ing property owners were present and spoke in opposition to � the requested change. Chairman Harlen Joyce informed persons present that the Planning & Zoning Commission will study the application and make their recommendation to the City Council. Public Hearing was declared closed. Mr. Roy Weiger was present and wanted to furnish additional information on his application to place a mobile home on his � lot on Dove Road. The said application was declined by the ` Planning & Zonin g Commission at the meeting of April 21st . �' Mr. Weiger was referred to the Planning & Zoning Commission. � � � M. R. Hilliard, 1014 W. College and B�rt Starr, 1006,,�College were present and requested a waiver on the City' s requirements for fencing in front yyards. The request was made as a result � of continuous damage to their trees and shrubs by school � children going to and from Cannon Elementary �chool. It was � agreed that the City will make every effort to prevent the �; damage being done rather than allow a fence to be built in � violation of the City Code. Also, Councilman Dalton agreed �; to talk with the school officials in regards to the matter. � r � Mr. Ed Langley, Director of the Grapevine Housing Authority � was present and gave a report on the operation of the housing �; project. [ � Annexation Ordinance 70-18 was read on second reading. Council- �. man Dalton made a MOTION to pass said Ordinance 70-18 on second reading. Motion seconded by Councilman Thompson. K Noes: None �' � � � � � � � i � � , .� � � ORDINANCE 70-18 I AN ORDINANCE RECEIVING AND ANNEXING TERRITORY ADJACENT AND CONTIGUOUS TO THE CITY OF GRAPEVINE� TEXAS: PROVIDING 1�HAT THE AREA DESCRIBED BELOW� SHALL BECOME A PART OF THE SAID CITY AND THAT THE OWNERS AND THE INHABITANTS THEREOF SHALL BE ENTITLED TO ALL THE PRIVILEGES OF O�IER CITIZENS OF SAID CITY AND BOUND BY THE ACTS AND ORDINANCES � NOW IN EFFECT AND TO BE HEREAFTER ADOPTED: FURTHER PROVIDING FOR AMENDING AND CORRECTING THE OFFICIAL BOUNDARIES OF SAID CITY HERETOFORE ADOPTED AS AMENDED, AND CONTAINING A SAVINGS CLAUSE. Councilm an Eidson made a MOTION i to approve the request to pass Ordinance 70-19 enacting the ' change. Motion seconded by Councilman Parker . Motion prevailed by the following vote: Ayes: Councilmen Dalton, Eidson, Parker , Harwell & Thompson . ORDINANCE 70-20 ' AN ORDINANCE AMENDING THE ZANING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE� TEXAS� SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF R. W. ANDERSON FROM "R-1" SINGLE FAMILY DWELLING DISTRICT 1'O "Gl" NEIGHBORHOOD BUSINESS DISTRICT; AND PROVIDING FOR A SAVINGS CLRUSE. Rezone Elpplication Z 70-12 on which M. B. Rudman and others requested "I-1" Light Industry District on their acreage in the E. Moore Survey was considered. The Planning & Zoning Commission recommended to approve the request. Councilman Dalton made a MOTION to approve the request and to pass Ordinance 70-21 enacting the change. Motion seconded by Councilman Thompson. Motion prevailed by the following vote: Ayes: Councilmen Thompson, Eidson, Dalton , Parker & Harwell. B. RUDMAN AND OTHERS FROM R-1 SINGLE FAMILY DISTRICT TO I-1 LIGHT INDUSTRIAL ZONING DISTRICT; AND PROVIDING FOR E P: A SAVINGS CLAUSE. � i � The application of William J. Andrews to park a mobile home � on his acreage along Cheek-Sparger Road was considered. � The Planning & Zoning Commission recommended to approve the application. Councilman Harwell made a MOTION to approve the application. Motion seconded by Councilman Thompson. F Councilman Harwell made a MOTION to award the gasoline contract � to the low bidder, L�ltlantic Ritchfield Company. � Motion seconded by Councilman Eidson. Motion prevailed by the following vote: � !. Ayes: Councilmen Dalton, Harwell, Parker, Thompson & Eidson. � Noes: None °' � The bids submitted are on file in the City records. � , �' The application of Rickey Perry for a permit to haul garbage � was reviewed. Councilman Harwell made a MOTION to approve a � permit for a period of 60 days. Motion seconded by Councilman � Eidson. Motion prevailed by the following vote: � Ayes: Councilmen Eidson, Thompson , Dalton, Parker & Harwell. Noes: None Mayor Pirkle asked for nominationSby the Councilmen for the � Office of Mayor Pro-Tem. Councilman Parker n.ominated Councilman Eidson. Councilman Thompson nominated Councilman Dalton. Councilman Eidson requested that his name be withdrawn. Councilman Parker withdrew the name of Councilman Eidson . � Councilman Harwell made a MOTION that nominations cease and that Councilman Dalton be appointed iriayor Pro-Tem by acclama- � tion. Motion seconded by Councilman Thompson. Motion pre- � vailed by the following vote: � Ayes : Councilmen Harwell Eidson Dalton and Parker. � > > � � Noes: None � Councilman Eidson made a MOTION for the City Manager to purchase a new truck for the Street Department to replace the present one which is worn out.
