City Manager � Don Wilson, City Secretary �, Bill Tate;�City Attorney � Mayor Pirkle called the meeting to order and Councilman � Dalton gave the invocation. � . . � The purpose of the joint meeting was for public hearing on � Zone Change Application Z 70-26. � � Application Z 70-26 was considered. Mel Hobratsch requested f'-' "R-3" Multiple Family Dwelling District on his property, � Lots 11, 12, 13 , 14, 15, 18, 19, 20, 21 out of Northside x Addition. Two persons were present in opposition to the � rezoning. ; � Public Hearing was declared closed. Harlen Joyce informed � persons present that the Planning an d Zoning Commission �; will make their recommendations to the City Council. � The City Council continued to meet for the regular council � meeting of this date with the following members present: � Willis Pirkle Mayor �: � Al Harwell ) � °: Doil Dalton ) � Phil Parker ) Councilmen ; Lee Thompson ) � Tommy Eidson ) � i The minutes of previous meeting of August 18, 1970 were k read and approved. � � kF t � r � €, � � k: R t � 2 � � �` Messrs. Wylie and Emmett, representing Lone Star Gas Company were present to comment on gas service to the Shorecrest Acres Addition. Mr. Wylie stated his company had approved an extensiQn of lines to service Shorecrest �cres Addition. Service should be available in approximately two months. Joe Kennedy requested supplement City water for the Shore- crest Acres water system. The council recommended for Mr. Kennedy to meet with the Mayor and City Man ager to discuss the possibility of a buy-sell agreement for the city to �; purchase the Shorecrest Acres water system and extend city water to the area. Ordinance 70-28A defining truck routes was read on second reading. Councilman Dalton made a motion to pass s�.i�l ordinance on second reading. Motion s econded by Councilman Eidson. Motion prevailed by the following vote: Ayes: Councilmen Harwell, Parker, Eidson, Dalton and Thompson . Noes: None ORDINANCE 70-28A 'I AN ORDINANCE AMENDING TITLE 9, CHAPTER 7, SECTION 4, SUB-SECTION (A) OF THE CITY CODE OF THE CITY OF GRAPEVINE� TEXAS , DEFINING TRUCK ROUTES. ' Ordinance 70-29, an ordinance amending Ordinance 70-10, I Filing petition fee, was read on second reading. Councilman Thompson made a motion to pass said ordinance on second read- ing. Motion seconded by Councilman Harwell. Motion prevailed _ E by the following vote: � � Ayes: Councilmen Harwell, Eidson, Parker, Dalton and Thompsnn. � Noes : None � � ORDINANCE 70-29 � AN ORDINANCE AMENDING ORDINANCE 70-10, THE � ZANING ORDINANCE OF THE CITY OF GRAPEVINE, � TEXAS, SO AS TO ADJUST THE PETITION FILING � FEE: AND PROVIDING FOR A SAVINGS CLAUSE. Ordinance 70-30, an ordinance receiving and annexing territory adjacent and contiguous to the city ofGrapevine, was read on second reading. Councilman Harwell �ade a motion to pass said I � ordinance on second reading. Motion seconded by Councilman � � Dalton . Councilman Eidson made a motion to pass said ordinance on second reading. Motion seconded by Councilman Dalton. Motion prevailed by the following vote: Ayes: Councilmen Harwell, Eidson, P�rker, Dalton & Thompson Noes: None ORDINANCE 70-31 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF MAE VONNE WYCHE MARTIN FROM "R-1" RESIDENTI�II. TO "SPECIFIC USE PERMIT" FOR TRAIL- WOOD MOBILE HOME PARK� AND PROVIDING FOR A SAVINGS CLAUSE. The Planning and Zoning Commission recommended to approve Rezone Application Z 7p-24 on which Dr. C. D. Pittard re- quested "R-3" Multiple Family Dwelling District on Lot 3D3, 1 .946 acres in A, Foster 5urvey, Abstract 518. Councilman Harwell made a motion to approve the said application and to pass Ordinance 70-32 making the change. Motion seconded by Councilman Parker. Motion prevailed by the following vote: Ayes: Councilmen Parker, Harwell,Eidson, Dalton & Thompson. Noes : None ' ORDIN.alNCE 70-32 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZANING MAP OF THE CITY OF GRAPEVINE, TEXAS, ' SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF C. D.PITTARD TO "R-3" MULTIPLE DWELL- ING DISTRICT AND PROVIDING FOR A SAVINGS CLAUSE. The Planning and Zoning Commission recommended to approve the entire Rezone Application Z 70-25, "R=3" Multiple Family Dwelling denying "C-2" Community Business District , on Tract l, as had been asked by Mr. F . W. Dobecka on his property, Lots 3D1 and 8A in A. Foster Survey, Abstract 518. Councilman Eidson made a motion to approve the said applica- tion and to pass Ordinance 70-33 making the change. Motion seconded by Councilman Parker. Motion prevaile d by the following vote: Ayes : Councilmen Parker , Harwell, Eidson, Thompson & Dalton. ; Noes : None ORDINANCE 7p_33 � AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO CHANGE THE 7ANING DISTRICTS OF CERTAIN ' PROPERTY OF F. W. DOBECKA TO "R-3" MULTIPLE FAMILY DWELLING DISTRICT AND PROVIDING FOR A SAVINGS CLAUSE. � t'� Q . �� (7 r:� The City Manager stated that Trailwood Mqbile Home Park had paid their full pra rata charge on water and sewer mains. Indian Hills have paid a part of their pro rata charge. The City Manager presented a slide presentation of the new Budget, The City Council was in agreement with the budget as presented. The Budget Hearing is September 15, 1970. , Councilman Eidson made a motion to employ the firm af Heimer, N Hankins & Powers, Certified Public Accountan'�s �b mal�� t�ie annual audit of the City operation far the fiscal year C}ctober l, I,9b9 u to September 3C1, 1970. Councilman Eidson made a motion tnat Mayor Pirkle ; meet with the owner and discu�sed the po�sible purchase. Purchase price of $b,447.00, the value set by Freese, Nichols, £ and Endress, Gonsulting Engineers. Motion seconded by Council- � man Thompson.
