Reel 13, Side 2 Start 650 � STATE OF TEXAS � COUNTY OF TARRANT � CITY OF GRAPEVINE � On the 15th day of September, 1970 at 7:30 F'.M. the City Council and the Planning and Zoning Commission of the City of Grapevine, Texas met in a joint meeting in the City Hall with the following members :§ present : City Council Willi� Pirkle Mayor Al Harwell ) Tommy Eidson ) Doil Dalton ) Councilmen Lee Thompson ) Phil Parker ) Planning an d Zoning Commission Harlen Joyce Joe Kennedy �; Ted Ware J. City Manager Don Wilson, City Secretary Bill Tate, City Attorney Mayor pirkle c�lled the meeting to order and Councilman Harwell gave the invocation. The purpose of the joint meeting was for public hearing on Zone Change Application Z 70-27, Z 70-28 and Z 70-29. Application Z 70-27 was considered. Mel Hobratsch requested "C-2t' Community Business on his property, 2.776 acres of land out of the T. Mahan Survey, Abst. 1050. No one was present in opposition to the rezoning. Application Z 70-28, Mel Hobratsch requested "C-2" Community Busi- ness on his property, 3 .269 acres of Block L, Oak Knolls Lakeview - Addition. Z�vo persons were present in oppositon to the rezoning. Application Z 70-29, W. N. Rider, Jr. requested �tC-l�t Neighborhood Business District on his property 2.557 acres out of Joel Hallum Survey, Abst. 722. No one was present in opposition to the rezoning. Public Hearing was declared closed and persons were informed that the Planning and Zoning Commission.�;�vill make their recommendation to the City Council. • t The City Council continued to meet for the regular council meeting of this date with the following members present; Willis Pirkle Mayor A1 Harwell Doil Dalton ) Phil Parker ) Councilmen ' Lee Thompson ) Tommy Eidson ) 28 � The minutes of the previous meeting of September l, 1970 were read and approved. � Public Hearing was held on the annexation of land situated in ' the Northwest corner of Dallas County; beginning in the south right of way line of state highway 121 at its intersection with the Tarrant-Dallas county line; Thence northeasterly along said south rightof way line of state highway 121 to its intersection with the Dallas-Denton county line; Thence Wester- ly along the said Dallas-Denton County line, Thence southerly along the said Dallas-Tarrant county line to the place of be- � ginning. Councilman Eidson made a motion to pass said ordinance on first reading. Motion seconded by Councilman Parker. Motion prevailed by the following vote: Ayes: Councilmen parker, Eidson, Harwell, Dalton & Thompson. Noes: None ORDINANCE 70-35 AN ORDINANCE RECEIVING AND ANNEXING TERRITORY I ADJACENT AND CONTIGUOUS TO THE CITY OF GRAPEVINE, TEXAS: PROVIDING THAT THE AREA DESCRIBED BELOW SHALL BECOME A PART OF THE SAID CITY AND THAT � THE OWNERS AND THE INHABITANTS THEREOF SHALL BE ENTITLED TO ALL THE PRIVILEGES OF OTHER CITIZENS I� OF SAID CITY AND BOUND BY THE ACTS AND ORDINANCES i � NOW IN EFFECT AND TO BE HEREAFTER ADOPTED: FURTHER PROVIDING FOR ANIENDING AND CORRECTING THE OFFICIAL BOUNDARIES OF SAID CITY HERETOFORE ADOPTED AS ANIENDED CONTAINING A SAVINGS CLAUSE. Motion seconded by Councilman Thompson. Motion prevailed by the following vote: Ayes: Councilmen parker, Harwell, Eidson, Dalton & Thompson. , Noes: None ; ' ORDINANCE 70-36 �, AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO CHANGE THE ZANING DISTR�CTS OF CERTAIN PROPERTY OF MEL HOBRATSCH TO "R-3�� MULTIPLE FAMILY DISTRICT AND PROVIDING FOR A SAVINGS CLAUSE. Ordinance 70-28 defining additional requirements, for mobile home parks was read on second reading. Councilman Eldson made a motion to pass said ordinance on second reading. Motion seconded by Councilman Dalton. Motion prevailed by the follow- ing vote: Ayes : Councilmen Parker , Harwell, Eidson, Dalton & Thompson. Zaning Amendment Ordinance '7(J-32 was read on second reading. ' Councilman Thompson made a motion to pass said ardinance on second reading. Mota.on secanded by Councilman Dalton. Motion prevailed by the following vote; � R,s � It was recommended that the City Manager submit a list on �` , � ' sections of the city for possib].e block re�oning, as a study � guide for the Planni.ng and Zoning Commissian and City Gouncil. � � The xequest af Hugh Lee Higgins for a �ezaporary wa�er service in la.eu of the standard perm.anent arrangement calling for paym,ent crf pro-rata on the property frontage was discussed, . It was determined that since development o� the area involved would not occur until sometime in the future that it would be in order to arrange �'or a temporary water service for the two dellings an the Higgins property. Cauneilman Eidson made a motion that Mr . Higgins be allowed to pay the standard tap charge of $7(7.00 for a 3j4ft meter to be placed at the �'ire ,, kaydrant to the north of the Higgins property and Mr. Ha.ggins be allowed to run his service line to the meter and that he subscribe to two services; and that this be only a temporary � servi.ce ta be terminated upon beginning of development af � the property at �vhich time the water line pro-rata charges � wa.11 be due according to the City' s standard pro-rata palicies.
